Government signs for a $38 million loan from Africa Development Bank for climate Change

Government has signed a $38 million loan with the African Development Bank to support and strengthen Zambia’s Resilience to Climate Change.

The grant will benefit over 800 000 households in Lusaka, Central and Southern Provinces who are affected by Climate Change.

Finance Minister Alexander Chikwanda signed for Zambia while African Development Bank Resident Representative Dr Fred Kwesiga signed on behalf of the bank.

Later, Mr Chikwanda said that the project will help reduce poverty and improve Zambia’s food security in the six districts where it will be implemented.

Mr Chikwanda added that the signing of the loan agreement shows the determination that government has in improving people’s lives.

And Dr Kwesiga said that the five year project will help affected farmers to improve their yield.

Meanwhile, Southern Province Minister Daniel Munkombwe has said that several farmers in the province have seen a reduction of their yield due to climate change.

Mr Munkombwe is hopeful that the project will help restore Southern Province’s status as the food basket of the country.

Climate change my foot!! this whole thing is a hoax,,, Climate can never be constant… Global climate has being changing and varying since the first time the world came into existence… and you can NEVER stop climate change by throwing money at climate. Besides the bible and science agree on doomsdays… the bible says this world will pass away and science this earth with burn beyond ashes!!

    • We Zambians we are paying for our foolishness for voting for someone who has passed his sale by date. Honestly how do you vote for someone who is 74 yrs old with dementia. We need to wake up from the slumber. Sata has no qualities of a good leader, he uses emotions when making decisions and hence the clueless or directionless govt. God save us.

    • Climate change? hmmm what exactly? are we still believing in the Al Gore climate change theory which can not be substantiated? Is the reason why we borrow money based on a theory which cannot be proven? What do our own so called learned profesor from unza say? what research have they done to substantiate climate change? if not, then why do we first study and know for ourselves what the causes and effects are before we start borrowing money. In this time and age, you can not just get anything somebody says without verifying it yourself. Otherwise,people will make you believe what they want. Remember, he who controls the printed page,controls the thinking of the age.

  3. I am a climate change specialist and some how I dont understand the purpose or intended use of this loan. How will choose the households affected by climate change? In this speciality, I know that climate change is universal and not selective. Is it the reporting which is not clear or am I just misunderstanding this?

    • The answer to our low yields is agricultural mechanization and a 360* evolution of our farming systems; next thing Chikwanda will be signing loans to purchase GM seeds from the likes of Monsanta…he won’t even know what he is doing as he is just too fixated on signing on the dotted line.

    • This is a clear example of how the old fellas are stealing in the name of development. What climatic change programs do these guys have for them to mortgage the young generation? Yes Climate change affects rainfall pattern which results in draught etc. How is the govt mitigating this? Are they building new dams for irrigation purposes? If yes, how many peasant farmers can afford irrigation? Again it goes back to Chikwanda,s rich friends like Chilala etc. These will be the actual beneficiaries under this loan meanwhile you and me have to foot the bill to pay back to the ADB. F.U.C.K this Christian Nation.

  5. So how will this loan help affected farmers to improve their yields? Is it going to be used for mechanization or irrigation projects? Where is the ministry of Agriculture in all this? Is it going to used for micro lending?
    Are you honestly telling us our gov’t can’t raise a mere $38 million? This is a gov’t that was happily going to spend $200 on CCTV systems. Do these two fossils Alexander Chikwanda and Daniel Munkombwe understand what climate change is? This Chikwanda will be the worst finance ministry in our history as he has no clue about what he is doing….where is the money saved from subsidies going to? where?

  7. @ Silent Spectator, your question is a valid one and reading between the lines, my take is that the money has been specifically provided for a specific project involving identified farmers in the selected areas. Usually, loans of this nature have a preparation period in which the background work is done including developing a credible selection criteria for intended beneficiaries. There is likely to be a Project Implementation Unit housed within a selected Ministry (most likely Agriculture in this case) who will implement the project. ADB also have a team of experts who will ensure that the money provided is actually used for the purposes it was initially allocated. Loans of this nature often tend to be difficult to misuse because of the conditionalities attached to them.

  8. @ Silent Spectator, it appears that the project is meant to help farmers increase their yield (productivity) because the challenging weather conditions resulting from climate change have negatively impacted agricultural productivity. The selection of Lusaka, Central and Southern could be that they have been found to be the most affected and/or could have the biggest impact if the productivity challenge is adequately addressed.

    • please get the farming basics on the ground right first… do you farmer education and distribution of farming inputs on time… before you start running around to get relief loans

  9. It was a pleasure having Mar Chikwanda here in Itezhi Tezhi this morning.

    At least on this one I know of commissioned studies by UNDP sometime in the MMD government, its like the solutions are from those recommendations in which also UNZA participated.

    Ideally taxes from carbon rated activities and other are supposed to help in financing such effects that is why environment impact assessments and other as a result of corporate actions are supposed to be well managed and act as a good compersation point freeing Gov of the costs that arises with such.

    • By Friday this week Fossil Chikwanda would have signed up to $500m in debt, yesterday was 150 million euros, today its $38m and counting…watch this space!!

  10. My last contribution s that we learn to align revenue lines with activities and incorporating planning as we roll out activities and match the effects

    Its like going over and above the revenues from the environmental impact assessments and creating a fund to meet these eventualities as they unfold.

    Often times you meet a white man with maps and nuclear type of shaded mapps studing the climate change in the so called world marked Kafue flats very passionate and funding from remote countries

    If firms can recoup from expenses paid on environemental impact assessments how about the funding made paid for such should it be managed to meet such eventuality

  11. The challenge we have is not resources it’s leadership. They say, “the raise and fall of any organization raises and falls on leadership”. We are no longer living in the dark age. Africa, Zambia inclusive has some of the most educated people just like western countries. However, it’s sad that upto now we have to be asking for arms when we have abundance of riches all over, small countries like Denmark sorrounded by water with no minerals, UK several times smaller than Zambia but yet kneeling before them everyday simply because we the educated in government who have become cadres who cannot give sound advise. “he that borrows is a slave to the lender”, this attitude makes us admit inferiority status.     This is fraud.These are the transactions that would need to be audited once these old fellas leave office.We would have to validate the terms and conditions under which these loans are being borrowed.If the terms and conditions are intended to defraud the tax payers, the ADB and many other creditors would not be paid.

    Also we would have to audit the application of the funds.If the money was not used on developmental projects,corruption charges would be brought against Chikwanda.

    This is how Bolivia dealt with their external debt.Wish this was the approach we should have taken with the $7bn Kaunda had accrued instead of subject Zambians to the horrible…

  21. The low crop yield in southern province and other provinces is not due to climate change, it’s due to poor PF Agri policy and poor management. PF is really a joke: poverty in Zambia due to climate change????? Jokes!!!

    It looks like some loans are forced on us as they really do not tie up with our priority needs. Climate Change loan…my foot!! Next it will be Conference Loans…loans to support Zambia host meetings and international conferences!

  23. As always, not a convincing reason to get a loan. We are already paying for climate change through the carbon tax we pat via musonko.

    A loan on climate change should have included things such as making sure factories limit the amount on pollution they emit into the atmosphere or making sure companies are as green as possible, etc.

    “Helping 800,000 households” does not seem to make sense here. Does Chikwanda know what he’s talking about?

  24. checking and verifying the loan to initiated studies that went into the approval of such will be helpful.Often times disbursments are tide to the scope by UNDP and reports given after the implementation

    In as much as I support the internal financing I hest to state that the application of the loan will be as per researched and justficaton given.

    If its for something else how is the exceess to loan funds going to be.The rule of accounting is that at one time it will show.

    Lets give alternative advise on how best to manage such in the future without having to borrow externally that s the point

    • In theory, YES ,but practically, NO. Anything is possible in Zambia. One way to address the issue of climate change is to provide cheap sources of energy in the urban areas of Zambia. Charcoal burning is a major contributor to climate change in Zambia because of rapid deforestation. Lets look at alternatives like electricity and domestic cooking gas.

  25. Debt limits and authorization by parliament , be provided for in the Constitution,like the US where congress is the sole authority for this function,rather than a minister making judgments about the borrowing needs of the country.
