IG Stella Libongani urges police officers to observe human rights whenever executing their duties

Inspector General of police Stella Libongani has implored all police officers to observe human rights whenever executing their duties in their various stations.

Ms Libongani said police officers should work tirelessly and above board and march with the new developments that government is providing especially those working in the newly created districts in the country.

She said officers are expected to work professionally and observe new government policies in a bid to prevent crime in the various communities.

“As police officers, I don’t want to receive complaints from the general public concerning abuse of human rights, let’s not attract complaints but work diligently and observe other people’s rights,” said Libongani.

Ms Libongani said this yesterday when she ended her familiarization tour of the newly created Luampa and Nkeyema districts after touring Mongu, Shangombo and Kalabo districts in Western province.

She said government will soon construct and transform all the police posts in the newly created declared districts by President Michael Sata recently into modern police stations country wide.

Ms Libongani assured officers that development is going to take place in Nkeyema district because of peace and cordial relationship that is prevailing in the country.

She has however, requested Western province police commissioner Lombe Kamunkoshi to send women police officers to Nkeyema police station that is being manned by only three male officers in order to be attending to critical and sensitive female matters.

Ms Libongani said officers should continue working hard despite being few in order to combat crime as government is committed in fostering infrastructure development in all the 39 newly created districts in the country.

“Government is going to construct office accommodation and housing units for all the police officers especially in the newly declared districts in the country,” said Libongani.

Ms Libongani was accompanied by the police spokesperson Charity Munganga Chanda among other senior police personnel.

  1. Silly IG what do they learn in cadet school? If they ain’t doing what was taught to them in college why keep them on….this is likened to Ministry of Health telling doctors and nurses to save lives.

    • Libongani don’t you know that abuse of POA and denying opposition party members to attend meetings and address rallies is a human rights breach. If you recognise this then you are not fit for purpose and you should resign immediately to avoid investing your time in preparing for a long jail term in the next government.
      If Sata is lying to you lot and thinks he will not relinquish power after losing elections we shall do a Gbagbo on him and sent him to the hague.
      The following people must be got rid of if Zambia’s economy and Kwacha are to improve;
      1. SATA
      2. Chikwanda.
      3. Libongeni.
      4. Chibesakunda the longest acting Chief justice in the history of Zambia and world.
      These four are thorns in our back side and need to be got rid of for Zambian politics and the economy to…

    • This IG should learn that her bosses (President and Minister of Home Affairs) will not protect her once the law visits her. Lets she needs reminding, there are precedents in what happened to the former heads of service under the Chiluba and Banda regime. And then even Masebo who was considered untouchable has been sacrificed because the President well knows that once out of power, the Masebo-Zawa scandal would have led the lifting of his immunity.

      It is no longer safe to be at the helm of any public organisation in Zambia from Presidency to a commander of Police or ZNS.

      Steer clear of trouble my dear bo Kezeli. I would be very very sad to see the day your former juniour officers escort you to a holding cell. And dont even delude yourself that it cannot happen. It has happened…

  4. The Police is the first port of call in Human Rights (HR) observance. That is what I learnt a long time ago in Law School. And the HRC recently confirmed that the position had not changed as they berated the Stella Libongani led Police Command on rampant HR abuse.

    Madam IG, you are and will be held responsible for any atrocities that will be done by those in your command whether in Kanyama or Nkeyema.

    And this abuse of HR includes the heigthened and brazen police corruption where citizens have now to pay their way to maintain freedom at the reception and especially on the roads which have become ATMs for daily harvest by police.

    There is a day of reckoning coming. Put your house in order.

  5. Madam Libongani, your legacy is probably already etched in stone. Frankly, it has been a reign of terror. Nice to learn, you are trying to change it to a reign of Stella and not that of terror! Your last name: Libongani – kubongana is what has characterized the behavior of the Zambia police force under your command to date. The whole world has been watching.

    • In Lozi antiquity, a legendary character by the name Sibongani was Libongani was, though rough, kind and tender-hearted. We trust the IG means what she says. Police brutality must be restrained. They need to exercise civility in their work of enforcing the law.

  6. When PF leaves Gvt in 2016 or sooner, there will be National Accountability Commission to inquire into the abuses and misrule by the PF Adminstration. Stella Libongani and other PF leaders will have a lot to explain ranging from selective application of the law to the appointment of only one tribe to gvt positions. This National Inquiry is necessary for Zambia to finally get rid of a culture of impunity which has reached alarming levels under PF. Other people who will definitely appear before the Commission are Kabimba, Chibesakunda, Matibini, Guy Scott, Katanga, Shamenda, Kambwili, Musa Mwenye, Rowland Msiska, Mumba Malila as the principal legal advisor to Gvt.

  8. Libongani must be reminded that the Police Headquarters have files with data linked to terrorism that was organised and unleashed by an opposition party prior to the 2011 General Elections. The origins of the ‘LINYUNGAMBO’ that led the Police into the shooting of two rioters in Mongu is well-documented.

    The IG must be intellectually alert when she visits sensitive areas in Western Province. Yet she has been on the forefront apportioning fake blames on the current peace-loving opposition parties in Zambia. Where is the IG’s conscience? Where is Inonge Wina’s conscience? One Day the people of Western Province will know the Truth.
