FODEP queries ministry of Justice on Zambia’s draft constitution

The Foundation for Democratic Process (FODEP) has challenged the Technical Committee and the Ministry of Justice to tell the nation where the ten copies of the final draft constitution are.

FODEP Executive Director, MacDonald Chipenzi, told QFM News in a telephone interview that it is worrying to hear that government has refused that it never received the documents while the technical committee has maintained that it handed over the documents to government.

Mr. Chipenzi, who is also Grand Coalition championing for the speedy enactment of the new constitution spokesperson, saID it is the will of every Zambian citizen to have a new republican constitution.

Mr. Chipenzi saID government is frustrating the people of Zambia through its delaying tactics to deliver a new republican constitution.

Mr. Chipenzi has accused government of not understanding the procedure of having a national referendum and has since called upon the government to engage the CSOs over the same matter.

He says it is for this reason that his organization demands to know where the documents are so that concerned stakeholders can know what to do next.

  1. You see, the problem is that you can take a monkey out of the bush but you can not remove the bush out of the monkey. Who tells us majority Zambians that PF would be a good government? They are the same yesterday, today and tomorrow. The best we can do to resurrect ourselves is REMOVE them out. What good have they brought to point out so far? Nil. They are best as the OPPOSITION party.

  2. I was sent to deliver the 10copies. I got on my bicycle because I was told fuel was about to be increased so we needed to save for the future. When I reached at the pa church road/Independence Rd traffic light, one street kid snatched the ka bag. I tried my best to chase him but the boy ran faster than I could. Chased a bit and I saw the boy enter Bwijimfumu rd and thats how that boy disaappeared. I was told the boy was not a real street kid but a worker of some institute in Bwijimfumu. Thats how we lost the Draft copy

  3. As Justice Minister, Mr Kabimba must assume that he has a monopoly to legal processes and knowledge. To assume that by stating that the legal process to have the constitution enacted through a referendum wouldn’t be possible before 2016 is shallow to say the least. All this posturing says one thing. That this government doest have the good will and desire to deliver a people-driven consititution this side of 2016. Like @Bbautu has said, “The PF is only fit to make noise and be in opposition.” They are not fit to be a Party in government. Mister Minister, how long did it take South Africa or Kenya to deliver a new constitution. This and many other broken promises will be the reason you are voted out of office in 2016.   4. Every time the Justice Minister talks about the constitution, he has a new version about it. Hon Kabimba sir, with all due respect, let me give you some advise, the more you refuse the release of the constitution, the more people wonder what is in it that does not suit you. Put it out there so we can all see for ourselves. You Promised it for the people by the people so please Sir deliver your promises.
