Opposition APC president Nason Msoni says not having permanent people in key government positions is undermining the performance of government.

Speaking in an interview Mr. Msoni said government is under performing because a number of key positions are being held by people in acting positions.

He said government becomes impotent whenever there are lot of positions occupied by people in acting capacity rather than on permanent basis.

He noted that the country has a lot of qualified individuals capable of filling the positions which the PF government has continued to appoint people on acting basis.

Mr. Msoni called on the PF to ensure that all the positions such as the Chief Justice which have people in acting capacity are filled by people on permanent basis as the country does not lack qualified people to occupy the positions.

“We need to fill these positions where we have people acting all the time with qualified people. We do not lack people, qualified people to fill these positions.

“The difficulty we have is we are having people in key government positions acting all the time; government becomes impotent when we have people in key positions acting all the time.

We call upon the PF to quickly fill these positions like the Chief Justice with permanent people,” he said.

  1. The FAILURE of this PF Government to make meaningful and serious appointments is CLEARLY an indication of its total INCOMPETENCE!

    And its DISREGARD of the CONSTITUTION and the RULE of LAW.

    We now have an ILLEGAL and UNCONSTITUTIONAL “acting” Chief Justice. PF has seen that Zambians are docile and can be trampled on with impunity, so now they have added insult to injury!

    WE HAVE AN “acting” PRESIDENT! Where is the President we VOTED FOR?

  2. No, Msoni is missing the Point!!

    First, PF needs to appoint people on MERIT, not on nepotism or other criteria! And secondly, the security of tenure of office bearers needs to be guaranteed constitutionally or otherwise. Thats the only way to real public service performance and excellency. As things stand, the jobs and opportunities will continues being given to incompetent and corrupt people who are not appropriately qualified and motivated for government service. We can see this very clearly in the current public service – there are very few competent, right-standing and motivated government heads of services and missions and thats why Zambia is stuck as a country.

    Embarrasing!
