Educated Zambians want to hijack constitution making process but uneducated voted PF and they should have a say-Kabimba

Justice Minister Wynter Kabimba has charged that some elite and educated Zambians want to hijack the constitution making process.

Mr Kabimba said the PF Government will not allow a small group of elite Zambians to drive and influence the process of enacting a new constitution.He said President Sata’s administration was voted in by poor Zambians from places such as Kanyama and Chibolya who should have a say on how the process should be handled.

Mr Kabimba who is also PF Secretary General was speaking Sunday evening on ZNBC TV on a live programme called Sunday Interview.

“The constitution will not be decided by a small group of educated Zambians who use Chizungu (English) in social clubs because they are people who vilified Mr Michael Sata. They mocked the man and never attended his rallies, I was there myself and I never saw these type of Zambians who now want to hijack the process,” he said.
Mr Kabimba added, “The people that voted for Michael Sata don’t even speak Chizungu. They live in Kanyama and when we speak to them they tell us that they want development first, they want roads, better health care and good education.”

He said the PF administration will not abdicate its role of delivering development to all parts of the country.

“Our manifesto has 28 programmes and the constitution happens to be just one of them. We will go and ask the people what their priorities were but we will not leave the poor behind because they are the ones that gave us the mandate.”

The Justice Minister also revealed that Government has not yet met to discuss the draft constitution.
“We are yet to meet. Government has got rules and regulations on how it operates. I cannot be disclosing everything to the press because you cannot run government through the press. We are still on course with the constitution and the public will be briefed at an appropriate time,” Mr Kabimba said.

He also revealed that he will soon be organising a meeting with some key stakeholders on the constitution making process drawn from the civil society to get consensus on some of the issues regarding the process.

The Justice Minister also explained that the ongoing Justice and Legal Reforms are not in conflict with the constitution making process.

“We are the only Government in the history of this country that wants to comprehensively reform our legal and justice system and I believe this process does not conflict with the constitution making process, if anything these two processes are complimentary,” he said.

On the issue of MPs salary demands, Mr Kabimba said the MP’s demands can be justified because they go through a lot of suffering when visiting their constituencies especially for rural based areas.

“I was listening to the former Minister of Foreign Affairs and Information and Broadcasting Vernon Mwaanga on Radio Phoenix the other day and he said there was really nothing wrong with MPs demanding for better remuneration but maybe the timing was not okey and I agree with him.”

Mr Kabimba however stated that both the PF Central Committee and the PF cabinet are yet to meet to discuss the new salary demands by MPs.

“If we want our MPs to deliver and work efficiently then we must be ready to answer questions around their remuneration. I have travelled to rural parts of this country and I have seen how MPs struggle,” he said.

And Mr Kabimba who is also President of the Council of African Political Parties has called for a cease fire and an end to the conflict in Gaza.
“What is happening in Gaza today is very sad. Not only for the people of Gaza but for the international community. To see 1,300 plus lives most of them children and women die in a conflict like that cannot be justified by anybody in the 21st century.

It is high time that the international community took a stand to bring the two parties to a cease fire, to bring the two sides to the negotiating table so that what is happening in Gaza table does not repeat itself.”

  1. Yaba! What level of dull is this that our illiterate Justice minister is exhibiting. First of all the constitution has nothing to do with PF but Zambia. We need proper laws that will govern the country for years to come no matter which party is in power. Secondly you are likely to get better results and see Zambia shine on the world stage with educated Zambians.Thirdly the people who voted Sata may not know Chizungu but all those parliamentary proceedings and laws are written in Chizungu and thus those with an understanding of the language are in a better position to interpret the meaning and implications.Fourthly not everyone from compounds is as ignorant as you and not everyone of them voted PF.

    • That “you cannot run government through the press” acclaims Mr Kabimba, meanwhile it is exactly what Mr Sata doing, running the country on social media, especially Facebook. I therefore remind the justice minister to deliver the message to H.E. M.C. Sata not only to run the country through the press.
      How can the un-educated make a sound judgment of what a constitution that can stand out the best of time be? You need education centers for that, otherwise give the illiterate development and on the other side, give the educated ones the constitution period.
      How long will PF run away from its own shadow of 90 days?

    • It is said that love other people. But honestly speaking, I have tried to love Kabimba but I have failed. I just hate this man. I am not sorry and I will not apologise for this.

    • I AM NOT A FAN OF KABIMBA BUT ON THIS ISSUE HE IS RIGHT. A HANDFUL OF PEOPLE SHOULD NOT BE LET TO CHAMPION THE CONSTITUTION-MAKING. IF THE ELITE CHAMPION, IT WILL ONLY REFLECT THEIR PETTY BOURGEOIS WISHES WHICH DO NOT AFFECT THE MAJORITY OF ZAMBIA.

    • Kabimba’s comments gives an insight into how PF came up with a 90 day delivery of the Constitution. Basically, PF tailored they message to those who, in their world, do not use English as a means of communication. To them these people are gullible and will take any lie. Sorry Mr Kabimba, why have you abandoned the process at the 11th hour? You are now full of bull. Those people you are refering to, treat you as god’s, unfortunately the educated that you are villifying now know their rights and know how long its taken other countries in the region to come up with such a document. Ask any of those from the cited areas if they have any country they can compare against and now these are the people Kabimba claims to be representing. Bwana you have run out of excuses.

    • Some people have misinterpreted Hon. Kabimba’s statement in regards to educated and uneducated Zambians. Give your friends chance to rule as they were mandated by Zambians.
      What I have observed is that if the opposition were patient enough and avoided sending provocative remarks to the PF leadership and ask the Government in an orderly manner on the way forward with the New Constitution, I am sure their grievances would have been met. But they want to force matters and be seen by the general public as champions of the constitution. Is the constitution the only development they think about?

      There is just too much hatred of PF leaders by the opposition. God doesn’t allow and like that. That’s why I can see PF bouncing back in power in 2016. And it will be good for Zambia. Thank you.

    • He said it. I watched interview and it was a very mediocre performance by Bragger-in-Chief. Young Grevazio Zulu handled the interview well and was probably the star of the evening.

    • Ladies and gentlemen….. may I have your attention please. Let us have quiet please. Kabimba is right.. you know what they say about a picture? it says a million words! Look closely at the PF cadres in the picture. They are clueless and look very uneducated right? Can you visualise the likes of Mushota and Saulosi in this pic – I can. Look closely to the right of Kabimba, Mushota is the one in a chitenge dress and long ill-fitting so called Brazilian hair and Saulosi is just above in a cut-out jumper with a kaki shirt.

We are the deciding factor and what we have decided is that we want our people driven constitution as number one priority and then all shall be given unto us without begging.   18. Every Zambian citizen is a stakeholder in the constitutional process at hand. PF have made themselves unpopular by being dismissive in conduct to the electorate who put them in power. Elitism was not at play when Zambians elected the current gov’t; rather foolish nostalgia which gave us a president without the so called elitist qualifications. Just in case you didn’t know, education is the only means which facilitate integration of the younger generation into the logic of the present system and bring about conformity.     That said, there cannot be sustainable accountable development in Zambia so long as the current constitution is in force. The current constitution effectively make the sitting president a dictator and vests all responsibilities on him. There can not be development if everything is dependent on just one man.

    Power, responsibility and development needs to be spread to the people. That is how Zambia will develop.

    This talk of: “decide whether you want development of a constitution”, can only be entertained by PF cadres, the uneducated as Kabimba puts it.
