Government to hire 30,000 civil servants by 2017, allocates K 530 million for 2016 elections
The Zambian Government is targeting to employ 30,000 public service workers by 2017 mainly in the key sectors of health and education.

This is contained in the 2014-2016 Medium Term Expenditure Framework released in Lusaka yesterday by Secretary to the Treasury Fredson Yamba.

Government is also planning to rationalize public expenditure by ensuring that pre-paid billing systems are installed in all Government institutions for utilities such as electricity, water and telephone charges.

Government is further proposing to spend K 864.6 million for elections and voter registration over the three year period and K 1.9 billion for grants to Local Councils which includes allocations to the Local Government Equalisation Fund which will be established in 2015.

It also targets to set aside over K 810,321,330 in 2016 as allocation to the Electoral Commission of Zambia of which K 530,000 will go towards hosting of by elections and the 2016 general elections.

On road infrastructure development, Government is planning to spend K 12.7 billion over the medium term to accelerate road programmes under the Link Zambia 8,000 programmes as well as the Pave 2,000 programme.

Government also plans to spend K 140 million on the Public Service Microfinance Company over the same period while K 328.8 million has been set aside in 2015 for the recapitalization of State Owned Enterprises.

The state also proposes to spend K 382.0 million in 2015, K 354.1 million in 2016 and 2017 to reduce arrears owed to suppliers of goods and services.

    We all know PF will win and MMD will be second and then others in third

    • You will start running away from PF when Kabimba takes over PF. There’s always MMD for you as it is led by a Northerner. Stuff is brewing in PF. As for MMD; its as good as finished. The 2016 elections will be between the new Bemba splinter party from PF and UPND.

    • Please state how such a consumption oriented expenditure will be funded.

      To fulfil all these projects mentioned, the PF will need to find an extra £1.3 billion by 2017.

      Of late , since Sata went into hiding , there has been no loans signed by chikwanda because no one wants to give money to Zambia under these circumstances where the President is no more and no one is telling the truth about his where about. PF’s reluctance to introduce and collect windfall tax from the mines will also worsen chances of the projected government expenditure.

      My only worry is the devaluation of the currency. All this money mentioned here will be tissue paper by 2017 and most of it will find its way into off accounts of the PF minions.

    • If this speculation about MMD and PF marrying for convenience happens, then the prediction I made in 2013 about MMD and PF forming MMD-PF to equal ZANU-PF will come to pass.

      I have consistently speculated about the tuma “ine neka parties” joining hands with PF to ward off the UPND’s growing influence. This latest speculation just confirms my speculation. The day PF will tell the public that Sata is gone,is the day when the PF , MMD, and some “ine neka parties will cement their partnership.

      Unfortunately, such a move will be deemed desperate to keep one tribal clique in power. Most Zambians are now wiser to know that such political moves are mean’t to deceive them. So they won’t be bought by this idea, instead most of them will join UPND en-mass.

      In response to your comment above ,I would like to say, the PF is visibly shaken by the UPND and HH’ s growing influence. So to remain relevant they have crafted all sorts of BUFI like before.

      Unfortunately, people have now woken up and know PF ‘s lies. So they wont fall for these promises this time around.

      These announcements are tell tale signs of a dying Party, so desperate to win hearts and minds of the people who know that PF = BUFI.

    • Don’t delude yourself. Zambia has the cheapest price of mealie meal in the region. A 25 bag of mealie meal is just $10 which is way cheaper than a price of more than$15 obtaining in the region.

    • True that my bro. Political recycling is unhealthy for a country ‘s development because these political dinosaurs are frozen in the 1960’s era.

      However , care should taken to avoid voting in people like Kabimba who know that they are unelectable, and as a result are willing to adopt political tactics of the political dinosaurs just to remain in power.

      Zambia should now be looking at young men like Chipima and HH to lead Zambia, not these old stooges who cant think any more apart from worrying about their health.

      A lesson should be learnt going forward, that political dinosaurs are a huge expense to the country ‘s finances.

    this new resource to Health and a Education is the right decision.
    I begin to warm to PF, …..shockingly my nonpartisan stance is weakening. If PF want my vote you will have to earn it. If @Wanzelu is correct in assuming the gov’t has slowed down its dependence on loans then that is a good thing.
    Please work on the ‘look’ of our cities. Videos posted online of Lusaka show how dilapidated the buildings on Cairo Road look. The front of the concrete building, believe it is the Bank of Zambia, is shocking. Can we please have smart shop fronts and all our trees along the main streets painted White half way up to show symmetry and inject some post colonial ‘chic’ back into our environment?

      I hope your wish is true that PF have stopped globe trotting with a begging bow.

      Other wise reality is that they have created too much political risk to remain credit worthy. Their credit ratings are nearing toxic levels such that Chikwanda’s head is spinning right now. He does not know who to present the begging bow to next as the traditional lenders are mentioning unbelievable interest rates.

      The problem is worsened by the disappearance of the president. There is a power vacuum in Zambia right now.

  10. Just to add….If tourism is on the up, then we do need to give tourists a good environment and experience. If we move all street hawkers, to a special quarter away from the town centre that will be good. We should not discourage them from earning a living that way, but we must be firm, to ensure a beautiful living city. And ……oh Flower Beds full of seasonal plants will be very good indeed! Make our cities as fine as our magnificent jewels!

      Suffering is a relative term. Its used for comparison’ s sake in reality. Suffering is every where even here in the UK people are suffering. But their suffering can not be compared to the suffering of the poor in Zambia who struggle to afford a single meal.

      The truth is under PF suffering has increased compared to MMD era under Mwanawasa and Banda. Under PF there is too much selective justice and rule of law has diminished drastically, compared to past political eras after UNIP. So suffering under PF is not confined to cost of living only , but also to lack of freedoms and human rights.

  11. Mushota is very right pf will be there beyond 2021.There is no opposition currently. with the current infrustructure development through out the country, pf is warm and dry.

    • For your own information this is the first time in Zambia since decades that Government Workers are being well paid . No government worker is paid below $600 per month which translates to $7,200 per capita. Zambia is way ahead of its middle income country peers such as ghana in terms of economic management with food inflation at only 6.9% while that of ghana is at 15%.Majority of workers have vowed to vote for PF because within 2 years that PF has been in power their salaries have been increased by more than 100% while cumulative inflation has only stood at 13%.

    • A Harvard professor in economics is in Zambia and has said that with the massive Infrastructural development the country is experiencing the country will record very high economic growth as a result of lower transportation costs.
