VICE-PRESIDENT Guy Scott has said the repayment of Value Added Tax (VAT) owed to the mining companies is within the law and not something Finance Minister Alexander Chikwanda wants to cook up.

Dr Scott described the attacks on Mr Chikwanda as unwarranted and that the finance minister was above board on the VAT rule number 18.

“This matter has been discussed here in my office, at ministry of Finance and elsewhere, the payment is not voluntary but within the law, it is nothing that Mr Chikwanda dreamt up and requires change, it is within the law.

“We owe more money to the mining companies in VAT refund and we have to do something about it and not just leave it to accumulate or leave it to our next generation, the money is theirs,” Dr Scott said.

The Vice-President said the question at hand was how the country would pay back the money.

“If Mr Chikwanda did not make a declaration over his ownership in Sigma Enterprise, am sure it was an oversight on his part. I have been a minister before and I owned shares in some farms, in a consultancy company, its normal in this country and I don’t see any fuss about it,” Dr Scott said.

“It is payable unless the law changes it might not be payable, it has accumulated and that all the minister of Finance is talking about,” he said.

He said the issue of ministers owning shares in companies in Zambia was not illegal but that it was something that needed to be declared to relevant authorities.

He said there were no differences between the ministry of Finance and the Zambia Revenue Authority (ZRA) over the repayment of the VAT to mining companies.

“There maybe disagreement about practicality and opinions, but there can’t be disagreement that the money is owed, the way forward in future is to change the law, but the situation is that the money is legally owed,” he said.

He refuted claims there were factions within the Patriotic Front (PF) describing the speculations as not being worthy his comment.

“Just be careful on the source of information, any party in power usually has some funny people, but I will not comment on them until they are named. I am Vice president, my job is to ensure the party wins elections, the job which I am doing very well, we won Mangango and we are going to win in North Western Province,” he said.

  1. Why is Guy Scott all of the sudden defending Chikwanda? I smell something fishy here. I think GS has now noticed where the balance of power is now, the Bemba clique. Chikwanda is now in control of government and GS is trying to protect himself.
On the elections in NWP, GS don’t lie to yourself. You can only win through violence, intimidation, rigging and vote buying.

    • Very true, Guy Scott is trying to play good guy here, as his name suggest. Trying to protect his name, but we know he belongs to the evil cartel of kabimba and mmembe.
Guy Scott trying to pour cold water on the fire. It is a well known fact that there two or more camps in PF. We are just waiting.

    • @Saulosi, didn’t I tell you that Ba Chikwanda is the only man closer to a good leader in PF. I would prefer Chikwanda as Vice President and Guy Scott as Finance Minister to move the leadership of the country forward.
Now since we have got Guy Scott on our side, it is time for Kabimba to go.
In fact Kabimba has done worse than Edward Mumbi.

    • To be honext Guy Scott is a very undecided fellow who just like Kabimba needs to be fired. Sanity in the PF will only return when these 2 are fired and replaced with Given and GBM in cabinet.

The faster this happens the better for the PF.

    • SEE WHAT HAVE ALWAYS BEEN SAYING KABIMBA IS JUST DESPERATE FOR POWER WHICH HE WONT HAVE, IT WAS A BIG MISTAKE TO LEAVE HIM AS ACTING PRESIDENT SO HIM THOUGHT HE HAS REACHED THAT LEVEL. WHEN YOUR GOOD YOU ARE GOOD, THUMBS UP MR. CHIKWANDA YOU ARE A MAN WITH BRAINS.

    • Chikwanda is just the natural choice to lead PF in the absence of Sata because of his calmness and being a very close relative to Sata. He is the only one who can protect Sata ‘s family from all the looting scandals at RDA. He can also manage to extend an olive leaf to the dying MMD and RB to strengthen PF by forming MMD-PF now that the vicious characters have been shoved aside.

Well there you have it folks, the Bemba clique has just stopped a major purge against them by letting Chikwanda to lead PF.

The sooner they confirm chikwanda as vice president the better so that the political wheel can start rolling again. As soon as chikwnada gets the confirmation and is allowed to open parliament then it will become clear that Sata is incapacitated or no more.

      Viva chikwanda.

    • We told kabimba to calm down and play it cool. Many bloggers here said that he was just a tool to help Sata and PF shake off the Bemba tribal tag. Mmembe was co-opted to sing praises for the PF in return for favours not to pay back 14 billion. Nchito was also brought in to taunt RB to such an extent that the whole cartel get hated by the people.

Sata is a master dribbler. He managed to f00l the criminals into believing he can protect them and yet knew that in an event that he dies, Chikwanda should take over and groom his son to eventually take over. There is a possibility that Mulenga Sata can take Kabimba ‘s place as an appointed MP.

Reality is now sinking in Kabimba ‘s head that he is being used and will be dumped if he does control his men to respect ABC.

      Sata = The…

    • So, we borrowed 750million and we owe the mines 600million.
If we had windfall tax, the 600 would have been swallowed in tax and we would have raised the 750 or more from the windfall tax.

      I think Mulungu abweleko fast.

    • The only guy Sata failed to deceive is HH. HH is a stragetist, and could see through Sata that he is the type not to be trusted.Thats why he jumped off the PF ‘s boat. How clever! Here HH employed the same strategy he uses to run his business empire to avoid blinking once and fall.

Its such traits I look for in a leader. HH is the only one that ticks all the boxes for me. I know people will say why did he join the coalition with PF in the first place? The answer is if you want to get into your enemy ‘s mind, join him briefly and you will come out richer with data on how the beat him.

Kabimba has lived in f00l’s paradise for a long time now. The only way he can salvage a bit of credibility is tell the nation truth about whats happening to Sata so the people can begin to trust…

    • “If Mr Chikwanda did not make a declaration over his ownership in Sigma Enterprise, am sure it was an oversight on his part. ”

Only in Zambia can a politician make such utterances and the zombies do not see anything wrong with it….given the policies the fossil Chikwanda has been lobbying and created there is clearly a conflict of interest and millions of dollars involved. If only this ceremonial veep could only shut up as he doesn’t even know where his boss is…the man is full of shameful lies.

    • Declaring a conflict of interest is a requirement for all these posts, by law. Where are the audit reports for this so called VAT returns saga. Who is owed what and where is the documentation for said calculations? And again…..where are the audit reports and who is owed this VAT back? Where are the reports that show what has been exported? Where is KCM’s audit report?

    • Shame…. Sourloss and the fortune teller (nostrils.. damn us!!) are comforting each other in these pressing times. Hug anyone? Ego rub anyone?

    • On the VAT issue, there is nothing wrong that Chikwanda did on this issue. VAT is supposed to refunded when goods are exported from any country. Nearly every one who has ever imported goods from abroad understands how the VAT system works. If you have imported a car from Japan, just know that, you are one of the beneficiaries of the VAT refund regime.

Therefore a VAT issue is a non issue being blown out of proportion by the cartel to out manoeuvre Chikwanda from the PF leadership bid. Unfortunately the cartel is are late, they can not have it their way.

Kabimba and his cartel live in f00ls paradise now. He is just a tool being used by the PF Bemba clique.

    • Stop gossiping like women naimwe please! Do you have anything else to do bushe? Someone cannot issue a factual statement about the way things are kanofye pabe akantu! Nomba if there are no factions in PF what did you want him to say? You mean even in your house you can’t just differ for a day with a relative omwikala nankwe unless ‘no in that house there are factions’. People should take time to understand things first before rushing to simplistic gossip comments. That is why your leaders keep dribbling you every time…mwalilala sana. Zambia is the only country I know where men gossip more than women. Always posting very shallow gossip comments, I don’t know whether that is an indication that people are failing to think deeper than that. C’mon, you are more intelligent than that!

    • The sad thing is how we/our GRZ quickly wants to follow the rules on VAT refunds to the extent that the whole F/minister is writing to the President whilst on the other hand issues of tax evasion (KCM) making 500 billion usd per year and yet declaring losses was NOT taken up by the F/minister and his vice president. Glencore tax evasion exposee by the European Bank has gone quite. ABC did NOT find it FIT to write MCS about it. Instead these serious issues TAX EVASION ARE left to Action Aid’s Pamela Chisanga. Even eletricity tarriff increases to mines are resisted (taken to High court)THIS GIVING OF THE OTHER CHEEK FOR THE MINES TO SLAP IS REALLY DISGUSTING. WAS ABC & GS PUT IN OFFICE TO REPRESENT MINES OR ZAMBIANS? THIS IS ABOSOLUTELY DISGUSTING!!! BA PF MUITAYA MWEKA CHABE!!

    • Or, Guy Scott was in on it all along.

OK, I’m now officially supporting the UPND.

Oh and by the way, Wynter Kabimba has just been fired from the Cabinet and the Party.

(THE POST) PRESIDENT SATA FIRES KABIMBA

” LUSAKA, Thursday, August 28, 2014 – His Excellency, Mr. Michael Chilufya Sata, President of the Republic of Zambia, has with immediate effect revoked the appointment of Hon.Wynter Kabimba as Minister of Justice and party Secretary General. “

    • I would be proud if Chikwanda can explain the reasons why he did not publically declare interest in the company he is shareholder, since now there is no one to challenge him in this wrangle to rush to state house, there is no GBM, no Lubinda, no Kabimba, now the new rich boys Kambwili’s, Chenda ‘s. My man Kabimba is gone, then the whore lot of you can go, and going you will, running for that matter.

    • @ Quest

Walasa. I have a sneaky feeling ABC has humongous skeletons wailing to come out on how he has managed the country’s purse thus far. HH does appear to have the ability to take us out of this quagmire, but alas, he sometimes comes out so politically immature.

  2. This is so stranger, why would a country owe money in form of taxes to a company and strange enough to investors? Instead of companies and investors paying taxes now we the people of Zambia we paying taxes to investors, bane we are in trouble in our own country. #PFchange mining laws and statutory instruments’ on all companies. Poverty will never end in this country.

  3. Mai Guy is MOSTLY HONEST IN WHT HE DOES tho he is a CROOK too.
Lets see wht will follow !!
    God is Great !!!

  4. I have said it so many times that Guy Scott is a liability to Zambia. We need a thorough investigation in this. How do you allow such a law when you have incentives on top which take away the very revenue that these mines should pay to get that rebate? This old man’s motives are to enrich his friends at the expense of Zambians. He has brought confusion in the PF now he wants to confuse the entire nation because he smells a shift in balance of power. Surely how do you allow the mines to pay very little tax in the first place but yet still qualify for tax rebate? This is fraud and you want to use the law to protect yourselves? We need to trace the beneficiaries of this money. No wonder he went to check up on his investments in Scotland.

    • @Fr33dom, please do some reading on how the VAT system works in Zambia and many open market countries before you get so worked up. And also note that the system was not developed in Zambia by the PF but by MMD. It is a very good system to the government and business entities but costly on consumers.

    • @Titus,nobody is disputing how the VAT system works. VAT should be a revenue raising exercise and not an expense. Since you claim to know many open market that use this very good system, name 1 country that offer Tax breaks on their main revenue generators in combination with rebates? If the MMD asked people to put their heads in the microwave, does it mean the PF should continue with this because it was started by the MMD? Think out of the box my friend. Don’t be fooled, check if the biggest economy in the world uses your so called good system.

  5. Chikwanda has proved to be powerful,ABC publicly said someone with the help of a named media wants to hijack the presidency, but Scot, wina belong to kabimba team.judgment day September 19.

    • Its very interesting to see how PF will survive this one.The Bembas feel they are the only ones to rule. They under estimate other tribes as inferior. The other tribes are not talking but quietly organizing themselves just like preps for an examination.we shall see the out come.I know in the next two months we shall be intentained to a lot of drama. On a seriouse not Kabimba is busy selling himself to the electorates and he knows he has already passed through the stage of party president but now gearing up for presidential bye election. While his chikwanda and Mulenga are buzy planning how to announce that one of them has ben picked to act as president.HH is just smilling because he knows that he is the bigest beneficialy of the power struggle.the Bembas are going to show the whole world how

    • tribal they are.Just like what happenend to UPND after the death of Mazoka .The post will use its machinery to discredit the Bembas as the most tribal and corrupt human beings south of the equator.HH will benefit just like Sata from a one MP party rose to be the biggest opposition party in Zambia.By the time the Bembas will believe that UPND has made HH will announcing his first budget plan and a pointing his carbinets with Mutale nalumango as speaker of national assembly.

    • I also thought Veep’s duty is to deputise the Presido on all national, republican issues. Now it says to win the elections for PF. So why is he paid from national treasury?

    • There you have it:
      “I am Vice president,
my job is to ensure the party wins elections,
the job which I am doing very well,
      we won Mangango
and we are going to win in North Western Province.”

That is what you are paying your taxes for. Some Zambians can really be docile.
Are we in the stone age? And then we wonder why UTH is a death machine and the village clinics have nothing to offer!
Our president has not talked to us in 3 years and he has not worked for 4 months and yet we keep smiling. Yaba!

  6. PF have been borrowing left, right and centre and their lies are now catching up with them. $600m owed in VAT refunds alone?? How much else do they owe to other parties? What about on Treasury Bills? Eurobonds? Where has the money gone? I don’t see the fake “massive infrastructure developments” they brag about. They have stolen the economy with Chikwanda at the helm.

  7. Can Guy Scott just resign please, leave these matters to Zambians not whites who pretend to be Zambians but when you are with your fellow whites you talk crap about us as you did over the lower Zambezi mining project. So can you please Guy Scott tell us which farms apart from your pig farm you owned, I’m sure you must have an interest in Zambeef, no wonder they are able to do anything including poison us poor Zambians while you pretend to enjoy eating caterpillars from bauleni market, I’ve seen through this fake white Zambian. Even these white american volunteers are more genuine and care about poor Zambians than Guy Scott.

    • @2020vision

Yazanda mange mwatampa ukupata your Guy Scot. Not so long ago GS was your favourite. What has changed now?

We have told you many times that an implosion is pending in PF but you chose to bury your heads in the sand only to come out when the damage has been done. You expended all your energies on slagging UPND and HH instead of using all your brains to advise your PF and Sata to avoid this crisis.

To us in UPND this is good music because even the courts and the police will begin to realign themselves in preparation for change to get rid of this confused PF.

HH has been vindicated again. He was absolutely right when he said PF is CNP.

      Viva UPND and HH.

    • @wanzelu you are seriously mistaken, ever since I started posting here on this site (because useless ZWD won’t publish my comments on their site) I have never ever been in support of Guy Scott, there are many PF supporters that never were of the idea he should be VP but we respected the choice of HEMCS but now more PF supporters have seen his true colors as a double dealer, even HEMCS when he returns to office will most likely fire this racist con man.

    • @wanzelu, ever since I ever started commenting here a year plus ago I’ve never supported Guy Scott because he is two faced, he was two faced with Given Lubinda, he is being two faced with Chikwanda, he is two faced with Mulenga Sata, he is two faced even with the cartel. I have always made it clear my support and that of real geniuine PF supporters is with the A team of Chikwanda, Lungu, Lubinda, Munkombwe, Mulenga Sata with sympathetic feelings towards Father Bwalya (forced to leave PF by the cartel) and Elias Chipimo Jr who are really the best voices in opposition. Find an article where I support Guy Scott I dare you, you’ve mistaken me with someone else get your facts right I can never support a racist conman. HEMCS when he returns to office will most likely either fire Scott as VP.

    • @wanzelu lookup yesterday’s article on Chikwanda and read all my comments you’ll find one where I explicitly stated and reaffirmed my position on Scott, you can also lookup Scott’s meeting with Obama and read my comments there. You know you think you are smart but you are really just another paid UPND/ ZWD cadre that lives in dreamland thinking this confusion will play into your chief tribalist hyena’s hands sorry that won’t happen because PF will come out of this stronger once a good cleansing of the rank and file has occurred, another prediction for you..you chaps will certainly lose in 2016 and then your party will be forced to chose a non tonga for its pres but will you chaps will never accept a non tonga to be pre of your..then things will really get interesting…hopeless…

    • @wanzelu, likewise you FAILING to make reference where you LIE (as usual) saying I 2020vision the most accurate predictor of the political landscape once spoke in support of GS shows you are full of the cow dung your uncle HH used to smoke when he was a cattle rustler…useless ..yes..useless cretin you are…

  8. Wait for Mmembe to strick hard at the right time! Chikwanda has issues! If Sata was “alive” and cabinet meetings were frequently held, all this nonsense wouldn’t be there in a normal govt.

  9. PF is the epicenter if confusion. Anyways, Alex yesterday I did mention that Frad is after your neck and his paper will start selling like a hot cake. Look at today’s Post headline and see if you will find many copies by end of the day, like has been the case in the past few months. That is Fred for you, it is time for him to make money and make another king.

  10. @2020
You are a fool and racist, go to Poland a Zambian is an MP in my area they no mention of colour, kuyopa ba zunga give us a break

    • @chikundfiera, I’m not a racist even kalaki whom I actually like a lot with his satirical jibes at the PF govt calls Scott a two faced chap, as for the Zambian born MP in Poland I believe that man is very humble and doesn’t talk down on the ethnic poles and I believe he has even married a Polish woman, he has integrated properly into that community unlike the treacherous Scott.

  11. Why the fuss about the VAT refund people? this has always been there and Mr. Chikwanda has done nothing wrong. Please if you are ignorant about the taxation principle when it comes to VAT, go to ZRA advise center and they will advise you accordingly. The mines are to be paid their refunds period.

    • Who are the beneficiaries then ? We want a report showing who’s owed what and how please?….and when all this VAT should have been refunded?

  12. I watched the news with sadness last night. Our vice president going on about GRZ being legally obligated to refund our tax evading mining companies.
Owners of these companies must be pissing themselves from laughter. They can’t believe how good they have it.

  13. In this political street fight Chikwanda will outboxe Wynter the full 12 rounds. This is despite Mmembe and the post being in Wynter’s corner. My advise to Mmembe and Chella is that prepare to throw in a tower because as Chikwanda has said, someone will be injured.

  14. I don’t understand the fuss. As the law stands VAT refund is normal .It has always been the case since VAT was introduced. Zambians have short memories .i worked for a private company and we used to get this refund . Why the fuss now

  15. Chikwanda said someone with the help of a named media is trying to hijack the PF. Every statement this ka person makes these days he pre-curses with ‘President Michael Sata this …President Michael Sata that..’ so that he looks like everything he is saying is straight from Mr Sata’s mouth. But its just a ploy to hoodwink the nation.

Why has this person allowed to be so powerful? If PF continue to sleep, they will be shocked.

  16. Why hate Kabimba, he is the president for now and has managed to sell himself well. Oh please talk of something else. The man is the most intelligent and smart person in the party. He is taking PF to greater heights. Besides his powers within the party are huge than any other. You hate Kabimba to the demise of PF as no one qualifies to be president in the party.

  17. @2020 vision, you are caught between a rock and a hard place, you dont know which song to sing now. This is the season when heroes turn into villains, in a manner you could not imagine could happen in ZED, those who thought they are smart and hurt others will be turned inside out like overcoats soon, trusted alliances will crumble and confidants will turn on each other! These are the ways of the Lord God our Father!

    • @mulungu please I saw all this occuring way back, if you ever read any of my previous comments going as far back as last year about Guy Scott you’ll see they are critical of him. PF was created for the poor Zambian not for a cartel of extremly rich people that want to dominate in all spheres with a wheely dealing musungu trying to confuse people. Yes indeed these are the ways of Lord God our Father!

  18. The political divide of the country requires a nationalist of AB Chikwanda to bridge. ABC is accepted in all corners and nooks of Zambia and much loved in South where we have adopted him as a son.

ABC, mwanaokwesu we support you to the hilt! If today, you were to stand for President, we would urge HH and Magande to work under you. We know your excellent work with Magande at Ministry of Agric in the 70s. We are still grateful.

  19. MAGANDE THINKS HE KNOWS BETTER BY ASKING ALEX TO RESIGN BUT ALLOW ME TO REMIND YOU THAT MAGANDE AND THE MMD LEFT THAT LAW IN PLACE WIHTOUT PAYING THE MININGS.NOW ALEXANDER THE GREAT WANTS TO SAVE US FROM MORE DATES YOU CALL 4 HIS RESIGNATION.YOU ARE JUST LIKE THE INJUSTICE MINISTER WE HAVE TO DAY.(AGOGO)BELIEVE DAT

    • LOL…Sour loss @ comment number 21. Hiding but just can’t resist a little, pointless and meaningless comment….like Ploffesa Mushota.

  20. The dangers of not paying nkongole is more nkongole, but same amount! These monies were accumulating per consignment, and because you did not pay as and when, now you are even equating it to the first Eurobond – funny Zambians; just pay, else it will reach the second Eurobond level! Sometimes, you can hate this muzungu for his frankness – he says do you want to leave the debt for the next generation – just pay! You ZRA were reporting unrealised collections of Tax and got bonuses for that; so just pay back, munadya kudala!

  21. @2020vision,Look,what you are saying now is the truth you have always known at the back of your mind but you got politically blinded by the comfort of your office and being roped into the cartel and you buried your head in the sand.In short you scored a spectacular political own goal. Now the past few days after shit hit the fan,you have been painfully backtracking and biting your tongue.Whether you survive this blowing Chikwanda monsoon remains to be seen.Indeed its the lords doing to throw you and your cartel into chaos! You are in between a rock and a very hard place.

  22. From the contributions of most bloggers, it is clear that most bloggers don’t even understand the concept of VAT and VAT refunds. As far as they are concerned money can only flow in one direction from the Mines to Government, they can’t picture the situation where Government pays VAT refunds. That is the tragedy of our simpleton bloggers, yap yap yap on no basis at all. And some media houses make headlines out of what they know is pure ignorance, shame! I never imagined that even Bishops and Fathers can be that ignorant, why did I think that clergymen are well trained individuals? My God, and they stand in pulpits preaching utter ignorance every Sunday morning!

  23. HE IS SAYING SENSE NOT PASTORS WHO ARE FIGHTING MR CHIKWANDA AFTER HAVING RECEIVED A BRIBE. IT IS SO SAD WHAT THESE FAKE CHURCH LEADERS ARE DOING FOR THE LOVE OF MONEY. THERE IS NOTHING WRONG BEING IN BUSINESS MOREOVER MR CHIKWANDA HAS BEEN OWNING SHARES WAY BEFORE THE PF GOT INTO POWER. LEAVE THE BIG MAN ALONE. KABIMBA WILL NEVER LEAD PF AND HE WILL NEVER BE ZAMBIAN PRESIDENT.

    • No clergy is fighting AB Chikwanda. It is the cartel conviniently quoting a paid and/or failed person. Have you wondered why they wont quote a voice of reason representing economic sense that Import VAT is NOT government revenue but belongs to the taxpayers and mines are exporters and thus zero rated for VAT. The alternative is simply not to collect import VAT.

  24. @2020vision,Look,what you are saying now is what you have always known at the back of your mind but you got political blinded by the comfort of your office and being roped into the cartel and buried your head in the sand. Now the past few days since stuff hit the fan,you have been backtracking and biting your tongue in proverbs. You scored a spectacular political own.Whether you will survive this blowing Chikwanda and company Monsoon remains to be seen.Indeed it’s the lords doing that you and the cartel are in chaos. You are in between a rock and a very hard place.

    • @fakemulungu where have I ever backtracked?? You cant even say it, where, where??? Those who follow my posts can attest ive always been critical of Scott! It is on record even yesterday, going as far as last year read all the comments I’ve made about GS..YOU are the scared hyenas because you know I made the correct predictions whilst you and your fellow UPND cronies are shivering at the thought of a strong united PF without the cartel to cause trouble!!!

  25. @2020vision,oops i meant you have scored a spectacular political own goal.As Mpombo would put it,Its a nightmarish political Shebang for you.

  26. Zambia needs a care taker gov’t. We need to get rid of all these politicians. It is no use picking politicians from the same stable. @Gundown (although disprove of guns), 100% right. @Leo Phiri, we are making a fuss now because this was not a case of overpayment. There is an issue of VAT Rule no. 18. and the leaked letter on this rule.
@Gunsdown laments correctly for Zambia. We owe them according to information, we owe mines 750M, we are giving them back, 600M. Windfall tax may have alleviated that. We are getting far too little and investors are mining at large quantities. One day we will find we over mined and have little for future generations. Reasonable people would find the application of VAT Rule18 unfortunate in this context. Nationalise Mines, Chile has?

  27. @PatriotAbroad.A hungry stomach can never be a good political voice or adviser. You are part and parcel of the mess because once well positioned in Government jobs, you are the people who suddenly become deaf to the cries of the common man and try to manipulate them with propaganda like all is well and lamentably fail to objectively advise decision makers.Your voice of reason is emerging because you are going through a humbling and introspective moment. This is the lords doing.

  28. Yesterday, I strongly condemned Hon Chikwanda for the way he responded to media gossip and showed a total lack of leadership skills.
Now, see how Guy Scott has approached THE SAME issue. Solid leadership. Guy Scott is the kind of leader the country needs, somebody smart and quick thinker and who knows exactly how to handle the media. Nomba the rest in government, including civil servants, katwishi ngakukana kulabwino, they just wake up and spray-paint the whole country with gossip everyday! I don’t even know why the police want to investigate the leaking of a letter: how many top secret govt documents have been leaked even just this year alone? The whole country binges on gossip daily. There are no government secrets anymore. And when Sata calls them i.d.i.o.t.s they complain!

  29. BRAVO, BRAVO!!! Better late than never.
His Hon. The Vice President Dr Guy Scott has finally seen sense in not squeezing innocent people who want to do good to the Country. Hon. Alexander Chikwanda is simply implementing a Government programme. If those VAT refunds were made during the times Ms Edith Nawakwi, Dr Katele Kalumba, Dr Musokotwane and Mr N’gandu Magade served as Finance Ministers, the country would not be owing the mines such colossal sums of money. Everyone should appreciate what Mr Chikwanda is doing otherwise it will be a burden for the next generation just as the Vice President indicated. I can’t see any problem in having shares in a company. How would Mr Chikwanda have survived for so many years before appointed minister? Its good he has now declared having Sigma…

  30. Failure to declare interest is a crime. I invite you to a case of Prof Clive Chirwa who did not declare interest in Zambia Railways, he ended being fired and now being prosecuted. So what is so special with Alex Chikwanda??? Guy Scott…You say an oversight?? Really? No fuss about it??? Is it animal farm where some animals are more equal than others??? Alex should be prosecuted. Period, the Law should visit him. I agree with Wanzelu analysis

  31. Ba chikwanda, did not declare his company, don’t blame ba VEEP, ask chikwanda,
    For more and leak documents,

  32. The sad thing is how we quickly want to follow the rules on VAT refunds to the extent that the whole F/minister is writing to the President whilst on the other hand issues of tax evasion (KCM) making 500 billion usd per year and yet declaring losses is NOT taken up by the F/minister and his vice president.

    PRESIDENT SATA FIRES KABIMBA

LUSAKA, Thursday, August 28, 2014 – His Excellency, Mr. Michael Chilufya Sata, President of the Republic of Zambia, has with immediate effect revoked the appointment of Hon.Wynter Kabimba as Minister of Justice and party Secretary General.

Hon. Edgar Lungu becomes the new party Secretary General and Minister of Justice, in addition to his portfolio as Minister of Defence.

The Head of State thanked Hon. Kabimba for the service rendered to the Government.

    Issued by:

    GEORGE CHELLAH
    SPECIAL ASSISTANT TO THE PRESIDENT
    PRESS AND PUBLIC RELATIONS

    • Kabimba, however one may want to brand him was never good for the country. I think that had he also belonged to HH’s shop, he would have suffered the same fate. The man has no grassroot following but was busy throwing his weight around because of his political connections. It was only a matter of time and I am glad that it happened sooner than later. Cobra temunobe. I am pretty sure that Wynter was completely blindsided by this decision. They say that you need to be nice to people on your way up because you will need someone to cushion your fall when you finally come down from the clouds. Zambia has been partially saved, now we need to figure out how to get rid of the entire PF circus.

  34. @Mulungu, whomever you are, I am neither hungry nor going through a humbling introspective time! I am in fact obese and ought to stop eating as much. My personal situation is looking very good, as I have worked hard over the recession period to renew my skills by taking on a Masters programme, and I am now enjoying watching better job offers filter through my mail box. I have business opportunities to start my own Digital company and am working hard to that. My bank account statements do not prove your ridiculous and moronic attack on me.
My right to express my opinions are enshrined in my basic Rights to Freedom of Speech
And expression. Therefore you have failed in your blog to tell everyone of YOUR opinions to the on goings, instead, you attacked me for enjoying my Rights…

  35. With Kabimba fired from party and govt, the PF B team should give up and admit that PF is for Bembas. Kashina should now just join HH so that we wallop Bembas out of political leadership for the next generation.

    • Meant “Kabimba should now just join HH ….”

It is time to support one of your own and not some Bemba supremacists. PF is for Bembas only.
