Reaction To The Opening Of Parliament by MMD President Nevers Mumba

First and foremost, it is with deep sadness and forbearance that I am compelled to make a detailed comment on the unusual events that transpired before and during the opening of the Fourth Session of the Eleventh National Assembly on Friday the 19th of September 2014.

I note with great concern the fact that the private media and other international news agencies were not allowed to cover the opening of parliament in preference to Government and pro-Government media. This is an unacceptable infringement on the freedoms of the media that they have enjoyed in our country for the past 23 years.

Clearly, this is proof that President Michael Sata and the Patriotic Front government have no belief in freedom of media nor are they interested in freedom of information. This behavior also creates room for speculation, given the fact that a shroud of secrecy seems to be the intended objective of excluding the private media. We condemn this action in the strongest words possible.

Secondly, I wish to point out what was so painfully clear in the minds of all of us who gathered to listen to a policy direction to be given by the President. It is indisputable that the President failed to give the policy direction to the National Assembly and the nation as a whole. We, the citizens are unaware what policy issues will be debated by the members of parliament since no such direction was given.

The contents of what was laid on the table are unknown to the country and the manner in which the affairs at parliament were conducted was bizarre and unbecoming of a country celebrating fifty years of its independence. This appears to be the first time in our country’s fifty years in which parliament has been opened without setting the policy agenda of that life of parliament. This is unacceptable in a jubilee year. We strongly urge all members of parliament to seriously reflect on the short-comings of what transpired in our country.

Thirdly, it is with a very heavy heart that I now express concern with what appears to be a lack of good health by our Republican President. Clearly, all is not well with our head of state. He and the first lady need our sympathies and prayers at this critical time that the first family is going through. The actions taken by those who handle presidential matters were totally inappropriate and raise serious questions of professional competence, negligence and unethical conduct.

It is not right, nor is it a proper display of concern to expose the president in the manner he was exposed during the opening of Parliament. We wish to advise that greater concern, care and courage needs to be exercised by those closest to the president, both for his sake as an individual, as well as for his family and the country at large.

Earlier in the year, we had advised the PF to demystify the sickness of the president and be accountable to the Zambian people by giving regular briefs on the condition of the President. This is the normal practice all over the world. Unfortunately, the PF government decided to shroud the condition of the president in secrecy.

Vice-President Dr Guy Scott went further to state that the President was in perfect health and discharging his duties normally, and that anyone who asked about his condition was being malicious. By this act alone, Dr Scott has shown high levels of immorality and irresponsibility and has once again lied to the Zambian people.

We are unaware of the reasons why the PF chose the path of insincerity when Zambians are a Christian people with compassion. If the state of the President’s health had been explained, the Zambian people would have rallied in concerted prayer all over the nation to petition God to heal the President.

Unfortunately, PF denied the President this opportunity. The result of this action is what we saw during the opening of Parliament where the President was pushed to perform a duty that clearly outstripped his strength. This was a cruel act by Dr Scott and his cohorts.

Resulting from the above, serious questions regarding the health of the president have to be raised. An honest explanation of the current state of affairs needs to be given to the nation and necessary precautions taken thereafter. Questions as to how the affairs of the nation are being conducted by implication have to be raised and answers provided for. We all have to ensure that the intent of the constitution and the rules that govern the process of the governed are being strictly adhered to.

We have to insure that no room for instability and dislocation will result from careless lapses and failure for the whole country to acknowledge what is being discussed in whispers. The leadership of the PF has to be bold, the churches of our country have to exercise moral intuition and all the political players must show selfless leadership as we attempt to face the realities of our situation.

The President needs to rest. If any one claims to love the President, they will agree with us that he needs to be given enough time to recover form his illness. We therefore advise that the President be allowed to take medical leave and rest until he recovers. This is his constitutional right and it is provided for in the laws of Zambia.

      Sata is sick and it has nothing to do with age or party affiliation. And neither is he trying to lose weight for the sake of being healthy. My opinion is that Kabimba was the only one who told him the truth about his condition. Unfortunately his wife and the Kambwili’s and the GBM’s of this world thought he had an agenda. Kabimba has been vindicated.
      I want you all to watch and listen to Mugabe’s speech at the UN general assembly. He is older than Sata but trust me his voice is strong with great projection!

So we took your word for it and waited in anticipation to see our fit, loud president with his kaponya sense of humor. What was presented to us yesterday was 110% in the opposite direction of what y’all led us to believe. That is why we are complaining that any creature in that condition deserves to either be resting or reflecting on it’s life in peace and quiet.

    • @Saulosi….. Please this is no matter of just justifying that the man is ok. The nation of Zambia can all see our beloved president is not very good health. Let us accept that part. And that does not mean he has to vacate the presidency as that is another issue that the constitution can ably address if correctly applied. I do not see that this must be the fear of PF. It is more important to keep our president in good health so as to discharge his duties diligently. So if you really love the man as you continue to portray, I am afraid it is people like you on whose blood the president will fall should he die before finishing the term of office. Clearly the man is not well. And if we accept this, then we will all be clear that he needs to rest and the constitution allows for this.

  6. Well said Dr Mumba, the president indeed needs to rest until he fully recovers. There is nothing malicious about this, that’s the best that can be done in the interest of the country and the president’s healthy. If i were his child or atleast somewhere close to him, I would advise him to resign and live a quite life. After all he has already clocked three years in office and do fully qualify for benefits under the Former Presidents Benefits Act. There’s nothing to lose if he resigns and if anything he would even return the respect Zambians had for him.

The surreal spectacle we witnessed yesterday was not funny despite the tasteless jokes that we were subjected to, but rather sad and frightening. We saw a man literally on death bed being pushed into activities that he clearly cannot perform. Is Kaseba really a doctor that took the Hippocratic Oath? Looking at her enjoying this sad spectacle both in the picture and in the House, one is reminded of the evil eyed village witch. How does a normal wife and a medical doctor for that matter allow a clearly sick (perhaps dying) man to undertake stressful exercises such as yesterday’s? How cruel can a wife be? Perhaps Sata was offering us a clue when he said at the beginning that she was HELL despite letting him live up to now?

    I wonder who the State House Chief Physician is as he must be going through hell everyday having his opinion being questioned and challenged by utterly greedy selfish people like Kaseba.

    I hate to say this but I did state last week that something was going to happen on those stairs of National Assembly.

Given an opportunity, or rather if he were the President I am certain that he and his cohorts would behave in a similar patronising manner… So he needs to tell us what he and his posse would do differently. From now on, it would be good if we could hear and read solutions and not attacks!

      It is of no consequence to speculative what someone would or would not do. However, what is glaring in our eyes and the nation is that Mr Sata is senile, rather in very poor state of health. What is most sickening is seeing his wife seemingly enjoying “everything”.

  18. …While most are focusing on MCS, my focus is on some of our MPs. About Two years or so ago, MSC sat in the very chair making various pronouncements. I listened attentively to his road map on people driven constitution amid shouts from MPS…Yeh..Yeh…Yeh…Three years down the line, I do not need to say anything on what happened to those pronouncements.
    It was amusing to hear the same….Yeh..Yeh..Yeh….when pronouncements to build atleast one university in every province, so many number of bed spaces at UNZA, CBU……I know such things happen a lot in working places…when a boss says something he thinks to be a joke, even if you did not comprehend, you just have to laugh along…..
    Now, the picture above, that is a hand GRIP the way its done on ‘walking stick’……

Let us go along and agree in unison that yes President Sata is well, health and fit. This will drive them nuts more so that arguing with them and tell them the obvious.

    So here we go: WOW, PRESIDENT SATA IS HEALTH AND FIT… THAT IS AMAZING MAN!

Though I have never met this gentleman in person in my entire life, my sight of him in this photo gives me the impression that he looks more miserable than I would expect any of the prisoners at Mukobeko Maximum Prison to look. I see the internal bleeding and hemorrhage of the dawning reality of feeling that he no longer belongs.

    Novelist George Eliot captures the feeling better: “..imagine skipping a stone into a pond. It makes ripples, sometimes even elegant and beautiful ones; maybe it skips several times, creating a series of ripples. But in the end, it is destined to stop skipping, to sink from sight, as if it were never there.”

      I am struggling to understand the relevance of your observations to that of the articles contents.

      Do you support he goes on medical leave? Or prefer he stops like the stone? Please take time to read my observations on previous examples ie. Woodrow Wilson in the USA. I think the decisions to be made also influences stability in the country, so Sata and PF are between a ‘rock and a hard place.’

      In your contribution here, are you wishing President Sata to be that rock.

    • @Patriot Abroad: I was reacting not to the articles contents, which I have not yet read; but instead to the president’s appearance in the photo, as the famous saying: “A picture is worth a thousand words.”

      I don’t see him a happy man. I see him in pain, in deep emotional pain. Meanwhile his friends, his best and closest are busy positioning themselves to take-over from him. It is not as though they really care for him. They want him gone. Much is going on behind the scenes. It is a hostile environment he is in. That must be the source of the loneliness I see in him.

      The point I have tried to make in my comment is that, like the skipping stone in the pond, the president is overwhelmed by the fate he sees engulfing him. I admire his zest. Albeit it is on the wane.

There are those now in Mr. Sata’s camp who are masquerading as his friends, when all they care about is what they want to get from or through him. That’s why under his lowest moments, when he has asked one of his so called PF friends to watch his back, that individual has tended to take it to mean that has being anointed to take-over.

      We have seen the worst kind of power struggle in PF over the last two years. Why? Frankly, it is not because of ambition. Rather, it is because of Mr. Sata’s own ill health. They see the presidency on the silver platter, should the president die. Politicians, at least the few I see in PF are cannibals. They are ready to jump on him and take-off with his presidency.

      I know that King David of Bible times did find himself in a somewhat similar situation. His son Absalom attempted to set-up a parallel government even while the king was still alive. He literally could have killed his father for that. Fortunately, David had friends, those who would not betray him. He managed to survive it all. Besides, that was a monarchy. David couldn’t abdicate his throne.

      For a politician like Mr. Sata, Nelson Mandela etc., the stakes are different. Politicians are elected officials. Consequently, it is common for them to resign or step-down under such circumstances.

  22. Our constitution is bent on one issue:
    The presidency must not be owned and managed by the party the person holding office belongs to. After one is elected, he or she automatically becomes state property and must be taken care of by the state machinery.

    Having said that, I am suggesting that the such a task should be the purview of an autonomous special services body. This non-partisan team whose sole responsibility is to ensure the health and safety of the presidency, will be constituted by elite security personnel with defined powers but whose decisions would not be subject to second guessing. The sitting president will follow their instructions as they pertain to where he can go, how he goes there, and what he can do. We can no longer leave this to partisan stalwarts.

  25. PF have a complex problem, which is not unprecedented in history. I have compiled for you evidence that SUPPORTS, the steps taken by PF. The USA had a similar problem when then President Woodrow Wilson had a stroke in 1919. Please bear with me by reading the compilation to note similarities in how PF Have handled this.

      History teaches us a lot of lessons, all we should draw wisdom from. My first concern with Dr Mumba’s article is with his integrity. Is he just feeding a frenzy or does the man of God write so eloquently now, because he did not discern the facts on Sata’s health before? What benefit is it to the nation for opposition party leaders to create an unstable environment in the country rather than to allow matters of state to roll on as best as they can. It is not impossible that with the support of cabinet, parliament President Sata can take a slower pace, which is what he had done. Dr Mumba it is not entirely the fault of PF and others mentioned that President Sata came out, BUT that of hungry opposition spotting an opportunity and campaigning…

    • President Sata came out, Because of the oppositions hungry conduct; spotting an opportunity and campaigning negatively. He was pressured. In so many ways this article once again shows how Men of God cannot comfortable serve God and Mammon. I pray for YOU, sir, because you have condemned yourself to the political ‘worldly’ game. Somewhere in your mind is a sharp schism, which influences your personality negatively. It is disingenuous of you to start a Prayer campaign now. Some of us who are mere Christians have been offering prayers before God for him from time he went off regular circuit. One would think you would ordinarily as a Pastor had offered prayers for him in any case based on the ongoing negative campaigning.

    • I do concur that he should take an easier schedule, and urge PF to let him rest. I stated not too long ago, that President a Sata has to look into his heart and ‘call it’, when he wants to step down or take a medical break.

      We have had far too many bye elections. President Sata should soldier on at a slower pace until 2016. Travel to the USA, shiny as it is may not be best, but he should if it is judged possible. Zambia can invite both President Obama and First Lady with family to visit Zambia? They can enjoy our wildlife and natural beauty.
