I have noted with interest Hon Lungu’s stated commitment to deliver the new constitution in his New Year’s message. The PF government took 1126 days to deliver a draft to the Zambian people, after promising to pass it in 90 days. They also backed out of their promise to take it to referendum.
We are 100% committed to delivering the constitution and have signed a Social Contract with the Grand Coalition back in November which confirms in writing it will be delivered if I am elected President on 20 January 2015. This is now a non-negotiable campaign commitment for us.
I challenge Hon Lungu to sign the social contract with civil society. Given concerns about governance under the PF, Hon Lungu also needs to make clear what he would do on other important matters. When it comes to governance they have had a very poor track record:
- No new constitution
- A huge number of ministers and deputy ministers on the public pay roll,
- Failure to repeal the NGO Act,
- Failure to communicate with the Zambian public,
- Routine abuse of the Public Order Act,
- Undue interference in questions of traditional leadership.
In addition to delivering the new constitution we have committed to forming a representative government with ministers from every province, slimming down government, repealing the NGO Act, regular communication from State House and the President to the Zambian people, revisiting the Public Order Act, and an end to government interference in matters of traditional leadership.

Your constitution roadmap is defective sir; you do not need to hold a referendum – the new constitution just needs to be adopted. Who is campaigning against the new constitution for it to require a referendum? What are the exact questions to be posed? On the question of NGO Act, why should it be repealed? Why not use parliament to amend aspects that are problematic? On another note, is it true that the constitution will be printed in vanishing ink so that people can only see what they want to see? Mthly repayment will be over USD120,000,000 for a long period of time! Y surely did they do this? If PF is let to continue, the economy will crash. The Kwacha will crash. By the way, exchange rate at 31/12/11 was K4.928 to USD1.00. As at 31/12/14, it was K6.45 to USD1.00. This represents 30.9% depreciation in the value of Kwacha in just 3 yrs. If PF continues, we are in “maningi” trouble.
Poor record of PF in other areas as follows: 1.failure to depoliticize the civil service. I have just read of a civil servant at the level of Chief Planner resisting to be transferred to North Western from Cabinet Office. This is an officer who was brought to cabinet after 2011. 2. Poor economic performance with many programmes in govt not funded on top of the budget deficit. 3. Criminal Activities, PF live and eat crime. Any peace loving Zambian must demonstrate it by voting out PF. In conclusion VOTE WISELY means vote for HH

No HH, PF has quite an impressive track record for 3 years in office. The infrustructure development we are seeing is long overdue. What HH is not telling you is that there are only two ways to raise government finance; Taxes or borrowing. HH is likely to borrow more to finance his projects or has to raise your taxes. Read the lines. Which party upped the tax free band from K1,000 to K3,000? PF, which party protected the maids and garden boys from exploitation and raised the minimum wage? PF. Which party has gone to war with the mining companies that escape paying taxes and goes around bragging about net profits in India? PF.

PF brags of road infrastructure. This really shocks me. Anyone Govt that is reckless in borrowing could have put up similar infrastructure. MMD under RB wud hav done so if they wanted. I went to a fish camp in Malima, Sinazongwe District to buy fish since during the fish ban you can buy from this region because the rain patten is no conducive for growing maize.
