President Lungu invited to address a special session of Parliament in Angola

President José Eduardo dos Santos of Angola has invited President Edgar Lungu to address a special session of Parliament in addition to official invitation to witness the launch of the reconstructed Benguela railways on February 14, 2015.

President Lungu has accepted the invitation and thanked his Angolan counterpart for the extraordinary honour, which he says will greatly cement Zambia’s renewed relations with its strategic neighbour on the northwestern border.

President Lungu says he has humbly accepted the honour, which he says is in line with deliberate steps undertaken by the late President Michael Sata, who upon assumption of power in 2011 assigned former president Kenneth Kaunda as special envoy to fully normalise Zambia’s relations with Angola.

The Head of State is pleased that his Angolan counterpart has decided to upgrade the status of the visit to include the honour of addressing a special session of Parliament, the first ever such act by a Zambian President. The President will visit the memorial of founding President Antonio Agostinho Neto, attend full military honours and State Lunch at the Presidential Palace.

After addressing Parliament in the capital Luanda, Presidents Lungu and dos Santos will fly to Luau, Moxico Province to join the DRC President Joseph Kabila for the official launch of the rehabilitated Benguela Railways. President Lungu will unveil a plaque, get a special briefing on the Lobito Transport Corridor and later hold a joint Press Conference with Presidents dos Santos and Kabila.

“We are greatly humbled by this honour. This is in line with the steps undertaken by our late President Mr Sata who recognised that Zambia’s position in regional affairs had been affected by some mistakes in the past. He took bold step to publicly assure our Angolan friends of the PF’s government desire to improve our relations. I must emphasise that we on this path to reposition Zambia’s place in international affairs,” President Lungu said.

In line with the re-launched Zambia Foreign Policy, the President has instructed the Minister of Foreign Affairs to actively pursue “constructive engagements at both bilateral and multilateral levels” so that Zambia maximises economic gains and builds strategic political ties with international partners.

The President departs Lusaka for Luanda on February 13, 2015. The railway link is expected to boost trade between Zambia and Angola that share a huge border in the northwestern part of Zambia.

      I am told from Zimbabwe he’s going to Angola. There are serious issues at hand. For instance, just this year Zambia must raise K844 800 million (K844.8billion old curency), the first instalment in servicing the $750million eurobond. This money is almost three (3) times the bill we incurred in the just ended by elections.

      With this mentality he’s displaying, this country will fail to raise this money and world ballifs may just start ceasing our properties abroad. Yes you have heard me, K844.8billion, this is huge monies. Mind you world bank has already warned zambia about this debt.

      Edgar Lungu is a failed President. The humble drukard is being remotly controlled by Mugabe.

Look at how Mugabe is running the nation with citizens living in abject povert and yet himself he is living in luxury. Google Mugabe’s mansion. Dos Santos family owns Angola.     • A stolen victory has failed to give Lungu a real mandate to execute his duties without fear or favour. He is now trapped between a hard place and a rock. This explains why he is inept to constitute his cabinet even after almost three weeks in power.

      Lungu ‘s actions confirm my assertion that he is just another chimbwi no plan who bull dozed his way to state house and now living under the fear of his own shadows. The man is living with a guilty conscience knowing that his victory was stolen by job seekers who have placed a bounty on his head.

      I do not envy Lungu ‘s position at the moment. The man is not happy that his victory is a castle on sand.

      So to run away from responsibilities he has lined up a lot of trips abroad because he is afraid of confronting Zambia ‘s problems…

    • PF ‘s thinking strategy boggles me beyond…….. They are now praising Lungu on the reconstruction of Bengwela railways when, it has failed to revamp the Tazara and ZRL which are already within our grasp.

      Lungu wants to build more universities at the expense of maintaining the existing ones. Due to lack of money, what would have made sense, is to recapitalise these existing institutions and expand their capacity to deliver more services than before.

      On the Universities, he should expand capacity and take affirmative action to ensure that government provides bursaries to suit each particular province so that each province ‘s children can access free University education without a financial hindrance.

      There is no point in grappling with exogenous economic factors to improve…

  8. Brace ourselves. We are headed for very hard times a failed economy. In six months our credit rating will be facing a serious down grade. Donors and investors backing out, hyper inflation weakened currency, crazy high unemployment and deficit never seen before. We need serious austerity measures and good leadership. I hope this government is looking at what they have set this country up for. God forbid we run into food shortages becuase of a grossly mismanaged agricultural sector. We need investment in small scale manufacturing quick. We can’t all be traders we need the phrase “made in Zambia” back. Tourism great source of much needed foreign exchange needs a serious boost. Regional partnership are a good start hope this Angola relationship pays off.

  11. If President Edgar Lungu performs very well, he will be given another Chance by the Zambian people in 2016 so that he can continue.
    Now, Lungu’s good performance should excite all well-meaning opposition parties such as UPND.
    I am sure if Lungu fosters development, brings about employment opportunities, improves healthy facilities, and education, agriculture, etc. and ups GDP and standard of living for the common Zambian; HH and UPND will be very happy with him.
    It means that if he does exactly what they want to see; and probably even exceed their expectation, UPND can even endorse EL in 2016, because these are the issues that have been at the heart of HH and UPND.
    So far, HH has shown he is not just interested in presidency but development, so he will have no problem endorsing EL.

      1.Lungu is corrupt by nature.He is on record of having stolen client money.

      3.Sata left huge Nkokole,which is not sustainable. He will fail to pay civil servants on time,Inflation will be high,and the tax basket will shrink due to falling Copper prices.

  12. Lungu has got it all wrong – he should give priority to affairs at home not spend time travelling abroad. Voters are watching. Voters will punish him in 2016 elections. He was not voted into power to polish Zambia’s image abroad but to put food on the Zambian peoples’ tables. The late Kwame Nkrumah of Ghana spent more of his time in trying to solve global problems rather that internal Ghana problems as a result he was overthrown while he was in China.

    You could be a good joker to think that you can concentrate on sucking water from the tap in your house when in fact it is the source, the pump outside which has broken down.

    You want Lungu to deal with the economy from the bedroom of Zambia, statehouse? My foot!!

    No country has successfully built a vibrant economy by sitting alone at home without interaction with the outside relations.
    Anyone normal knows what kind impact sanctions do to an economy. But what are sanctions? simply put being cut from interaction with the external entities (could be political, economic, etc.)

    Isolating yourself from the international community will yield the same result as when you are forcefully isolated by sanctions, as you end up in the same scenario. Lungu does well to mend.

    This pump is outside Zambia, and he needs to go there and fix it so that forex can flow into Zambia.
    It wont help if Lungu will sit at state house and order a forex sucking machine, without even knowing whether the source is connected or not.
    I hope your candidate understands what Lungu understands, otherwise such would mess the economy.

What is it he wanted to discuss with Mugabe whom he visited just before the 20 January election? Is he hoping Mugabe is going to invest in Zambia? Zimbabwe is stone broke. If Lungu is looking for a pump then it is not in bankrupt Zimbabwe or corrupt Angola.

    • Sido Mark, the government mainly facilitates, by looking for opportunities where our companies or individuals can invest in other countries. Even if we are poor, some of our companies have the potential to invest in other countries and generate income for our country. It is only a matter of identifying our potential and selling that outside. Otherwise, if we don’t take such kind of risks we will not be able to improve our products to international standards, something which comes when you begin to compete at international markets. All we need is to think outside the box.

  22. @Iwe Naine – Investing in Zimbabwe is akin to investing in a war zone. Most investors would not touch Zimbabwe with a barge pole. You will not get any return on your investment from Zimbabwe because Zimbabwe is broke. You will be better off investing inside Zambia at least you can chase your debtors but you will not be able to do so in Zimbabwe simply because the country is broke. You cannot lend money to an unemployed person because he will not pay you back – he will run away with your money. Besides in Zimbabwe there is a new indigenisation law which forces foreign companies to give or cede 51% shareholding to locals!!!! You can have the capacity to invest in Zimbabwe but you have to make sure you give 51% shareholding to the locals. Some people have gone for years without pay in…

    Do you tell me that China, which has heavily invested in Diamonds in Zimbabwe in the past five years now is having problems selling the diamonds because the locals have no pay? come on.
    The problem comes when you want to see opportunities from a box. never wanting to get out of the box. Why would you want to continue thinking like a taxi driver when you are now a pilot?
    The problem is that when you talk of investment, you are thinking of selling vitumbuwa at some Zimbabwean market.

  31. The Bengwela rail line is the shortest route to Europe for Zambia for exporting copper through Lobito Bay. It was widely used by the Belgian Congo and Northern Rhodesia to export mainly copper until it fell into disuse because of the Angolan civil war. Zambia and Congo are being invited to witness the reopening of this rail line because they are the main beneficiary of this rail line. Had HH become the president of Zambia he would have still been invited by virtue of being President of Zambia and it has nothing to do with the Angolan President’s daughter being a billionaire.

The Chinese have geone into Zimbabwe to mine diamonds in exchange for giving Zimbabwe some loans or fighter planes or arms of war etc. China has the capacity to provide these just like USA or Britain would do but which I do not think Zambia has the capacity to do. Can Zambia go into mining diamonds and exchange that with giving Zimbabwe loans or fighter aircraft or arms of war? No. So you are talking of the wrong strategy here. Lungu has the wrong strategy. You have not said what Zambia is likely to invest in Zimbabwe. Zambia is not as powerful economically as China. A poor country cannot invest in another poor country but a rich country like China or USA or France can invest in a poor country.

    What do you make of the sentence investing in Zimbabwe< do you think the government should form companies in Zimbabwe or you think of individuals and Zambia companies?

    As long as we do not understand what investing in another country is, and how to do it we will be see any opportunity even when opportunities are tired of waiting for us.

    You are asking very obvious questions; do you know that simple companies like trade kings, Zambeef etc, once they take their presence in Zimbabwe, means Zambia has invested in Zimbabwe?

    If you have so many such institutions in another country, you will earn forex from such countries.
    What I have said here makes sense only when one understands what investment is.

  43. @Iwe Naine – To me foreign investment is basically opening a business or businesses in an area with the hope of making a profit and sending the profit back home. These can be private businesses and not government institutions opening these businesses (It is different with the Chinese communists who own all the industries). In investing you have to make sure you are not duplicating goods and services which already exist in the neighbouring country. The environment has to be conducive to open the business in the neighbouring state. Now the environment in Zimbabwe is not conducive to open any kind of business for locals let alone foreigners. If locals are having a hard time what chances have foreigners? Zero. Why would you invest in such an environment where there is no stability and…

So far this no cabinet thing is bad but not yet that bad, the Mfuwe trip, well he seems to be working, the trips to Zimbabwe that is not cool but not monumentally fcuked up.     Do you know what it means to forecast, predict, anticipate etc.?
    Do you understand what is causing instability in Zimbabwe?
    Do you understand or are you able to predict when such instability would or is likely to end?
    Do you what is the best time to invest in Zimbabwe?
    I will tell you one mistake people can make; Anglo American failed to forecast regarding copper prices, and pulled out of the mines.
    The Indians came in with good forecasting, and copper prices shot up.
    It was then quite late for Anglo to come back and say we oloso want to invest.
    The instability in Zim is very temporary, I hope you know.
    And what is wrong with giving out 51%? Do you know how much stake (%) the Zambian government has in the mining industry?
    I encourage acquiring knowledge by all.

  48. @Iwe Naine – Zimbabwe has been unstable since 1997. Progressively got worse until there was a near collapse in 2007. Nobody can predict when the instability will end – maybe when Mugabe dies I suppose. He is the main actor right now. Let’s wait until next February and see where we will be.
