2013 Audit report reveals an excess expenditure of over K500 million

The latest Report of the Auditor General on the Accounts of the Republic for the financial year ended 31st December, 2013 has revealed an excess expenditure of K501, 234, 551.
This is over and above the authorized provision of K2,985,788,318.

Auditor General’s Office Public Relations Officer Ellen Chikale in a statement said this excess expenditure will require the passing of the Excess Expenditure Appropriation Act to normalise the situation.

The Report which was tabled in Parliament on Friday 6th February, 2015 also highlights unaccounted for Stores as the highest irregularity amounting to 72 million kwacha followed by unvouched Expenditure at 67 million kwacha.

Ms Chikale said the trend of unvouched expenditure where payment vouchers are not availed for audit because they are either missing or inadequately supported is worrying, stating that this may be a means of concealing wrong doing.

Ms Chikale said the Report also includes paragraphs on the Constituency Development Fund (CDF) and Grants to Local Authorities under the Ministry of Local Government and Housing which was previously produced as a separate Report.

Ms Chikale said outstanding in the CDF paragraph is the failure to undertake activities that were funded amounting to K80, 371,244.
She added that on revenue, the Report highlights amounts totaling K7, 172,536,611 as revenue that should have been collected by revenue collecting institutions but was not collected due to various weaknesses in the collection of revenue.

The Auditor General’s Office during the year 2014, carried out one hundred and forty-three (143) audits, fifty seven (57) of which were fully resolved leaving a balance of eighty six (86) unresolved.

    • Well nothing is being corrected as UTH and many hospitals around the country have totally run out of drugs even basic panadol is out of stock.

      All that missing should have been used for better things, but alas only PF minions know exactly what happened to that money.

      How long is this Lungu going to take to deliver whats expected of him?

    • With such reports the kwacha will go on falling unabated, because of the uncertainty this Lungu’s indecisiveness has created in all sectors of the economy.

      Even during Sata the worst leader Zambia had, the Kwacha never past the rate of k10 to a pound(£).

      If this Lungu can’t see what his lack of vision is doing to the already fragile economy, he needs to vacate the office.I have never come across a very indecisive leader like Lungu.

      To be a president he should be proactive and appoint his cabinet fast so this uncertainty is dispelled quick enough before more damage is done to Kwacha.

      Lungu is acting as though he has no powers to hire and fire. For now he should appoint an adhoc, cabinet and begin to scrutinise it to get rid of non performing cabinet members later.

    • I can now see things getting worse than I first envisaged under this non proactive, slow thinking, indecisive , alcohol fuelled , chancer Lungu.

      Lungu is clearly a huge scum Zambians will regret having voted for in a few days, weeks and months to come.

      At the rate Lungu is moving, I don’t see him working working towards maintaining the fuel reduction and the electricity freeze he has just approved because he is failing to ensure the stability of the Kwacha is maintained.

      If the Kwacha continues to fall at this rate, then Zambia is surely for Zimbabwe style of depreciation.

      Maybe thats the plan Lungu discussed with Mugabe to surrender BOZ to American central Bank like Zimbabwe has done.

      By 2016 I can predict the cost of living to double under Lungu.

      The report is fro the year 2013 and not 2014 to be justified by presidential bye elections.
      Finance Minister Alexander Chikwanda refuted all the reports of budget deficit as concoctions, now let him refute even this one from the auditor general.

    • How does an internal audit report refer to PF failing? Government departments are large and mainly manual, it is hard to have an audit trail.

    • Ni pabwato chabe. We will still vote for PF even if we cannot account for our expenditure. We need to appease those who campaigned for us with appointments, thus more ministries created(more minsters, deputy ministers and permanent secretaries) and spend even more of the government budget. We will just continue borrowing and let our children inherit the debt.

      This is contrary to what our master Sata wanted but we have to take RBs advice into consideration as he funded our last election and helped us win

    • I seem to remember a lot of people condemning RB’s administration as being corrupt and extravagant. Today we have enlightened about the things that happen in the dark corners of state house bedrooms.
      Our institutions need to wake up and start sniffing out misappropriation of funds.

    • Poor voters don’t even understand that they are voting for incompetent people. This is unacceptable! Addicted to corruption? Not by the look of things!

    • I can not say I am impressed with the accolades and criticisms loaded on EL in these few days that he has stepped up to preside over the country. The man is not even done over with appointing a full cabinet, why not give him half a year and then tangible points of assessing him will avail. Following the Auditor General report PF can be criticized and yes, Lungu was just a participant in all the mess! Now that he is in the drivers seat lets see if really in the next six months his idea holds to carry on with implementing the past three years of PF vision only then can our missiles start flying! The analysis being advanced so far on him is misplaced.

    • Only through rigging and not through the Zambian people’s choice. Ask yourself how many times one can continue stealing and being successful at it all the time. Remember even the most scrupulous thugs get cornered and sometimes get fatally wounded. God is watching.

  1. Yes please tell us more.. some of the voters chose PF in just ended elections to give them chance to complete their term and then bring them to book properly- next year!! One of the promises PF made was to bring proper accountability of public finances but this and previous reports are revealing failure in that aspect and there will be need to make them answerable on this and other aspects of governance. 2016 elections should certainly be different and with new voters joining in the selection of our leaders,please PF better move fast to put your house in order.

  4. In all fairness Lungu is being blamed here for no fault of his own! The report is for the year 2013, when Lungu was no where near the sit he is occupying now. Lets wait for him to start his work then we can blame him as for now this over expenditure is purely Ukwa’s!!!!

    • Lungu was part and parcel of that government. Decisions were made collectively…… Why did he tell people during the campaigns that he wanted to continue with MCS’s vision.

  6. Yes the Auditor General’s office must also be audited and the results made publicly known. They think they are so spotless. We want to see if they do practice the transparency and accountability that they preach.

      Your comment about the need to audit the AG’s office shows a lot of ignorance of how the Government system operates. Please ask friends who are in the financial sector or even ring the office of the AG and find out if they are audited.

      For your own information, the Office of the Auditor General is a government office which is also audited and figures included in the overall AG’s Report presented to the nation.

No wonder he has started with weird connections so that he could amass wealthy for himself before Zambia airways crash lands. The stench is unbearable in this PF government Mr Dizzy cannot bear it. Well come to the world of Mugabe. Zambians are now becoming too foolish, they can easily be deceived. At least Zimbabwe had better facilities before Mugabe looted everything, this time around, the poor Zambians will start dying like flies especially without medicines in hospitals.

  12. I worked in investment banking, Retail Banking, Audit and Risk depts. for leading banks here in the UK.

    LOOKS TO ME THAT THIS auditor General and her staff need to be sent off to the sunset. It’s no use giving the public such an alarming report which clearly shows failure by the department to prevent, AND to collect.

    His Excellency is not to blame. This comes from Sata’s reign. His Excellency in the first few weeks of his appointment has shown the willingness to change the modicum opera do of PF. There is a need for him to come out BANGING in these matters. Keeping staff in gov’t that are perceived as weak and corrupt will do nothing for him.

    I really, really worry about Hon. Chikwanda. He has a huge debt to pay off after NOT LISTENING to people’s alarm. He also errs…

      Really PF are stitching themselves in financial management.

      Hon. Chikwanda has got the country into debt, and he must show us where he means to get the revenue to pay it back WITHOUT getting us into further debt.

      This now says all depts are slack in financial matters.

  13. K7, 172,536,611 uncollected. How do you fail to collect that much. Even on accident you can collect K100 000. Thank Goodness Lungu is president. His Mwananawasa law poise is what I like. The new justice minister has work to do and it starts yesterday.

If HH is indeed a satanist know that God shall never let him rule mother Zambia; in fact HH is playing with powers he does not understand. One Zambia One Nation.     • That was just a campaign gimmick albeit in very bad taste indeed. However, it didn’t and still doesn’t carry much weight because every sensible person knows that, and truly they don’t care. The only problem is that majority of our people especially and with due respect some of our uneducated relatives in the villages still believe in such vices. By and large this is going to die a natural death as people come to realize its intent.

  15. I wonder why we continue auditing the government expenditure year in year out, with the same results and without redress. Culprits are found wanting but the same auditors will collude with wrong doers and let the dogs lie. Show me a culprit who has been in jail because of misappropriation of government resources I will show you that in 2012 Central Province under PACO received k1.3 billion (unrebased) for Rehabs and Construction of Agro processing Pilot plant for Keembe Farm Institute in Chibombo, but the scenes in Keembe leave much to be desired. The roof for the newly constructed but non-functional pilot plant has blown of three times now. yet the accounts were audited and found clean. Aah! But people responsible for that rot are walking the streets free. Where is accountability? Check…

  16. Check the expenditure of most DACOs and other public offices and you will see that it is a disaster. I do not see the need of internal auditors, they are toothless. I don’t see the need of ACC and DEC when all they do is to enrich themselves at the expense of us poor Zambians. Shame!!
