11 foreign missions cited for various financial irregularities

ELEVEN foreign missions have been cited for various financial irregularities in the latest Auditor General’s report.

Among the Missions abroad cited in the Auditor General’s report include London, Lilongwe, Lubumbashi, Geneva, Dar es Salaam, Gaborone, Maputo, Windhoek, Brussels, Harare, Pretoria and Rome.

The Missions were cited for irregular payments, unsupported payments, failure to insure property, inadequately supported payments, unauthorised use of revenue and failure to follow procurement procedure.

Zambia’s High Commission in London was cited for 128 inadequately supported payments amounting to K1, 795,785 made during the financial year ending December 2013. The payments lacked relevant documents such as receipts and invoices.

The London mission also had K492, 600 issued to 55 officers which had not been retired by August 2014.

The mission spent K466, 438 on gardening works at the official residence as well as electrical works worth K326, 644 but both amounts were above the mission‘s threshold.

The High Commission is London was cited for opening and closing Bank Accounts without authority from the Treasury, employing locally engaged staff without authority and failure to remit revenue collection to the Treasury Account.

In Malawi, the Auditor General’s report revealed that the Third Secretary Accounts was irregularly paid education allowance in amounts totalling K7, 622, 933 for the period from October 2012 to June 2014.

The High Commission in Dar es Salaam was cited for drawing US$ 210, 456.83 from the revenue collections and spent on various activities without authority from the Secretary Treasury.

The mission also made wasteful expenditure when the First Secretary for Trade opted to stay in a rented house instead of the Government House No 517 Misaki which cost the High Commission K29, 072 in rentals.

Meanwhile, three GRZ diesel propelled motor vehicles belonging to the Public Service Management Division (PSMD) drew 500 litres of petrol, the latest Auditor General’s report for the financial year ended December 31, 2013 has revealed.

The report revealed that the diesel propelled motor vehicles registration numbers GRZ231 BX, GRZ 205 CA and GRZ 715 BX drew the 500 litres of petrol amounting to K4, 569.

The report revealed similar irregularities at the Disaster Management and Mitigation Unit (DMMU) headquarters in Lusaka where 16 officers were paid fuel imprest amounting to K127, 036 instead of K69, 462 exceeding the fuel imprest by K57, 574.

The DMMU also did not fully pay the five seed suppliers engaged to deliver 3, 755. 92 metric tonnes of maize seed at a cost of K32, 293, 600 to the farmers who were affected by army worms during the 2012/13 farming season.

The suppliers were paid K19, 989, 663 out of the contractual amount of K32, 293, 600 which lead to the suppliers only delivering 1, 754.62 metric tonnes instead of 3, 755.92.

A test check on the price per tonne in the contract of MRI revealed that the company quoted an amount of K10, 772 per tonne but the company claimed the supply of 921.44 metric tonnes valued at K10, 66, 402 at the rate K11, 576 per tonnage resulting in over payment of K740, 727.

The DMMU also failed to inspect the maize seed supplied to Chipata District which led to failure to detect that out of the 162 tonnes of maize seed costing K1, 392, 884 supplied by MRI to Chipata, 23 tonnes were infected with weevils and large grain borers.

    • If you read about Malawi’s emassy report, kuti waikulika. Why are they only arresting Mutembo Nchito, when there so many thieves in PF government?

    • BUT MUSHOTA HAV YOU UNDERSTOOD WHAT THEY ARE TALKING ABOUT OR WHO THESE IRREGULARITIES ARE DIRECTED AT? IT’S NOT SURPRISING THAT YOU CAN’T UNDERSTAND ENGLISH SINCE YOU ARE SCOTTISH.

      COMING BACK TO THE ISSUE. IT IS NOT SURPRISING THAT LONDON IS ONE OF THE EMBASSIES. IT HAS ALWAYS BEEN MY SURPRISE THAT LONDON ZAMBIAN EMBASSY IS THE WORST IN FURNISHED EMBASSY IN LONDON DESPITE HAVING ONE OF THE MOST BEAUTIFUL BUILDINGS IN A VERY HIGH CLASS LOCATION. THE CARPETS ARE LIKE IN A PUB AND THE SOFAS IN THE WAITING ROOM- I AM SURE THEY BUY THEM FROM SECOND-HAND SHOPS. RECENTLY, THERE WAS A CONTRACT TO REFURBISH THE BUILDING THE BUILDING CAME OUT LIKE BAINYA FYE KULI KAPOLI.

  1. I think these reports do not give us any hope.Every year these figures but nothing is done to punish offenders.Its in Zambia where tribes matter not development.its caderilism

    • What a wasteful office. Useless reports year in year out without any action taken to those found wanting! Lets channel monies allocated to this comedy office to serious areas of need.

  2. The more the reason Zambia should learn how to prudently manage the hard to come by revenues and putting them into fruitful uses before rushing into borrowing.

For these empty tins at embassies its a badge of honour to be on this list… as misappropriation and recklessness is the norm for their govt, they do not need to account taxpayer’s funds to anybody….this is why we need to empower the auditor general at the moment they are toothless and might as well just publish yearly calenders.

    • Already empowering the auditor generals office @jayjay update your files,the PF now means business I hear they want to ensure all monitoring wings are independent by mid year,the blue print is already being studied. at the rate this PF is moving the undp will be irrelevant by 2016..

  4. The rebranded PF is very serious on abuse of office all affected missions will be visited and redress will follow,infact work is already in progress to establish authenticity of these reports then action will follow.. Watch this space..

  5. Those of us who have shown consistent constructive input have largely been ignored for fear of a future filled with accountability and responsibility. I do not understand why it is that human nature resorts to atavistic tendencies as things get worse. I would love to see VISIBLE change for the better in this regard. Is this too much to ask?

    • You can only have change if people accept that change is needed. But again you dealing with PF, so just don’t hold your breath.

  6. It is like our Presidents who come into this position have no regard to the findings of the Auditor general Chifungula. There have been so far only two presidents who were sensitive to such issues, i.e. KK and late Mwanawasa, the rest it is just another music sound to the ears. The problem we have in Zambia is that THE WELL ENLIGHTRENED, EDUCATED AND WORKING CIVIL SERVANTS ARE BEING OUT NUMBERED BY THESE ILL EDUCATED PEOPLE WHO ARE JUST VACABONDS, THE BEST THEY KNOW IS WIELDING PANGAS, AS A RESULT THESE PRESIDENTIAL ASPIRANTS TARGET THEM FOR THEIR CAMPAIGNS AND BECAUSE OUR CONSTITUTION IS ALL ABOUT NUMBERS, THE WELL ENLIGHTENED END UP SUFFERING. THUS WHY THEY NEVER GIVE ALOT OF MONEY TO EDUCATION SECTOR, SO THAT THIS NUMBER IS KEPT HIGH. wE ARE BEING RULED BY THE ILL LEARNED PEOPLE IN ZAMB

  9. Ba LT naimwe, these are not foreign missions, they are ZAMBIAN MISSIONS…. When you say foreign missions you are talking about foreign mission in Zambia, e.g British High Commission, US Embassy, etc, etc!

  10. Pf for you, cadres and nepotism ( relatives) reigns in foreign missions. So what do you expect, keep saying “Ifintu ni Lungu/PF until the country completely collapses. Mind you when this happens we all go together even the thieves looting our taxes. Zambians wake up!!

  11. When a Nation Hires Nephews, Relatives, Wives, & Girlfriends into positions that should only be held on merit, you get “Monkeys”
    This is what we are always debating about on these online journals.
    One good example is “a certain nephew” who was appointed to a Diplomatic job @ the U.N. Rather than this “Kolwe'” adding value to Zambia’s diplomatic image, hes been busy getting Drunk, Womanizing, & Ramming his vehicle into law enforcement officers, all because he was appointed, & believes Zambia belongs to “Ba Yama”
    When will Zambians waken from their deep slumber, & demand a Constitution that will stop such Cr*p happening @ Taxpayers expense???

  12. One of the biggest drains on resources is some of these embassies.
    With their unaccountable PF caders They bring nothing to Zambia.
    The rentals paid in Malaysia for example are like $7000/month for each cader. And all they do is drink and look for makwewo to send to Zambia.

  13. Cry babies, president lungu is going to clean up all of these foreign missions. By tomorrow it shall be a different story. I am beginning to like president Edgar Lungu.

  14. I used to think Zambians in diaspora are good thiinkers and cleaver but alas, they are not. Most are claiming EL is not working when he has just been in office less than three weeks. People get some life. Those people in embassies were they brought by EL? Neither are they related to him? He has just found them hence, lets ask him to chase them. Forsure they are bad eggs.
