Grand Coalition asks Government to account for Constitution funds

Government has been asked to publicize a precise report of how funds allocated to the constitution making process in the last two national budgets have been utilized.

The Grand Coalition on the Campaign for the People Driven Constitution is particularly concerned that up to now government has not given a report of how the 44.2 million kwacha allocated to the process in the 2014 national budget has been used.

Chairperson Leonard Chiti has told Qfm News that the Coalition further wants to know how the K29 million allocated to the process in the 2015 national budget is being utilized now that almost two months of this year has elapsed.

Father Chiti states that his Coalition is concern about how these public funds are specifically being used because it considers such allocations as a vote by government on what areas it intends to work on in a particular fiscal year.

He says this is why the Coalition wants government to make public how it is using such public funds

Father Chiti the money was eaten by people in allowances and even the allocation in 2015 will be eaten by people who will be masquerading as crusaders for the enactment of a so called people driven constitution. at the end of the day nothing will come out of this process yet again. i don’t blame government or the people of Zambia because we don’t know how to use written documents the constitution inclusive. the truth of the matter is even if we enact a constitution now, the big man syndrome inherent in the African governance system will not go away. by the way i would have loved the constitution to have been enacted like yesterday except we were all dead scared on one MCS. during his tenure we saw how cabinet was him and him was cabinet. MCS was not a democract but a doerer full stop.

    • Folks constitution matters aside for now please, because without money and serious political will as seen under the PF , the people driven constitution is a dead issue. Only HH ‘s team will deliver it if elected in power.

      The serious issue we should be debating is KWACHA’s free fall against the $Dollar.

      PF has no clue of how to stop the kwacha falling dismally because its composed of thugs who do Not understand how to deal with endogenous causes such as TRADE DEFICIT and MONETARY POLICIES, but simply turn a blind eye to enrich them selves first at the expense of the poor common man. Thats why they all deserve the label thug.

      Now PF is sending another clueless delegation to the US to negotiate another BOND LOAN to use to service the $1.75 billion bond it took out last time…

    • What I would love to see from the grand coalition is massive and extensive sensitisation of the masses in all corners of Zambia about how a people driven constitution puts food on the table ultimately; about why successive governments have denied us a people driven constitution. These are the more logical blow the government can fill. Just barking (though necessary too) will yield nothing to force government to pass a people driven constitution. It is ignorance of the masses that is killing the nation.

      Busy People are working not every time, every day posting political comments in support of one of the political parties’ head-HH, Do HH supporters work or they are waiting to be given jobs by HH when, if at all, he wins?

      To maximise construction development rhetoric and then use it as a conduit to syphon and share millions amongst them selves.

      To Kill the Kwacha by associating with Mugabe and borrow his policies on how Zim ended up being an independent US colony.

      Is this the vision Zambians really voted for?

      If so then Zambians really deserve to suffer. And more suffering is indeed on the way under PF.

      I hope after experiencing the harsh suffering under PF for next 17 months, Zambians will wake up and vote for…

    USD 1 = K7
    No medicines in clinics/hospitals
    No new people driven constitution
    bloated cabinet
    financial irregularities in missions abroad
    No employment for many youths
    retirees are still languishing waiting for their money
    late delivery of farming inputs and non payment of farmers
    Dismissing CEOs with proper abuse of authority in broad day light the case of Chitundu at ZESCO

    • You UPND Cadres, please get over yourselves about the Kwacha and stop being narrow minded , can you post on this blog any currency that has appreciated against the Dollar in Africa? All emerging currencies are in free fall against the resursent dollar due to good economic data coming out of the USA like job unprecedented job creation in the last 3 months.

      Check the currencies of big Economies in African like Nigerian Naira, South African Rand and Kenya Shilling and please stop being alamists of the kwacha. This is a normal trend. All emerging currencies are trending toward weakness against the dollar and Kwacha is no exception

    • MMD chief Bootlicker, you always talk sense my man. The US Dollar has been performing extremely well against other currencies like the euro, SAR, Naira and they expect the kwacha to do the opposite.

I used to respect this man due to sensible comments he offered here.but today he rebuffs whoever speaks against the free falling kwacha and goes on to pick examples of other countries who have failed to control theirs sure! Why not pick those who have managed to control their currencies and learn from them?should you choose to be poorer just because your friend is poor too?we all want to leave in a better country.anyway,that’s what happens when you are supporting a party which is on constant sliming diet.by the end of this year mmd will just be a ghost symbolizing that there was once a party called mmd.

      What is it thats making the US economy to rebound like that, that Zambians or indeed Africans can not do to make their currencies remain stable.? Are you saying the fall in African currencies is America ‘s deliberate design to disadvantage Africa? If so then how?

      How come the UK pound is ever on top of the world currencies?

      Its the “how” part America and UK are doing it that I am interested in .

      Your reason for falling Kwacha or indeed the majority of African currencies is what I term the African mentality or dogma being used by rogue politicians and their supporters like you to subjugate Africans to harsh economic conditions while ignoring real factors that need tinkering to better poor Africa ‘s economy and to embezzle tax and borrowed…

      What makes you think that when HH comes in power the Kwacha will stabilize. China has reduced on buying copper this is the problem. When Mwanawasa and Magande were in power, copper was fetching as much as USD8000/MT. Now it is USD4700/MT. How will HH solve this problem. Do yap when you have no clue to dynamics of international trade.
      You cannot stabilize the kwacha with inland revenue. It is a marginal factor to stabilize the kwacha. BOZ does not have dollar to release on the market cos little dollar is coming into the country through exports.

  3. Ok I expected Father Chiti to issue a rebuttal to what PF said yesterday about voter turnout for the referendum and the option of changing the electoral parts of the constitution through parliament. Not this goal posting shifting now to money .

    Can we finish the constitution issues first and we shall get to the money issue later. Besides that is the Job of the Auditor General. I think the big lady in that office is independent enough to tell us the truth and so far she has been doing a steller job both during MMD era and now under PF era.

  5. IT IS NOT TIME TO QUESTION HOW THE MONEY WAS USED,THIS IS THE WORK OF THE AUDITOR GENERAL. GRAND COALITION SHOULD BE MORE CONCERNED ABOUT THE ENACTMENT OF THE NEW CONSTITUTION BEFORE 2016 GENERAL ELECTIONS NOT THIS ISSUE FOR NOW SO THAT THEY DONT LOSE TRACK.

  6. The Auditor General will bring the report in 2017 as usual when the people involved have long gone into oblivion. That is the biggest problem with African Leaders: ACCOUNTABILITY is a serious problem. Is it the colour of our skin or the region we find ourselves in?

The Grand coalition should now set out to take the Zambian Govt to court for misuse of money in this constitution making process and demand for them to pay back to treasurer every ngwee since they now don’t want to use the recommendations of this expensive venture but want to go back to recommendations that were already in place! Sue them!

  8. You remember the National Constitution Commission set up by Mwanawasa? It sat for 5 years without coming up with anything apart from finding ways to bar one Michael Chilufya from standing.   9. That’s why I say ecl is sharp thinker. While the other boys the likes of HH were busy signing blindly the grand coalition document, one edga refused because he was much ahead of the chaps. If HH won imagine the pressure he could ‘ve unnecessary put himself under. Moreover he was promising to release New constitution within 3months. People HH is not a focused leader but a self centred person.

Zambia solely depends on copper and no single president has been a financial genius in the face of falling copper prices. People just talk but do not even read history. KK lost power not due to his poor governance NO. It was because copper was going at less than $3000 per ton and Zambians could not see this but heaped all blame on KK. FTJ came in and there was nothing he could but just started to blame KK for the mess and Zambian applauded. If Hanks Hanuku was president these people would just keep quiet

  10. Constitution making has become a cash cow and a recurrent expenditure. Let us admit that first before we start BS-ing all over the place. This guy is a beneficiary of at least one of those cycles. Let us improve on the archaic systems we are continuously making political mileage over and also move our atavistic mindsets into at least the 20th Century. Most mindsets are steeped in 18th and 19th Century paradigms it is not funny anymore.

  13. The Grand Collition, and the Constitution making process makes me wonder now what they are really up to. At first they asked for the Draft and the draft was released. The road map was given.
    The issue of the Referendum was very well explained, now they start asking for how the funds for the constitution making process is being used, surely, lets not try to find faults in the Government even when they are not there.
    What is of paramount importance is the constitution and not talking too much above everym one else no.
    National Coalition should be very realist about the constitution making process. The fact is dat the referendum can not be done looking at time and apathy.

  15. We will not have the constitution under PF. If you have seen some comments coming from other people it’s like they dont even know the meaning of constitution.
    Grand Coalition is trying by all means to fight so that we can have the constitution but the so called educated people cant even understand the effort you are putting for us to have the new constitution.
    We trusted FR Bwalya but the guy has been compromised this time is thinking how to get rich. Ba Fr Chiti team up with ZEC we need the constitution before 2016.
    Chishimba Kambwili is a fool no wonder he can never be a President. Do not allow the politicians to be part of this Grand Coalition.

  16. This so called Grand Coalition operates like an Opposition Party. It seems they set themselves up to be deliberately objectionable to every positive move gov’t makes towards Constitutional changes.

    Another HH Dirty Tricks department.

    Stakeholders? Whom do they represent? It’s a wonder they are regularly able to put out annoying statements. Everything has to be done by referendum!

    The trick here, is to ask about Funds in an effort to insinuate that there is enough for a referendum. They know gov’t is right to suggest Parliamentary route, so now getting busy with mediocre blocking strategies. Citizens are more concerned with where they get THEIR funds and can the funders stop funding please!

    • Lets be sobre we zambians for once and save the future of our children.Why do i say so?Lets take for instance the case of Bostwana and Namibia they are now doing fine when they were fr from Zambia as at 1975.They have developed because they have put in place strong institutions of Governance and fought corruption.Botswana and Namibia are number one and two as least corrupt countries in Africa.Zambia is not among the first 10. Corruption and Tribalism will soon force Zambians to leave in abject poverty and possibly wars and hope lessnes. Zambia will continue to weak Education,Health and Military system,Unemployment among the youths will increase.I have already decided to send my son abroad and let him stay there because in Zambia he will rot.I feel sorry for this country.

    YOU MUST BE VERY DULL. THE PF GOVERNMENT WANTS TO GIVE YOU THE CONSTITUTION USING A PATH THAT WILL ENSURE THAT THE CONSTITUTRION IS SURELY GIVEN. THE SAME NEW CONSTITUTION. BUT YOUR GRAND COALITION WANTS TO USE THE PATH THAT IS CLEARLY GOING TO FAIL. WHAT PF IS TELLING YOU IS THAT IF YOU USE THE REFERENDUM, THE OUTCOME WILL BE REJECTED BECAUSE WE WILL FAIL TO REACH THE BENCHMARK OF AT LEAST 50% OF ALL ELIGIBLE VOTERS. MIND YOU ITS NOT JUST SIMPLE MAJORITY. WHAT THE CONSTITUTION REQUIRES IS THAT AT LEAST 50% OF ALL ZAMBIANS WHO HAVE REACHED VOTING AGE MUST TAKE PART OR TURN UP FOR THE REFERENDUM.

Government has put forward a practical and realistic proposal to allow Parliament adopt and enact some of the pertinent draft proposals and subject the contentious issues through a referendum which should be conducted together with the General election next year when everyone is in the mood of voting, otherwise we might end up with a failed referendum due to poor turnouts. Grand constitution must not be used by Political charlatans who are turning the debate into a fanatical charade!

  21. I think the Grand Coalition has seen sense in the minister’s submission.
    And please bear in mind that being realistic may not necessarily mean you like the state of affairs; the minister is very realistic in his submission.
    And it is clear the Coalition has seen sense in that; when you see a lion coming you have to acknowledge the reality – closing your eyes may not help.
    And acknowledging that the lion is approaching you does not mean you like the lion approaching you, except that that is the reality at hand.
    By Mr Kambwili stating the likely challenges we may face should we attempt referendum does not imply he is not interested in the referendum.
    In fact one would conclude that it is actually the desire to see its enactment that made the minister do such thorough groundwork.

  22. Still on the falling of the Kwacha/USD, the fall in Crude oil price is not entirelly beneficial. The low oil price can also mean our copper buyers who depend on oil will not be able to buy as much copper as we would like.

  23. If these Churches and NGO’s have such strong political views they might be well advised our democracy is alive and well. All they need to do is form a party and stand for election, then let the electorate decide if they are right on the issues they raise. They should not use this Coalition to publicly influence politics.

    If these Churches and NGO’s want to start involving themselves in politics then they should start paying taxes!
