Erratic funding slows down UTH upgrade

Erratic state funding has slowed down the modernization project of the University Teaching Hospital in Lusaka.

UTH Acting Senior Medical Superintendent Laston Chikoya disclosed that funding from Government has stopped which has slowed down the modernization project at the country’s largest referral health centre.

Dr Chikoya revealed this when Special Assistant to President Edgar Lungu for Project Implementation and Monitoring Lucky Mulusa visited the institution yesterday.

US$ 29 million was allocated for the modernization of UTH from the 750 million US dollar Euro bond to transform the hospital into a new one-stop centre and ultra-modern adult medical emergency unit by demolishing the filter clinic.

The modernization project also included the rehabilitation of a two-kilometre road network and construction of a double-deck four hundred capacity car park at the hospital.

“We are a public institution largely funded by government although we have cooperating partners like Saudi Arabia who are willing to fund some of these projects through Government. Works on this project are almost complete although they have slowed down due to issues of payments,” Dr Chikoya said.

Meanwhile, Mr. Mulusa assured UTH management that funds will be released soon.
He has called for the quick completion of government projects because prolonging such projects is costly on government’s part.

“There is a mismatch between projects being launched and those being commissioned, so where is the problem? We understand it is costly to keep projects running for a long time. There are cost escalations that might be induced through inflationary pressures and by human beings just wanting to stay in employment,” Mr Mulusa said.

He added, “We are here not to blame each other but to seek answers. The Presidency is extending its hand and ready to help you manage this situation.”

    • That’s how expensive it was to put ECL in power. Just so you know. Monies previously allocated for various projects was channeled to fund ECL’s election campaigns.

    • The irony of it is that, Zambia’s foreign hospitals bill is growing by leaps and bounds while funding for UTH upgrade is getting erratic.

      @The Observer, obviously its just a typing error by Jacob, but please get the context of what he’s saying. We know it $250,000 & he GBM got his wife State of the Art Range Rover also at $250,000, thus $500,000 plus the Mercs already possessed by GBM family.

      Jacob I totally agree with you that GBMs spending on the cars could help refurbish UTH than the broke & visionless Lungu.

    • That’s what happens when you vote for criminals and incompetent people as leaders.The PF government does not look at health as a priority.Many Educated people hard to replace like proffesors,Lawyers Doctors and sodiers of high caliber are dying easily because of poor facilities at UTH.The mortality rate is alarming at UTH .These criminals know when they get sick they will be evacuated from Zambia to SA or Isreal.Most of PF ministers never even had a health policy for there Children,before they be ministers they were poor how can they value life when they are still feeling there pockets first.

    • It is shameful that only $25 million was allocated to UTH which is the main hospital which is in a state of dilapidation. How much money is spent on politicians foreign medical bill? Willie Nsanda has been in SA since before the Jan 20th election. Who is paying that bill? When will the government start taking medical services seriously?

  1. The drug shortages haven’t improved. The Minister of Health said the drug shortages were artificial but hasn’t been able to solve it. The level of mismanagement in the Health sector is abysmal and leafership changes are needed at the Ministry of Health, district and hospital level.

  2. Great. The money was borrowed, the money was allocated. And now, less than half of that has been released and the rest is missing!May those squandering the monies bring it back. Zambians need it.

  3. Zambia is the only country on this planet where words such as projects, constructions, loans, budget and funding all mean the same thing. In Zambian terms, these words simply mean source of income to pay for the flamboyant life styles of ministers and their leader. If the thinking mentality of ministers is erratic then surely we should not be surprised when they make these erratic decisions to try and balance the books with one eye and the other firmly peeled on enriching themselves. The only projects that are successfully executed are ones that are managed by co-operating partners themselves. Saudi Arabia should insist on managing the projects on behalf of the Zambian people rather than just throwing money at these ministers.

    • Government cannot be trusted to use money for what it is allocated for. It is usually diverted to pay for luxurious cars and lifestyle. Poverty is sad. Navionelaji?

  4. In the new constitution I suggest that a close be put to allow only people who have attained Grade 12 level of education to vote. I believe we are in this situation because of the many illiterate kaponyas and cadres who are the majority voters especially in towns. This group of people don’t understand anything, it be economical, political etc, to them its about eating on that particular day of voting when they are given something in exchange for a vote (even a pack of shake shake). You ask them why they can’t vote for a particular candidate and you will be shocked at how these people reason. They will tell you its because he/she comes from a particular tribe! Imagine that kind of reasoning! If as a country we continue on the same path 20 years from now, there will never be any…

  5. Firstly, declare ECL not fit to manage the country. Secondly, send auditors to the respective road agency to ensure that every coin is accounted for and thirdly, arrest that man called RB.

    • Under RB the Zambian economy was booming, and the Kwacha was stable. The man you are calling a thief left $3 billion dollars in the state coffers as well as ensuring that infrastructure development took place whilst still managing to provide subsidies for fuel and mealie meal. If anything, you should be on your knees asking for forgiveness from RB begging him to take over the presidency again.

Even borrowed money that Miles Sampa was bragging about on facebook has been misappropriated and misused, Sata is long gone and they have left the bill to our children….why am I reading about too many doctor’s titles in this article,just because one is a qualified medical doctor it does not mean they can run a hospital or be a Health minister, there are people who are read and trained in university for these roles; lets put all doctors in operation (insides the thick of things) we have a shortage of them. If one wants to be in management he/she must dedicate at least 25 hours a week to a local gov’t clinic or hospital.

  8. Please give the President time to work. Why have you invested so much time pulling him down? Is this the Zambia we want t build? Wait for me to become President. There will be no nonsense and reckless conduct. Democracy is not absolute and all should know that. A pinch of salt is sometimes needed to eradicate cobwebs and evil. Sanity is needed in our Country as insulting the Presidency is creating a very bad precedence. Sadly even the so called men of the collar have joined in uncivilized language towards the leadership. I wonder which Holy ghost they may claim to have when they , many of them have sold their birth right for a political meal ticket.   11. Unfortunately for mother Zambia, both the criticizer and the criticized are, more often than not, impotent. President Lungu is not a Harvard University graduate. We knew that he wasn’t, when we voted for him. Indeed, the common phrase that was being used to describe him then was “chakolwa.” He happens to be just as ordinarily common, as any of us. Do we suppose that, now that he is president, he will perform miracles?

  13. Actually Laston Chikoya has failed the institution and must step aside. You can have a man at the help of the institution who is not willing to change and does not get advice from the others. The man is too selfish and he is busy diverting the funds of important projects. Why start a project if there is no funding? The funding was there but it was diverted because there is no proper monitoring of the project, this is the reason other organisations funding the project are pulling out.
