Mansa township roads contract terminated

The Ministry of Local Government and Housing has terminated the contract for the rehabilitation and upgrading of the 27.85 kilo meters township roads in Mansa.

Mansa Municipal Council Public Relations Officer Chris Mulaliki has confirmed the development to ZANIS in an interview in Mansa today.

Mr Mulaliki says the contract which was awarded to a Chinese company Hua Jiang Investment Limited in 2014 has been terminated due to the contractor not submitting the performance bond within twenty one days of acceptance of the contract.

Mr Mulaliki disclosed that instead of Hua Jiang Limited submitting the performance bond, the company allowed another contractor Max Industries to submit the bond, an agreement which the Ministry of Local Government and Housing was not aware of.

He said Max Industries Limited organized themselves and took possession of the site and started the works but have been stopped as the Ministry is not aware of the contract.

Mr. Mulaliki said the Ministry of Local Government and Housing later issued a notice and terminated the contract number MLGH/W/031/13 for rehabilitation and upgrading of urban roads in the district to bituminous standard.

He said the K96 Million contract was supposed to commence on 25 August, 2014 and run for 14 months.

Mr Mulaliki has since appealed to the residents of Mansa to be patient with the works saying Mansa Municipal Council and the Ministry of Local Government and Housing will soon engage a new contractor to do the works.

  1. Mansa Municipal Council you deserve to be congratulted for this move. This is how it should be done, before any advance payment is made, if the contractor fails to abide by the Conditions of Contract terminate the contract! This will teach them a lesson.

  2. Mansa residents are very disappointed with the government. Of all the provinces, only Mansa has this problems.For along time now this has been the trend, and they always forget that mansa, is the strong hold for government of the day. Now we have only five mouths to go before the general elections, P F. will cry, because mansa is not the same; it is the different place, get me.People here they know who they are and their needs, so they know what to do in 2016, come what may this government will cry. Nothing is charging in mansa, the roads are impassable in mansa town elsewhere they are working on the roads electricity is on and off every time no industry no jobs nothing we will see.

  3. WE WANT TO USE THE SAME ISSUE OF CONTRACTORS TO EXPRESS OUR DISAPPOINTMENT AT LUCKY MULUSA’s PRONOUNCEMENT DISCREDITING ZAMBIAN CONTRACTORS IN CHINA. WHY SHOULD MULUSA DO THAT? IS HE DRUNK WITH THE NEW POSITION OF PRESIDENTIAL PROJECT ADVISOR. IS IT SOMETHING THAT HE NEVER EXPECTED TO HAVE? HIS ACTION HS INJURED MANY ZAMBIANS HERE AT HOME. HIS REASONING AND SENSE OF JUDGEMENT IS OF VERY LOW CALIBRE. HE MUST RELAX AND TAKE A CUP OF COFFEE TO STABALIZE HIS APPONTMENT SO THAT HE THINKS SOBER BEFOR MAKING TREACHEROUS PRONOUNCEMENTS IN A FOREIGN LAND.

  4. SPECIAL REQUEST: LT has gone international and some of us are not good linguists, Some phrases like ‘Ifintu ni Lungu’ among others leave us ‘hanging’. Let’s be our brothers’ keepers. We are facing similar tribulations and trying to find solutions together. Where applicable, lets not turn it too local. We are submerged in the process. English serves better.

  5. There a lot of holes in this termination and we need to raise a red flags.

    The Contract to do the township roads was signed last year by Huang Jiang (Chinese) and within 21 days they were supposed to deposit a performance bond.

    A performance bond was submitted in another companys’ name and accepted by MLGH, how? This is three months into 2015. At handover of site all the documentation from the contractor must be checked and accepted by the client. The bond that was submitted may even be fake. Someone is shielding Huang Jiang in the system (MLGH).

  6. I only hope the new contractor will be found be fore 2016. Any one who is not willing to follow the rules of the game should be shown a RED card, that is the name of the game period. Let other districts also follow suit so that we can bring sanity in the construction industry. we need development in our beautiful district MANSA.

  7. What Mulusa said is true. We know some people who awarded instead of working on the projects are busy buying expensive vehicles. Sata their relative alibatumpike!
