ZESCO CONTINUES TO DOOM ZAMBIA’S ECONOMY – MORE DARK DAYS!

Zambia is headed for darker days due to an electricity deficit that is a result of low water levels at the Itezhi-Tezhi reservoir and Kariba Dam. However, this deficit in electricity is further evidence of the lack of planning that has characterized the PF Government since 2011. The PF Government from inception has been running on excuses for things of their own making due to their inability to prioritise and plan well. And now, Zambia will continue to be in the dark.

The electricity generation system has come under severe strain due to maintenance backlogs and a failure to bring new generating capacity on-time to match economic and social development demand. This is against the background that only 22% of Zambians have access to electricity. ZESCO received US$186 Million for Kafue Gorge Lower Power Project and another US$69 million for the Power Distribution Project from the $750 million Eurobond.

However, to date we are yet to see the benefits of that investment. Strangely, instead we have seen increased tariffs on consumers who are already burdened with higher costs of living. ZESCO has failed to attract any real commercial investment because of political patronage. The recent removal of the Board and CEO, clearly flouting corporate Governance standards, illustrate the depth of the political rot and interference in ZESCO in the PF government.

ZESCO is able to produce about 2,336.8 megawatts of electricity but almost a third of its capacity (producing an average of 1,300 MW) is offline due to unplanned maintenance and poor distribution networks. As access to electricity is one of the key drivers of economic activity this continued power shortage is a huge hindrance to economic growth and our international competitiveness. For example, Zambia loses over US$9,000 revenue per minute of a mine not having power. The entire economy loses US$36,000 for every minute that we have a power outage. This is what ZESCO and the major shareholder, Government, do not realize.

Policy options – The UPND Approach

1. As UPND, we will ensure that more money is raised for continued energy sector investments through Public Private Partnerships and by providing incentives to private sector to invest in the energy sector. The aim is to create modern power generating infrastructure to meet Zambia’s growing demand
2. We will revitalise the role of the ERB to ensure that it creates a conducive regulatory environment that will create a level playing field for other independent power producers so that we enhance private sector’s active participation.
3. UPND’s aim will be to cut the waste created by bloating ZESCO with PF party cadres. ZESCO will be turned into a professional institution and not a job reserve place for cadres and source of employment on patronage lines which have contributed to higher staff costs.
4. We will promote and ensure accountability in ZESCO’s investment infrastructure to ensure value for every Kwacha invested and not repeat the failures to account for millions of dollars by the PF from the Eurobond whose value has not been seen.

    • Good observations. But I doubt they are original to HH. I am sure he just forgot to mention his MOLES in Govt supplying him with such detailed plans/ideas. Any time this guy comes up with something that looks intelligent and detailed, you got to be suspicious. Seen this movie before!

      I think the biggest thing HH needs to learn is when to speak like a concerned citizen and a qualified economist he claims to be, and when to talk like a politician. You can not start blaming political parties or people for acts of God/Nature (draught) and think citizens will take your message seriously. It just sounds whiny!

      By the way $186 million is probably only enough for feasibility studies, and not an entire hydroelectric power project of the size being contemplated for the Gorge.

    HH talks about issues that affect all of us but we attack the person and not the issue at hand, what is wrong with us Africans only God knows, no wonder African is the least developed continent and the most corrupt.

  7. I would like to hear from the govt. How true is this? Just a day or ago, zesco announced 5 projects that have been completed. I would expect improved power generation not this statement. Well at least he has criticized and provided solutions as pf always demands.

    • I will not vote for him again. ECL should be given a chance to rule for a full term. Ask Kavindele about it. We do not want to start building houses for Presidents that have not served the people for full terms. So HH can wait till after 2016.

    Mines were told to pay for their own electricity costs…..which the consumers have to shoulder.

    This HH is a baffling individual. How does he see any changes to his popularity? He is just sticking up problems rather than being part of the solution. He can’t be in Parliament so he goes on a rampage of misinformation and damage to the stability and economic well being of our country.

  21. ZESCO is too big for these numb heads, best way to deal with it though a laborious process is to break it up into three divisions; 1.Generation, 2.Distribution and (3) Retail.

    Let ZESCO deal with Generation for the whole country and also invite other producers to feed the national grid as well and encourage reward renewable energy producers such as solar and wind energy; Germany produces about approx. 35.2 terawatt-hours, or about 6.9 percent form solar and they are not blessed with abundant sunshine like us.
    Divide the distribution into two to three separate quasi gov’t specialist companies to deal with distribution in two to three parts of the country. As for the Retail side of it privatize and bring in as many as four energy retailers to encourage competition and lower tariffs.

    • What you are proposing, is exactly the situation in South Africa. Municipalities buy bulk electricity from Eskom which they in turn sale to consumers. South Africa is experiencing a serious power shortage at the moment. As for Zambia, when the government borrowed money to save the Kariba Dam from collapsing, the majority of the opposition members were up in arms criticising the government. PLEASE ZAMBIANS WATCH OUT, ALL HH WANTS TO DO IS PRIVATISE ZESCO AT GIVE AWAY PRICE.     At this conference Mr Hibajene explained that government had developed strong regulatory and policy support mechanisms to attract investment into the hydropower development sector by creating a dedicated unit in the Ministry of Energy – the Office for Promoting Private Power Investment (OPPPI) – which interfaced directly with investors and “championed” support for private-sector hydropower projects. As for the Eurobond Mr Kapanta explained how ZESCO used it. Cost of 1MW is $3000 therefore the 750 MW Kafue Lower is over $2 billions. Lack of private investment is due to low tariffs.

      PF government is far from being expired. It is very fresh. The one to expire is UPND which will soon prove to very irrelevant to Zambian politics as it is only a regional party. This will be proved in 2016 without doubt. The real chimbwi, HH and his chimbwilistic party UP N Down, will really fall down with a huge thud.
