OFFICIAL STATEMENT

14 APRIL 2015

We call on President Edgar Lungu to urgently prioritise the nomination of substantive Chairperson at the Electoral Commission of Zambia to take over from Justice Ireen Mambilima who previously held the position.

Mr. Lungu and his PF government must know that ECZ is such an important institution that it cannot continue without the top leadership such as the Chairperson.

As the Commission will soon embark on a voter registration exercise and preparations for next year’s tripartite elections it is essential that planning for such important undertakings is overseen by a Chairperson that has the confidence of political parties, civil society and the public.

A suitable name must be nominated for possible ratification at Parliament so that whoever takes over has sufficient time to get to grips with the huge task ahead, address the deficiencies identified in previous elections and build relationships with the necessary stakeholders

Confidence in the election process starts with the kind of people that are appointed to manage the electoral process, hence the need to urgently identify an appropriate successor for Justice Mambilima who is widely respected.

  1. Well said, man of vision. The presence of a head of an institution is critical for any organisation especially for ECZ since there are election next year. PF is used not to have board of directors for many institutions.

    Now I must say that is civilized of HH, for the first time since January 2015 HH has acknowledged that Zambia has a President in place. That is as it should be. For this I am giving him 5 marks out of 100, if he continues at this rate up to 2016 elections, I may give him 65%. Now don’t you misunderstand me people, I am not referring to percentage votes…kikikikiki….that’s for the people of Zambia to decide, I am only referring to HH respecting those in authority……kikikikiki…..

  3. The President is looking for a suitable candidate to handle such a mammoth task and there is no need for him to be in a hurry.
    HH must concentrate on finding his replacement as UPND president instead of giving directives to the Republican President.

    The ECZ chairman can even be appointed in 2016 as there is no emergency. For the our President Mr. Edgar Chagwa Lungu is focused on ensuring that development takes centre stage in our country, our youths get employment and the prices of essential commodities is reduced NOT wasting time on the ECZ chairperson.

    • Am sure some UPnDN insider has leaked infor to HH that ECL is about to announce the ECZ Chair so that HH gives this directive so that the can claim that they told the president what to do . How cheap. If yu are the smarter one why are yu not in plot 1

  5. @Secret Code. Zambia is failing to develop because of waiting until the emergency arises instead of having vision and avoiding the emergency. Firefighting all the way will not improve the lives of zambians who are suffering.

  6. I equally congratulate HH for this sober address in total recognition of the head of state. In fact the ECZ chair requires a neutral person. Applicants can be vetted by parliament and after thorough screening the ultimate winner can take the post. Election is like a football match whose referee cannot be easily biased. This is one of the rare chances i have heard this guy talk sense. I have been used to hearing him criticising unnecessarily in international platforms. Sort it out before it becomes an international issue as usual.

  8. Like seriously HH, there are serious issues pressing Zambians and am disappointed that you are not addressing these;

    – Rising cost of food
    – Slowing economic growth
    – Fall in value of the Kwacha
    – High taxes, VAT

    Come on, represent the people and not interests and people will represent you!

  9. St desperation, you have really pointed out the real issues affecting the nation at the moment. Now, these issues need to be addressed by the President who has no vision. He told us so. Even you advise him, he will not listen.

    The only way we can get round the problems this country is currently facing is to change the current government. That is why ECZ needs to have the head so that the results in 2016 can be credible for a right candidate to come into plot one.

    The way things are going with PF, GBM says that there is no light at the end of the tunnel. Come home and smell the coffee!!

  12. HH is a man with no morals now! How can you be organizing weekly press releases just to pre-empty what you know the Head of State is what he is going to do! Utter nonsense, the man should give us his original ideas if at all he has any. I am now convinced that Zambians made the right choice in voting ECL for president. It was going to be the biggest blunder to put this man HH who lacks any wisdom and morals.

HH has got nothing to do hence behaving like a child play of “donki”.Appointments are done way before a pronouncement is made to the public to allow for vetting process to be done.President Lungu has today informed the nation of the new appointments for the commissioners including the Chairperson of the Electoral commission of Zambia. Now what is HH talking about. I now understand why people call him an attention seeker who does not understand how government systems work.Sometimes its better to be quiet than show your irrelevance.

  14. HH’s strategy of preemptying presidential appointments so that he can look smarter and claim credit for it is a non starter. First of all, if he’s a true seeker of the presidency, he should be wary that demeaning the presidency is the unwisest step for a man of his ambitions. The OP moles that have been providing him with state information are a serious security threat. Besides, he’s sowing corruption in the state institution by buying information and pretending he’s much smarter. I can’t wait for him to be president because whatever goes round must come round. No doubt if elected as president, the same institution he’s been using to steal information will also be selling state information to his opponents.
