Durban – King Goodwill Zwelithini has issued a set of instructions to traditional leaders on the processes to follow when foreigners want to settle in their areas.

The king called on traditional leaders to make sure that foreigners had legal documents that allowed them to be in the country.

He said foreigners who wanted to settle on land controlled by the Ingonyama Trust should also be introduced to him in the company of the ambassadors of their countries.

The king was addressing traditional leaders from across the province during the opening of the House of Traditional Leaders in Ulundi on Thursday.

Traditional leaders from other provinces also attended.

“Once the foreigners are introduced to you, there should be a way of bringing them to the royal palace. They should be accompanied by ambassadors from their countries,” King Zwelithini said.

He would soon meet community safety and liaison MEC Willies Mchunu to talk about the formation of the KwaZulu-Natal Public Peace Process, which he announced during a peace imbizo at the Moses Mabhida Stadium, in Durban, on April 20.

“I wish this peace agreement to be signed by every affected country (whose citizens are foreigners in the country).

“I need every traditional leader to have personal details of foreigners living under their territories.”

He said locals who wanted to accommodate foreigners should get permission from a traditional leader. In addition:

  • The traditional leader should ensure that the foreigner had the right documents to be in the country and double check the authenticity of those documents.
  • Once the traditional leader was satisfied with the documents’ authenticity, he should go to a police station and Home Affairs office to get a stamp, which would allow the foreigner to settle in an area and ensure the terms of the arrangement were not breached.
  • The municipalities, Home Affairs and police should ensure that foreigners who wanted to run a business did so under strict guidelines.
  • The Ingonyama Trust Board should provide guidelines on allocating land to foreigners.
  • Traditional leaders should attend a workshop on laws governing foreigners.
  • The various levels of the government should come up with guidelines before June 25.

The king also asked Premier Senzo Mchunu to organise a meeting between himself, traditional leaders, the government and ambassadors to talk about the xenophobic attacks, illegal immigrants and the relationship between KwaZulu-Natal and affected countries.

“I also appeal to (Home Affairs) Minister (Malusi) Gigaba (State Security Minister David) Mahlobo and (Police Minister Nathi) Nhleko to assist with training of traditional leaders on how to accommodate foreign nationals,” he said.

“I say this because I know that foreign nationals in any country are controlled under international laws. We need to understand the details of these laws.”

King Zwelithini said this would help foreigners and locals to live in harmony and understand each other’s culture.

“On the other hand, we are going to teach foreigners about our culture and way of life.”

He again denied having called on foreigners to pack their belongings and leave South Africa during a speech in Pongola in March. It was widely reported that he said that foreigners were changing the country’s culture and were taking over the local economy.

The SA Human Rights Commission is investigating complaints, including that the Pongola speech constituted hate speech and violation of the right to life.

    • Of my bucket list for places to visit, South Africa is not one of them. I heard tales of violence and robbery from my brother who used to do business in South Africa and was repulsed by it all. I will never visit South Africa not even to make a stop over in one of their airports en route to Zambia. This sorry excuse of a king thinks every one is clamoring to visit his country. Guess what Nelson Mandela is dead. No one is interested in South Africa like that any more!

  2. I am of the view that even if South Africa gives the impression of being orderly and an example of emerging democracy it is sliding back into unknown governance system. I say that because the King is hijacking the role of home affairs ministry. Ambassadors represent countries in other countries on bilateral terms. This is usurpation of state powers by kings or chiefdoms. I don’t know how South Africa is organized. It seems kings are more powerful and cannot be corrected. South Africa has a capable and well equipped police service and home affairs ministry running the immigration. What is
    on?

    • Ernest, isn’t the core problem the relationship between a modern democratic dispensation and an active and, in my view, archaic order of the King? Europe had similar problems until absolute monarchs were abolished or made ceremonial. I am of the opinion that there is a deeper problem not only in South Africa but the whole of Africa about what should be the powers and role of these chiefs and Kings in democratic republics.

  3. Well it is clear that there are tougher times ahead for foreigners in SA. This is simply a wake up call for those planning to end in SA. Badwill is not up to any good, he wants to make sure there are as less foreigners on SA land as possible. The conditions he has set up are tricky especially that now we are seeing a situation were parallel immigration systems are being introduced. Foreigners watch out and better off stay away from those traditional thugs!

  9. SA has never been on my shortlist of go-to places, especially with respect to long term stay. I watched in awe as troops of professionals ignored other viable destinations for this so-called economic haven. Now for once my friends will take a glance my direction where we against all odds are better off than in SA.

    Who wants to settle in a place where one is regarded inferior and treated as a second class citizen in the eyes of the law? If foreigners are not given a chance to integrate, it means they are outlaws and the system condones their persecution.

    • If you dislike the barotse nonsense so much, why not let them go away and form their own country? Somehow you had to bring in upnd and barotseland in an unrelated story. Or have you forgotten that Sata used the barotseland agreement story to woo the western province vote? or that chiluba did the same in 1991? Truth is, when it’s convenient zambian politicians will use the barotseland agreement to gain votes. There might not be so many votes, but losing a whole province can turn tables in a political game.

      Zwilithini has a bantustan mentality and he wants to treat his brothers they way they treated them by white colonisers. It is really a sad day when a fellow black man in Africa is calling you a foreigner. Its very laughable. Who knows whether some of Zwilithini’s relatives came from Mozambique, Angola or Zambia?

  23. Very funny.is this just a repeat if you watched the inactiment of that movie Shaka, Zulu. So how does this work out? 22 nationals from Mozambique, 16 Malawians, 5 Zambians, 58 Nigerians, 20 Bangladesh, 1 British, 2 Americans, 36 Congolese, 14 Ghanaians and mind you they are all coming on different days and times. Man….ambassadors will be busy going to the palace.
    Perhaps what I get is, the king feels marginalized all these foreigners in his kingdom.

  28. I am a black guy, and every time I am at Oliver Tambo Airport I look forward to being attended to by white South African immigration officials. Black South Africans immigration officials tend to be very hostile and unfriendly if you are black but can’t speak Zulu or Sotho. What a country!! It’s going to completely kill off their tourism industry!
