Former Southern Province Permanent Secretary, Gladys Zaloumis Kristafor has been arrested by the Government Joint Investigations Team for abuse of authority of office and wilful failure to comply with procurement procedures involving K997, 600.
This is contained in a media statement released to the media by the Anti- Corruption Commission Public Relations manager Timothy Moono today.
Mrs Kristafor, 54, of Plot number 4424/199 Highlands in Livingstone was arrested yesterday and charged with one count of wilful failure to comply with any law or applicable procedure or guidelines relating to procurement and tendering of contracts contrary to section 33(2) (b) of the Anti- Corruption Act No 38 of 2010. She was also charged with one count of Abuse of authority of office contrary to section 99(1) of the Penal Code Chapter 87 of the Laws of Zambia.
Particulars of the first count are that Gladys Zaloumis Kristafor, on dates unknown but between 1st January, 2011 and 31st December, 2011 at Livingstone, being a person whose function was Permanent Secretary concerned with the administration, management and use of public revenue, wilfully failed to comply with laid down procedures or guidelines relating to management of funds in the manner she varied funds amounting to K997,600.00 without seeking treasury authority in order to purchase two (2) second hand rehabilitated graders from Black Hodge Limited of Kitwe for Rural Roads Unit in Livingstone .
Particulars of the second count are that Gladys Zaloumis Kristafor on dates unknown but between 1st January, 2011 and 31st December, 2011 at Livingstone, being a person employed as Permanent Secretary, abused the authority of her office when she arbitrarily directed and signed for the full payment of two (2) second hand rehabilitated graders worth K997,600.00 purchased from Black Hodge Limited of Kitwe for Rural Roads Unit in Livingstone before the contract was executed and goods delivered, acts prejudicial to the rights and interests of the Government.
Mrs. Kristafor has appeared in court today and pleaded not guilty to the charges. She was released on Bond and will appear in the Livingstone Magistrates Court on 28th May 2015 and 30th June 2015 for Mention and 14th July 2015 for commencement of trial.

Mr. Banda then directed the Nigerian partner to pay proceeds of the oil sales to IEXORA while his son operated under a fake email name of Elwood Fairbanks in the deal.”
Almost $1 million meant for Zambia’s development was allegedly diverted into the account opened by Mr. Banda and his son.

Politics in Zambia is about presidential appointments and control of power by cartels. This is what has caused problems. People want to be appointed only NOT to be later fired or disappointed. When they are appointed its is good. When fired, they get bitter and form political parties. For cartel when they control power and decide whom to arrest and prosecute, the country is okay and is under good leadership. When a leader distances himself from the cartel and ask it to pay back loans that leader is corrupt and must have immunity removed. Twanaka with these Pompwes thieves

The manner in which Government officials interfere with employment into these quasi-government institutions is conducted is sickening.
Not long ago, ZAFFICO advertised for the position of Head Human Resources. Katema, the minister ensured that his younger brother who is currently with ZRA gets the job at any cost. He interfered with the whole process starting with shortlisting to selection of a candidate. Us as staff at ZAFFICO know that the younger brother who is over 50 years and apparently having problems to conclude his master’s degree was not selected on merit. However, as employees we are aware that Katema used underhand methods in resulting in MD Mr Frightone Sichone and Board members to succumb leading to the preferred candidate to be replaced at late…
