My appointment is a victory for youths-Patrick Mwanawasa

EASTERN Province deputy permanent secretary Patrick Mwanawasa says his appointment is a victory for youths and pledged to work towards industrialisation as recently directed by President Lungu.

Speaking to journalists on his first day in office yesterday, Mr Mwanawasa, 32, said he was equal to the task and he should not be underrated on account of age.

He commended President Lungu for his appointment and pledged to foster development in the Eastern Province.
He said he was ready for the job, although he will want to learn more from his predecessor Zechariah Luhanga who has been transferred to Public Service Management Division (PSMD).

Mr Mwanawasa, who is pursuing development studies at the Zambian Open University, said he is happy that Eastern Province permanent secretary Chanda Kasolo is at hand to give him the necessary guidance.

Mr Mwanawasa said that he will work hard to achieve the goal of adding more value to the province through industrialisation strategy.

Mr Mwanawasa said in his office in Chipata yesterday that this could only be achieved by following President Edgar Lungu at the SADC extra-ordinary meeting held in Zimbabwe recently that there was need to encourage and support the development of appropriate industries that would in turn transform the primary raw materials into high value finished products.

He said the province being an agriculture area could still add value to investments through the setting up of more plants in order to turn raw material into finished products.

Mr Mwanawasa said the restocking of crocodile bleedings in the province was one of the good initiatives that would assist in bringing value added to the province.

He said he was aware that such initiative of starting restocking crocodile’s bleedings would spur a number of investments in the province.

“We need a crocodile bleeding in Eastern Province. I am alive to the fact that we can extract meat and also extract leather from crocodiles once we start restocking,” he said.

Mr Mwanawasa said that the province boost of having a lot of livestock which could assist in generating income for the local people.

He said it was saddening that most of the economies were being fostered by the foreign investors at the expense of the local people.

He said the local people have the potential to be extractive and foster various investments in the province.
Mr Mwanawasa said he would look forward to various investors who would be setting up various plants in the province.

He said he would also bring the heads of departments together and enhance alot of developments in the province

    • Ni mu Zambia. Even those not qualified for the job are appointed just because of the name.

      Ask yourselves, what track record does Mwanawasa have that will help the people of Eastern province? Most of you will be hard pressed to pull out an answer because there isn’t any track record at all

    • This is his third qualification he is pursuing ba pushi. Who said education ends when you get a first qualification

    • Mwanawasa Jr. I really thought this was just a rumor. I thought this guy was wiser than this. Deputy PS?? And why the hell do we have deputy PS?? All deputy positions should be eliminated. The worst part is you join kaponyas and thieves who only want to destroy Zambia and you think you can bring about industrialization. I do not the late LPM would agree with this decision.

    • Mervis, is this your reasoning? Pathetic to say the least. DPS is a civil service job not a political one. PS position has been politicised for a very long but not so DPS. A PF loyalist with proper qualifications, not aspiring (level achieved not even known) from within the civil service could have been given the appointment. There are many. so it should not be a question of the person but the pot folio, vis a vis national interests. Lungu is just getting at Dr Maurine K Mwanawasa!

    • I like Edgar, he is taking care of orphans. Why should Mulenga Sata and Patrick Mwanawasa be unemployed?
      He should extend hand Chiluba’s children too.

    • Working for the civil service without a name or someone to “push” for you is mist frustrating. Anyway, what does a DPS do in a province where everyday activities are of a political nature. There is little technical work at that level in the province. The work is done by line ministry heads, anyway.

    • I completely agree. I think this is a lesson to people who name their Jr. children on the basis of looks. I think you should be naming your kids Jr. only if they show behavioral trends similar to yours. This chap is nothing like his Dad.

  3. Now Mr. Lungu is experimenting with genetically modified rats. Seriously this is of great concern. This guy wants to bread crocks as his priority project for eastern province?? Further he wants to learn…..??? What is his position?? Deputy CEO of a province in Zambia. Mr. Lungu please be serious. Zambia cannot be a laboratory for wasteful experiments… You are a lawyer, please use some of your humble close friends to get you smart progressive ordinary Zambians, not this GMO.

    • Patrick was a good friend of mine and a classmate from grade 8 to 9 at Mumbwa high school. Hes hardworking and for this I congratulate him. Only that he has joined a party that has no good plans for Zambia.

  4. I think the 192 million loan has been blown out of proportion.Security monies are usually kept secret simply because these types of funds do not even go through audit.Anyways no too much time to waste on this topic.

    • Shallow thinking, school never ends. One can learn for life. Only short sighted fellows like you think you can finish studying.
      Learn to appreciate at times. I was snr Engineer at a huge project with 26 years only on 1986. To day I am still studying and doing mainly my own stuff & consultancies. At 32 he is old enough, and is already past grade 12.
      He is far better than most DC s past and present yet that position is same level as Depth Permsec. Leave the boy alone.

The chap is empty. in fact he will not even write the assignments because for him to go to university without walls, it means he is a struggler. if looking for raw youths to groom, why not get some of those that were advised to sell tomato not long ago? Please, don’t insult the civil service in this way!!!!!!

    • Ask Michael Kaingu when he completed his Degree and his doctorate and you will shocked. Iam 48yrs and starting a degree for a reasonable purpose.

    • You must be very dull. Who told you that colonialist brought bicycle plant?

      The Bicycle Plant (luangwa Industries) was brought by SUPER KEN and UNIP. The structures are still there but chiluba sold them to Al shababa of Chipata. It is now a wholesale and retail shop. NO production.

    • Be serious you *****. You cant compare Kaunda era to day. There were only 100 university graduates in 1964. To day there are thousands of graduates without jobs and there is no justification for this stupid president to appoint a school going non-experienced ***** to such s demanding job. Yes there is need to groom youths to take over from ageing politicians, but parachuting them from nowhere into such demanding jobs is not grooming but destroying them. If Lungu wants to appease Levy, Sata, Kunda and RB by enriching their children, he will be hunted like a dog after 2016. The world is getting smaller and gone are the days when you could stash/hide cash in some foreign country and hope to live happily thereafter. How did Lungu come to know about some school going good for nothing bankum?

    • How do you employ deputy CEO of a province with only academic qualifications, could be 3 or 4 qualifications and up to 15 years, but green and expect high volume of production or industrialize the province? This would not happen in a developed country even if he has a PHD. The first speech from Mr. Mwanawasa being in office as a Deputy Permanent Secretary speaks volume that he has no idea how to create wealth and industrialize the province. His approach to industrial revolution will take Eastern Province to no where and people will continue in poverty; That will not translate into wealth, but “tuntemba” which has not helped Zambia to come out of poverty. I am not disrespecting Patrick, but stating the facts. Foreign service would be probably appropriate for Patrick. Experiment

    • What has he said? Bleeding crocodiles?

      He contradicted himself when he said foreigners are running businesses at the expense of the locals. And then he turns around and says, he will seek out foreign investors for the extraction industry.

      This president does not have an agenda, gave the kid no instructions hence the confusion. Not that he has done that to anybody. But isn’t it any wonder all minsters say what they want to say when they want to say?

  8. I thought this guy was studying LAW in some University in UK? When did he change to doing what he is studying now.
    As a former Chengelo School student, you have done well Patrick. Look out for the people who are bendt on destroying your path.

    • Hes just a play boy- firstly he tried University of Capetown. i happened to be at UCT with him when he was humble boy, he failed to complete the studies when his father became president of Zambia. he was then sent to the UK with hope that he will come back with a degree but all in vain. i doubt if he will finish with all the partying and the booze. i see him spending a lot of time in lusaka instead of his work station-chipata where there is no Potico and News cafe. kuwayawayafye with certain appointments.

  9. How on earth can you have a DPS without even a diploma? This is a non-political position, where career civil servants should rise on merit. I’m OK if this Dude was appointed as DC or PS, because these two positions are politicized and reserved for political cadres, not DPS surely!

  10. @Checha, Zambia is personal to all of us. I like the idea of youth development. But this young man of all people is not the right fit at this moment at this time. Competing at a global scale requires ideas way bigger than breeding crocs. While he is learning from the wrong boss, China will have bought the whole eastern province. Zambia needs economists, lawyers, Doctors, farmers and above all entrepreneurs. This young man is nowhere near any one of these. Please don’t get me wrong he is a wonderful human being and he loves his country, but the country needs more than he can give. Worse he will actually be getting from the country as he has always been doing all his life. Believe me their are alot of ordinary Zambians out their that will make the president look good. Not this pick….

  11. The President said we should add value to our raw materials but is the first one to export maize to Zimbambwe and Congo instead of meal meal which can fetch the country more revenue always saying the opposite in PF.
    You want to grow agriculture by stock rearing but few days ago your Deputy Secretary general Mumbi Phiri was teasing cattle farmers as kachemas as she wants us to be bar men like Lungu and thieves of rails in the name of scrap metal dealer like Chishimba.
    This government has nothing to offer as you want to buy more guns at the expense of social needs and now you want more farms for crocodiles in Eastern province.
    Those who wont be killed by the guns will be finished with crocodiles and the pangas.

    • That’s being insincere. You’re not being honest. It is no good for the development of this country. When people speak facts it is good. Pretending that Patrick qualifies would be joke and a disgrace to the Zambian people. If the position of DPS was being ratified by Parliament Patrick would not qualify for the job. There are many civil servants with better qualifications and experience who would do a better job. When you turn a blind eye and pretend that “I am happy for Patrick”, you as a citizen you are destroying this country. No wonder this country is in poverty. Afraid to say this appointment was not made in good faith by the president. Patrick is just being used for political mileage in preparation for 2016 because we loved his father for what he did.

  14. It is a broken system. Whilst we celebrate youth empowerment we must not condone partisan and subjective empowerment that only serves as symbolism of what having a big name behind you does. Very soon even teachers will be appointed by the President as we continue to ignore laid out Civil Services practices on appointment and performance. I hardly even hear of those exams civil servants were always anxious about taking in the past…

  15. Come on guys,lets research before we comment,Patrick has a degree in business administration,that i know for a fact.And like one blogger said,nobody was born with experience,everyone started from somewhere.Give this young man a chance and the support he needs,not this phd syndrome.

    • Iwe Zamcab which degree? he didnt complete pa UCT. This is when he has started his BBA with open university.

    • Do non experienced medical doctors carry surgery on their own or work along with experienced doctors as doctors in training, or are they appointed to the position of Deputy Medical Superintendents? Even after qualifying as a junior doctor, he/she will not undertake surgery that requires opening of a human body or complicated case with less for 3 to 5 years as a junior doctor. This is exactly what the president has done, appointed an intern, Patrick who has even no civil servant background. You expect Patrick to do miracles to achieve industrialization in Eastern Province. Patrick will not be blamed for not performing, but the appointing authority. This is why Zambia is in this condition and doomed. Cadres being given professional jobs instead of political jobs.

    • @ Zamcab indeed no one was born with experience but be reminded that the same politicians have a habit of denying those aspiring leadership positions advancing excuses of lacking experience at certain levels of party structures! Simply put and in line with how Sata hounded Mazoka for lack of experience at lower party levels my argument is Patrick Mwanawasa does not qualify for this position in the civil service as he has been neither a Human Resources Development Officer nor Executive Officer. This appointment is a slap to Civil Service administration!

    Lazy Bum Lungu continues to increase the civil service by putting more empty tin cadres on GRZ payroll even when some are still studying.

    • When ECL took office we all thought a new era had began. We all thought the family forest running from Kaseba, Kasolo, Sata, Chiti, Ng’andu, Kasese, Yamba, Chikolowa, Mponda, would end. We are all Zambians and we deserve the best to serve us. But surely a 32 year old failure who couldn’t complete school sired a child he abandoned can now be considered DPS material? What is this ECL.?You said you would listen to the electorate and we are telling you on this one NO! We told you NO on Chris Mvunga! PF is cheapening these positions of PS and DPS.People with no experience in the civil service and you give them top jobs.Surely are you being fair to expect Provincial Heads of departments to begin teaching them ? how do you supervise something you do not know ? Its very disappointing to the hard working civil servants watching this kind of trash going on.Dr Msiska why are you not advising the President correctly ? I am happy i work for the private sector where there is predictability.

  26. I would like to respond to @ permalink and others who have criticized the appointment of Jr Mwanawasa on account of track record or experience.

    There is what we call training on duty. Again there is what is called potential. Iam sure the president had that in mind.

    If people are not allowed to be exposed in order to acquire the necessary experience how are we going to have citizens with experience?

    Nobody has been born with experience. All those with experience have just acquired it by being given an opportunity to prove themselves.

    Jr Mwanawasa has been given an opportunity. It is up to him now to prove that he has what it takes.

    • @Lapkeni Family, This is NO time for potential. It is time to solve serious problems in the mining sector, Agriculture sector, tourism, housing, Health….. Seriously you think this boy can solve teen pregnancy and early marriages for young girls in Eastern province? Not even sure he understands that is is one of the major problems in that region. These are the problems of our time in Zambia. Building new entrepreneurs to setup a manufacturing industry in eastern province? What kind of policy would he help set or implement. Family name recognition is all that has propelled him to this position. Very sad. Some Zambians never learn the world. This is serious business.

    • You shouldn’t have said “ALL” but “SOME” against PM Jr appointment for personally I have risen through civil service administrative ranks, I acquired an MA in Business Administration five years ago and I condemn this appointment as simplifying administration in civil service!

  32. President Lungu had the appointment of Patrick Mwanawasa wrong. To be frank Lungu’s appointments todate have been very disappointing but this latest one of Patrick Mwanawasa is the most senseless. Its not that the boy has no qualifications but he is a very pompous youngman who is very corrupt. He is the type who thinks being in leadership is to eat. Lungu missed the point on this one. But his appointments todate have been mediocre to say the least. Just to name a few, Kambwili is not supposed to be a Minister, Kaizer Zulu and Mulenga are not supposed to be at State house, the Attorney General is too fresh. And why has Lungu retained people like Msiska, Kasolo and Mwila at Home Affairs? The few months Lungu is in power was the time to correct the wrongs Sata left us with. But Alas!

  33. Congratulations Patrick. Age is just a number. Samuel in the Bible became a King at a tender age. Our great politician Dr Mwanga became a Diplomatic at a tender age. Just be open and learn from those you have found.

    • A study on Samuel or Dr. Mwanga cannot be likened to Patrick: the point is not tender age, but setting. It is like a person who has just graduated with a degree in Electrical Engineering appointed to a position of Director Electrical Services. This person would be ineffective, impotent and not capable making decision based on concrete substance in real world but based on ideal. What kind of decision is this person going to make who has not practiced engineering, and not undergone engineer in training for 4 years, at the deputy director level – decision making? Garbage. Would not differentiate between garbage & substance & between ideas that sound good but trash. When a person comes out with a degree in engineering is not called an engineer until competencies in training are completed.

  34. I have a first degree in Economics and a Masters from the UK, 20 years experience in the Civil Service and just languishing in one of the Government offices in the rural areas.

  35. ba zulu ishuko lyamunobe tabalyendelamo, even me i got a job in 2011 @ the age of 33 o the past yrs i failed to get it so i cnt feel bad wen someone finds a job immediately after school may b at the age of 24yrs
