Traffic cop jailed for corrupt practises

A POLICE Traffic Officer at the Lusaka Central Police has been sentenced to 36 months imprisonment with hard labour for corrupt practices involving K 1, 000.

Lusaka Magistrate Lameck Mwale on Wednesday found Titus Chisanga, 36, of House No. 3 Block 10 Kafue Police Camp, a Traffic Officer at the Lusaka Central Police, guilty of one count of corrupt practices by public officer contrary to section 29 (1) and 41 of the Anti-Corruption Act No. 41 of 1996 to the laws of Zambia.

In a statement released by Anti Corruption Commission (ACC) public relations officer Tomothy Moono, details of the offence are that Chisanga, between August 25 and December 3, 2009, corruptly solicited for K1, 000 and actually received K500 from Mable Chisanga as an inducement or reward for him to release her impounded motor vehicle registration number ABT 1022 from police custody.

Chisanga was arrested by the Anti-Corruption Commission on 22 December 2012 and charged with one count corrupt practices by public officer contrary to the laws of Zambia.

  1. The first one I have heard of. On a daily basis, there’re dozens of corrupt practices involving traffic cops in broad daylight in full view of other cops. Cops don’t seem to arrest other cops any more. A third force is necessary to curb the vice.

      I concur with your views. This police officer is just unlucky to be in such trouble, he may have refused to share his loot with one of his seniors.
      It is hard to pinpoint a single Zambian police officer who is clean and free from corrupt practices starting with Libongani to the lowest in the ranks.

  2. This chap is just a sacrificial cop. Why did Mable Chisanga take three years to report? Someone jolt my memory did we have ABT in 2009?

  3. Come guys people, do the math. This officer was arrested in 2012, that is 3 years ago. Now he is sentenced to 3 years which has already elapsed since his arrest. Basically he has already served that sentence and he won’t go to prison.

    • He has not served with hard labour yet. People can be arrested, but imprisonment can come upon conviction, and this can be years later because of numerous factors.

      To Jail he goes.

  4. …what sort of traffic offence or defect…..for him to demand that much… K1000…??….if we had 1000 citizens of the Mable Chisanga calibre….I can be assured of atleast 40% reduction in traffic corrupt practice……. the police officer will think twice before demanding for any ‘kickback’ because he/she would think is trying to deal with the Chisanga type…..

  5. Good judgement, sign to the general public side of justice. An offence can be executed as long as evidence is compelling no matter how long it takes.
    Does this ring bells to public ministers, officers with corruption allegations such as Kambwili, Keizier Zulu, Alex Chikwanda with his sons and nephews, Charity Katanga (Congo), RB and his son, Edgar Lungu, Mutembo Nchito, Nsanda (though late) et al, etc, justice is always alive and Zambians will strive to see and feel justice in their midst now or later.

  6. He committed the offence in 2009, was arrested for it in 2012, and sentenced in 2015….

    Bravo Zambian justice system! Good job indeed. Being sentenced for a crime he committed 6 years ago is a true testament of how awesome our justice system is…..

  8. We are also corrupt! It takes 2 to tangle. I opted to appear in court when a ZP officer asked me to pay him over a defective reflector (it was working until I came to that road block). He gave up and simply advised me to correct the situation.

  9. Please retire all traffic cops in the country and invest in IcT, recruit new officers with improved training as this department is ingrained with corruption.

  10. The traffic section of Zambia Police is the most corrupt/rotten. Ask people (Zambians and foreigners) who have driven to Zambia in foreign registered vehicles and you will be told how corrupt the police are. They will shamelessly try by all means to squeeze some money out of you. It is shocking!

  11. This traffic cop who was jailed must be the only honest cop. I know most Zambian traffic cops are crooked but not one of them has ever been jailed. So it seems everything works in reverse.
