President Lungu appoints local government commissioners

President Edgar Lungu has appointed Ms. Christah Ursula Kalulu as Chairperson of the Local Government Service Commission and Mr.Stephen Mubanga Chilatu as her deputy.
President Lungu in a statement released by his special assistance for press and public relations Amos Chanda said he hopes that Ms. Kalulu’s distinguished service in the public sector as Lusaka District Commissioner and Permanent Secretary in the Ministry of Local Government and Housing will spur her to deliver effectively in her new role.

Mr Chilatu’s public service in local government includes his tenure as Lusaka Mayor.
The other members appointed to the Commission are Mr. Mwase Lungu, Mrs Maggie Sombo Chinyama Kapihya and Ms.Bridget Nyau Sule.
The appointments are pursuant to the provisions of Section 90 of the Local Government Act, Chapter 281 of the Laws of Zambia as amended by the Local Government No. 6 of 2010.

    • This is one toothless commission. The former commissioners could not even solve simple admnistrative problems that council workers bring before them. A town clerk/ council secretary is more powerful. I hope these new commissioners will redeem the general loss of faith in it.

    • Kalulu is a southern province name, you tribalist. Why are you scared of other tribes…I’d.iot. Everything is abt regions. Research. Kapihya is north western, chilatu is northern. Mwase is eastern. So even if a commision needs 6 people, all regions should be represented

  1. I was into Zambia recently and proceeded to Walvis Bay to fetch my car that I had shipped earlier. In Livingstone later, I went to buy fruit & veggies for supper from near-by SPAR supper market. Apart from fruits they were selling, like Apples, I discovered they were also selling imported Tomatoes RSA.

    This made me MAD! I approached the Manager to demand why. I told him Zambezi River was just ‘stone throw’ away and that waters from that river have been flowing towards the Indian Ocean for Centuries so, why don’t we grow our own? All we need is simple water Pumps from China and install them along the Zambezi river and pump onto various fields of fruit and vegetables to supply the whole country.

    Just what’s wrong with us? Surely Tomato of all veggies? My heart bleeds for Zambia…

    • Kamotoka mwalisenda boss? Surely you have issues. Did you ask yourself why they import tomatoes? Did you see any farm around Kazungula growing tomatoes?

    • Iwe #3 @ Kope Shinyenga, use your head. You are the one who saw the opportunity of growing tomatoes in Livingstone. Instead of staying abroad and dumping used scrap cars in Zambia, why not use your money to buy secondhand pumps from China, pump water from Zambezi river and grow tomatoes? Get out of the diaspora and help Zambia. Don’t just be good at condemning what you see when you are doing anything yourself. Wake up! ACT POSITIVELY.

Great job Mr. president and I hope and trust that Madam Kalulu and the team will not disappoint you sir, she will try her best and I hope and pray that the incoming team will look into the issues of staff matters e.g promotion. Councils have been sending employees to school and others have been sponsoring themselves spending a lot of money but after graduation from various colleges and universities nothing happens to motivate the employees, us employees we needs to be motivated in one way or another that is by a promotion. So please Madam Kalulu help us, look into our problems as a mother. All the best please as you try to sort out local authorities matters and through God’s guidance everything is possible.

    • Very well spoken dear, the current system in Local Government where promotions are still based on “I propose and I second” by Councilors is very retrogressive because this is encouraging corruption in Councils where desperate- unqualified staff now bribe Councilors for promotions. These un-qualified staff who have been raising from ordinary revenue collectors to CEOs such as TC & CS will never bring anything good to Local Government, infact what they are doing now is mocking people who are studying that they are simply wasting their time for the game in Local Gov`t is all about being known by the Commissioners. Plsea, Just like in the Public Service, Let people with relevant qualifications be considered for promotions if we are to see reasonable change in the Local Government.

  5. Staff matters should be looked in to.Lgsc just transfer people any how.its sad that they don’t even look at marital status of a person.I was transfer from northern to eastern province leaving my partner a civil servant in northern province .is that fair?

  6. simpokolwe was the worst ADMINISTRATOR local government has ever seen. he spent all his time protecting his own stooges who are town clerks/ council secretaries. these guys have become dons in councils and have no fear for any GRZ financial regulations. they amass wealth through travelin and anyone who questions a council Secretary is told, “am the one who goes to PAC,” and can decide as i please wrong or right after all i have my backers at the commission.
