UPND MPs should be arrested and prosecuted for “Chewing” NCC Money-Kapata

PATRIOTIC Front (PF) elections chairperson Jean Kapata has demanded the arrest and prosecution of UPND members of Parliament (MPs) who actively participated in the National Constitution Conference (NCC) and enjoyed its huge allowances but shot down the Bill when it went to Parliament, leading to the collapse of the constitution-making process in 2011.

Ms Kapata has charged that the UPND parliamentarians defrauded Zambians by receiving the NCC allowances under the guise of supporting the constitution-making process under the Levy Mwanawasa presidency.

Reacting to UPND presidential spokesperson Edward Mumbi who accused the PF of having caused the collapse of the NCC because the then opposition political party refused to participate in the NCC, Ms Kapata demanded that all the UPND parliamentarians who received NCC allowances but boycotted the process in Parliament should be made to pay back the money because it was fraudulently obtained.

She explained that while it was true that 20 MPs of PF were expelled for defying a decree by former president Michael Sata, the 17 that remained were determined to have a transparent constitution-making process and that was why they did not attend the NCC sittings where the UPND MPs drew huge allowances but later shot it down in Parliament.

Ms Kapata said it was not only the 17 PF parliamentarians that boycotted the NCC but other stakeholders including the Oasis Forum, the Catholic Church and other civil society organizations because their desire was to have a process that was universally agreed upon.

“There is no way the UPND is going to deny the fact that they caused the collapse of the NCC and the entire constitution-making process in 2011.

“MMD president Nevers Mumba is correct to blame the UPND for the failure for Zambia to have a new and people-driven Constitution because their MPs were part of the NCC. They attended the NCC sittings at Mulungushi International Conference Centre and got huge allowances.

“When it went to Parliament, the same UPND MPs walked out, boycotting the process. If the UPND had voted with the MMD after enjoying allowances, a two-third majority mark was going to be reached and the NCC could have been successful. They must be charged and arrested for defrauding Zambians,” Ms Kapata said.

    this chaps think that we are dull and that we have forgotten how they chewed our monies under the NCC. ITZ wake up and support Jean Kapata so that these criminals are arrested and be prosecuted in court.

  2. Is this a new story or something for forgetful PFools? UPND asked MMD to include the 50% plus 1 provision in the Constitution bill but MMD refused in 2011. That was why that bill failed in Parliament. That’s a historical fact. UPND has been consistent on this but MMD’s position has drastically changed with Nervous Mumba in charge.

  3. The sadest part of UPND is its suporters failure to see weakness in lits leader. how do you run a part more than 10 years without election? How do you choose someone with no exprience in public office to be president? No Tonga will vote non Tonga but they want us to vote a Tonga

    • Let’s just rewind time a bit and reflect on a few basic facts. KK, FTJ,LPM, would you care to remember how southern province (that place where Tonga originate from ) voted for these men? Before you ask I will say to you yes I left out MCS deliberately. Want to ask me why? Well he is the man responsible for all tribal division that epitomises modern (yet retard like ) tribal rhetoric in politics. A lot of you unprincipled chaps have fallen hook line and sinker in believing and promoting hatred between tribes. There is no two ways of articulating this YOU are the bad seeds peddling lies to the illiterate majority . You are destroying a beautiful country and it’s a shame!

Hon Jean k u’ve forgoten that even yo pf mps shot the same bill in 2011 when it was presented to parliament including yoself voted against, what a shame lunda lady u think u’re bemba,Sata described the same pipo driven as animal driven constitution,why do u hate upnd,give them free space to mobilise their party but u’re busy blocking them, this time upnd mps shall participate in all clauses to be debated, so that we can have a 50%+1 for presidency and running mate

    • When it is a Tonga speaking, it is tribal. When it is a member of another tribe speaking, it is strength.

    If any UPMD chap or official responds and denies this, they will have confirmed the lack of integrity of the whole UPMD leadership chain from bottom to top. Can they continue asking for our votes? Not if they have any integrity left in them!

    Those who live in glass houses should not throw stones at others, especially UPMD who live in 1mm glass houses.

Zambia is a serious circus with leaders that have small brains like that of a chicken.Before you open your mouth it is better to first think,what basis are you going to use to prosecute them when the job that earned them allowances was to sit on the NCC and not to vote for the draft constitution eish too many dull ministers and leaders God help us.

      Chewing has be written with inverted commas. It means it should not be understood in the literal sense. There is nothing wrong about the usage of the word with inverted commas.

  12. Jean Kapata tourism in Zimbabwe is doing very well with large international tourists. check with Vic. falls town in Zim and yet tourism is going down in Zambia since PF came to power. HH 2016
