UPND president Hakainde Hichilema interacts with residents in Bauleni compound

United party for National Development(UPND) President Hakainde Hichilema has said that the Patriotic Front (PF) Government has now borrowed the equivalent to what the UNIP government borrowed in 27 years.

Commenting on reports that the Zambian Government has signed a loan agreement of US$418 million with China to finance the rehabilitation of roads on the Copperbelt under the C400 project, Mr Hichilema said that the contraction of the US$418 million loan by government to finance road rehabilitation on the Copperbelt is poor business judgment.

UPND president Hakainde Hichilema said that the money is at risk because the project has already hit cost overruns and delays at a time when other developments are being undertaken.

Mr. Hichilema said that he suspects that the PF Government has therefore signed this loan only to appease itself.

He has however warned that the US$418 million loan risks being potential loss to taxpayers.

Mr. Hichilema said that he finds it disheartening to see how the PF government is borrowing money at the time that Zambia is grappling with the economic challenges.

Over the weekend in South Africa, Zambia and China Development Bank (CDB) has signed a loan agreement of US$418 million to finance the rehabilitation of roads on the Copperbelt under the C400 project.

The deal was signed here on the side lines of the Johannesburg Summit of the Forum on China-Africa Cooperation (FOCAC) which closed yesterday in Sandton City.

The whole project would cost US$492 million with CDB financing US$418 million while Zambia would foot the 15 per cent difference.

China Henan has been contracted to do the roads works which are expected to start in the first quarter of 2016 and completed two and half years.

The project would be undertaken in all districts including Kalulushi, Chambishi, Kitwe, Chingola, Mufulira, Ndola, Luanshya and Chililabombwe

Finance minister Alexander Chikwanda, who signed on behalf of Zambia, said the agreement said the Government valued the cooperation that existed between the two countries.

      The world bank has projected that 20% of the Zambian budget from 2016 will now go towards the serving of debt. In the next 4 years Zambia is going to pay US$1.7bn interest not principle on the debt Zambia has accumulated which from 2016 will amount to 40% of GDP in Kwacha terms.     UNIP got into power over fifty years ago. If, according to Icilema, PF government has accumulated such a bill, surely nothing can be bad since both the times as well as the economic scenario would entail a much, much bigger bill.

If a Zambian in Chilenje can not see what is happening with the road network there, then we really playing politics. If you leaved in Nthendere in 2010 then you went back there today, then you will know where the borrowed money is going. If you had crossed Luangwa bridge on the river bed and you went there today, then you will know where this borrowed money is going.     I think infrastructure development borrowing is the right way to develop a country which ever way one will want to look at than borrowing to finance salaries or elections or debts. When people see the road turn into awesome roads and better signage, I think people will appreciate that. Just an example, in South Africa the government is now paying SAR150 000 per RDP house to a contractor which just last year was costing half that price. HH's style of politics is fraudulent.     HH, now that the Kwacha in appreciating and the infrastructure projects are almost complete, you seem to be running out of talking points. Schools and universities were built on borrowed money. UTH was built on borrowed money. My PhD was on borrowed money. A new Trades School is being built in my area on borrowed money. Europe could not be where it is if it did not borrow. Please read about the Marshall plan immediately after the Second World War.

      If everyone is a borrower including Europe & American then who is the moneylender who is raking in these million Dollar's? If its China as in the story then how come China is a moneylender? And why can't Zambia emulate China the Shylock(moneylender) instead of Europe the borrower. Don't mention IMF & World Bank as Shylocks cos they are owned by countries who are moneylenders! I don't think even Europe borrows at this pace & if it does then there are always repercussions. You don't need to look further than Greece the European borrower. Britain, Germany, France & USA may borrow but within manageable budget plans & you don't even get to know when they've repaid. In Zambia when they repay even dogs will know cos repayments have to be in form of HIPC cancellations.

    Do not take statistics in a wrong way because numbers can be interpreted in any way. Firstly, there is a time value of money which any economist should know about, USD 5bn is worth a lot less today than it was in 1974. Secondly, no one should deceive you, Zambia desperately needs the current infrastructure projects that the Government is embarking on. The UPND will not tell you this, but if they got into office, they would find a better Zambia than the PF found. When an exchange rate is not favorable, Zambians must scale down on imports and should buy locally manufactured products.

    ...most CB roads rehab were covered under 2012 link Zambia 8000 project with an estimated total cost of $5.3bn....some of the roads rehab were started but stalled...its either someone had grossly under estimated or the funds were mis-applied....deviated/used to pay civil servants salaries...which I'm sure even this latest amount may vanish in similar way....PF, while in opposition, cried foul when MMD started similar projects of grading rural roads using ZNS in 2011.....accusing MMD of rigging and vote 'buying' because it was an election year...why wouldn't the opposition think in similar terms now..??....HIPC tag is not something any poor country would want to be associated with.....

What does Chikwanda mean when he says all districts in CB but leaves out Lufyanyama Masaiti and Mpongwe districts.As a CB born and dweller and Zambian at the same time,I think its not wise to spend all the money on the CB roads alone.Part of this money should have gone to finish the Kalulushi/Lufwanyama/Kasempa turn off road which can boost or promote agriculture along these areas as focus now is on agriculture. Also the Kalulushi depot turn off to Chief Mukutuma area need a tarred road as it has potential in agriculture and timber.     2. Remember also PF needs a lot of money to finance their campaign for next year's presidential election. Some of the money needed for their campaign will be financed this way. 3. Lungu and PF did not anticipate that things would be this bad to the point that they are no sure whether they will win next elections. Since coffers have dried up and in this way they know they can help themselves with the loot as they may not have another opportunity. They do not love the country, but love themselves.     This debt is contracted to be used by chinese contractors building bumpy roads which are not durable at the same price we used to pay for good contractors years back. How can a road done last month already be so bumpy off Libala Road and joining near Kalundu market in Kalundu? Why spend so much on roads when the contractors are failing to give us good durable roads? Better to wait until you get proper contractors not these poor finishers.
