United party for national Development(UPND) Secretary General Stephen Katuka has reacted to Sunday Chanda’s comments that UPND President Hakainde Hichilema was scared of the 50%+1 and the Presidential running mate clause. In a statement released to the media, the UPND Secretary general said that his party is going to win the 2016 margin by a huge margin that even this 50% + 1 will not count.

” HH has been consistent in 50% +1; we are going to win 2016 by a huge margin that even this 50% + 1 will not count. If they had wanted they would have even gone 80% + 1 we would still be fine, ” Mr Katuka said.

We were not surprised to see chatterbox Sunday Chanda being quoted by the Daily Nation saying, “HH is against 50% plus 1.” First and foremost a good paper would have called HH to verify this outrageous claim from Sunday Chanda.

Secondly the media that published the story should have asked Sunday where HH issued such a statement or said anything to that effect. But we feel duty bound to set the record straight.

First what did the people of Zambia want in that constitution, they wanted a provincial assembly, they wanted Ministers to be appointed from outside parliament, they wanted the state to be under obligation to provide fair and justiciable education, health and shelter systems, where if they failed the citizens would take them to court.

The latter elements of the right to education, health, shelter, water etc. are the things contained in the Bill of Rights, which cannot and will never be discussed in parliament; this is the first blunder the ignorant Sunday Chanda must address.

In the second reading we told Ngosa Simbyakula to withdraw this bill because experience and foresight taught us that this constitution was going to be manipulated and true to our fears, changes were made. So were we not right? We are telling this ignorant Sunday Chanda that we were fighting for the rights of the Zambians to be preserved. Sunday Chanda would have been a beneficiary of a robust bill of rights which essentially would have given the people power to hold the Government accountable.

Instead of people like him failing to go to school because they cannot afford the fees, and end up being political hoodlums and sycophants surviving on political patronage, Sunday Chanda would have benefitted from the economic rights we were fighting for during second reading. But what do we get for a thank you, we get lies from Sunday Chanda. HH has been consistent in 50% +1; we are going to win 2016 by a huge margin that even this 50% + 1 will not count.

If they had wanted they would have even gone 80% + 1 we would still be fine. To illustrate how foolish his comment is about 50% + 1, there was nothing to vote against while in parliament as the PF never proposed any amendments in respect of articles 47 and 101 on the draft constitution so what is Sunday Chanda dreaming about?

Our advice to everyone is simple, stop listening to Sunday Chanda and his gang, their specialty is misinformation as they did “Don’t Kubeba” on you in 2011, they will do the same in 2016.

They are liars and they lie without shame, that is the problem, they are liars without a conscious and here they are adulterating the constitution for their own benefit by taking away a critical component of self-Government which was the proposed a provincial assembly. The reason is simple, they want to continue stealing at the center and people like Sunday will continue being sycophants serving selfish politicians. Vote UPND for a leadership that is honest and has integrity.

    • Sunday Chanda was deputy to Brian Hapunda. The when Hapunda was fired the position remained vacant and recently given to Frank Bwalya…that show you how irrelevant Sunday Chanda is to PF…and to get attention he will always attack the in-coming president HH.

To begin a debate by calling someone a chatterbox and ignorant does not depict any honour as expected from an MP. UPnd stance to vote against the constitution simply stated they were not happy with the contents which included 50 + 1. The honourable MP should know that if you have reservations in parliament you abstain not vote against. He should also know the Provincial assembly has just been packed not thrown out. instead of debating issues the MP goes on to debate Sunday Chandas education. Really!!!     For Instance instead of advocating for repilling of NAPSA act to address the social security arising from mines retrenchments for those under retirement age as they navigate formal and informal in defined and undefined benefits ,these parties are still trivial

    • HH Techilema, you are lying through your teeth, just like the nickname you use. Look at figures. HH lost by 27,000 votes last January by election. Southern Province had 600,000 voters on the register, of which only 300,000 voted for HH, 20,000 for Lungu. If 500,000 vote for HH, what would be the outcome? You are just a dull ***** in the USA!

People being retrenched cannot wait to be employed to receive a social scheme from napsa or reach 65 yrs to access the retirement In between there has to be a social scheme that works Napsa when employement is terminated notified and employee becomes eligible for the social scheme payment for the living wage when employed new employee communicates the social scheme number and changed status of employee and ontributions becomes normal until when retirement age is attained not what we are seeing on the copper belt That is what MPS are supposed to address People contribute to NAPSA for social security when the employability is not there and the scheme acts like an insurance…

  9. Kamwale the number of registered voters in Zambia stands at about 7.5 million. Are you saying Southern, western and northwestern can have 4 million voters? of course not so when HH techilema says if even if these provinces voted 100% for HH he still will not make the 50 % + 1.

    • Where do you get your figures from? Look at the CURRENT REGISTER at ECZ which does not yet included those who are registering now. Look at the figures as at the January by election and answer your own question?

  14. The 50% plus 1 is okay. Lets see how best it works for us as a nation. Indeed this is a majority representation. However I need guidance with regard to the running mate issue. How democratic will it be if the candidate attains less than the majority threshold and has to assume power in case of death by the incumbent, God forbid. If such a one assumes power how consistence is this to the 50%plus 1 majority requirement? I’m of the view that there should be harmony in the constitution. In case this matter has been taken care of in the constitution I beg to be forgiven for wasting time on the blog.

    • Good question. Unfortunately, our “Honorable” MP’s did not consider that we may end-up without elected Vice President, or for that matter, neither appointed one.

      1. If President dies, VP becomes President, but who will become VP?
      2. If VP dies, who will become new VP?

    • MMD is clever party they have successfully managed to dribble PF.Iam a happy man with 50+1 PF is gone.PF is dull they thought MMD mps were doing them a favour when infact they knew that they working together with UPND.Check the facts most current mps in MMD are from UPND strongholds.While the president of MMD is from PF stronghold.This means that Mumba and Mutati can not willed much power over the MMD mps.They made the deal with Lungu in there personal capacity.in 2016 most MMD mps will stand on UPND ticket or risk losing the seats e.g Chituwo Mumbwa,Genaral Shikapwasha in Keembe.

    The UPND convention of 2005 changed everything and saw the exit of high profiled Zambian names.

    How does a sane person publicly announce to the world that for one to lead UPND he/she has to be a Tonga?

    How do non Tongas take such a party?

    From that year the name of the party changed to UPe NDime (meaning give it to me whether you like it or not)

    Ask Nawakwi what happened when they formed an alliance in 2006

    Ask Kabimba what happened when the PF formed an alliance with them in 2009/2010.

    • OH Bwana without UPND refusing to Vote with MMD,( and basically because the 50%+1 was removed by honourable Kunda) the constitution would have seen the light. UPND stopped that constitution by merely refusing to Vote. Don’t boast. It is not about who did what, it is about the right thing being done. This constitution will be undone by any new Government.   34. Let me educate Mr Katuka and UPMD cadres and leaders:
    1. The 50%+1 passed through parley with 11 votes against 37 for UPND.
    Simple maths tells us that UPND got 25% against 75%.
    2. MPs are the elected representatives of the people, this means that on the ground, UPMD can only get 25%, but let me generous and give them a margin of error of 50% on their 25%=38%. Ok let’s try an error of 75% on 25%, they get 44%. The fact is that even with a margin of error of 100% UPMD can only get 50% of the presidential vote, the extra 1 vote is impossible mathematically.

Assuming the impossible happens and they are forced to swallow the idea of GBM or Mandevu as president of UMPD, remember that UPMD has been selling HH on the platform of as “economic manager” the only one capable of solving the country’s economic challenges? Well, in the event HH not being there, then the party has lost the narrow basis of its campaigns or even its very existence. So who will UPMD nominate as alternative economic manager? But they know “economic manager” was just a guise for the leader they wanted at the 2005 convention to replace Andy Mazoka, that beloved son of a united Zambia, MHSRIEP.
    7. UPMD cadres, the fact is that your leader HH and team tried to shoot down the constitution and failed, they know what you do not know: that UPMD is doomed to die a slow…

Running mate clause is another area of shock for UPMD cadres and leaders alike, it opens the possibility of either GBM or Cannissius becoming president of UPMD in event that HH is incapacitated. We know with absolute certainty that UPMD cadres are not sleeping any more, can you imagine all the work that they have put in so far, only to face the constitutional reality of handing over the party to GBM or Canissius, a non-tonga? That hurts, I tell you! I cannot say what UPMD are doing about it just now, but they are definitely working overtime to solve this, including finding some excuses to fire GBM or the mandevu.

  38. UPND wins polls only on social media that’s why they mislead themselves and cry foul after votes are counted. With the kind of hate speech they spew about how they will deal with so and so after they assume power, most of us find them useful only in opposition. They are what we refer to as necessary evil. They keep the PF in check, but they are not a suitable party or organisation to hold the country’s presidency.
