Government to restock diminishing fish stocks in the Luapula river

Luapula Province Permanent Secretary Boniface Chimbwali says government will soon restock the diminishing fish stocks in the Luapula river.

The Permanent Secretary says government is considering restocking the fish in the main river which he said have been replenished due to illegal fishing methods over the years.

Mr. Chimbwali said government is also removing settlers in the breeding areas so that fish could multiply without human interference.

The Permanent Secretary said this when Human Rights Commission’s Director Florence Chibwesha paid a courtesy call him at his office in Mansa, today.

The presence of the marine Unit in the Province will also help in enabling the fish to breed freely and replenish itself in the water bodies , he said.

The PS called for a cultural shift from dependence on fishing to agriculture and tourism because Luapula has the most favourable conditions for the success of agricultural activities and development of tourism.

Mr. Chimbwali said Government is promoting aqua culture strategies in the Province in order to start restocking fish in the abundant presence of water bodies.

He said there is need to enhance sensitization on the use of right fishing methods by the people in the province.

And Ms. Chibwesha has called for strengthened linkages of communication between the Commission in Lusaka and the Provinces in order to enhance interventions in addressing human rights issues in the country.

She said it is scandalous that the Commission has been in existence for the past 16 years but still has no physical presence in four Provinces which has made its operations in the affected areas difficult.

She called for strong communication linkages between the Permanent Secretary’s Offices and the Commission so that people could have a way of finding their human rights abuses addressed.

  1. Mr chimbwali learn to be practical and talk about things that can work. How many solar milling plants will be taken to luapula? compare bags of fertilizer taken to luapula and southern. which region receives more rainfall between luapula and southern? If it is luapula why taking more fertilizer to southern. Stop pretending as if you care about luapula. you bring soldiers to be beating our relatives. we are a forgoten province we know. Bring tractors and fertilizer and see if we shall go fishing. We fish to live.

  2. Stop pretending as if you care about luapula. The province gave lungu % votes ask him if he has come to say thankyou. luapula receives good rainfall which can suport farming if pipo were given tractors and fertilizers but they are thinking of constructing dams in dry areas. WE FISH TO LIFE becoz its only God who gave us fish.

    • @ Moscow Puttin you are spot-on my brother the successive governments have neglected that province for so long while anyone who have been there will tell you that province has potential to feed the entire country. and the people of Luapula contrary to what some people believe are hard-working; except they are not empowered with modern farming tools. If you check with FRA and copperbelt based millers you will discover that in the past 5 years luapula has been producing a lot of maize to the extent of beating even the so called farming provinces (by proportion), yet the people there still depend on a hoe to cultivate. All the need are tractors and farming inputs and the story will change!

As for fish farming, it is surprising that this government has gone on rampage to establish aquaculture farming projects in drought prone areas forgetting and neglecting the nothern circuit where water and swamps are everywhere. Remember, the depletion of fish in Luapula can not only be blamed on unsustainable fishing methods but also on growing populations as copperbelt, Lusaka and Katanga (DRC) depended on fish from Luapula for a long time, without any restocking. Therefore, it is high time the govt came up with well thought out strategies to awaken this sleeping giant.

    I repeat, with careful and well thought out policies Luapula, Norhern, Muchinga, CB and North-Western provinces have massive potential to move this country in terms of agriculture, aquaculture and energy as they are…
