Zambia’s High Commissioner to South Africa Emmanuel Mwamba has with immediate effect withdrawn his participation in active politics.

In a letter dated March 15th 2016 to Secretary to the Cabinet Rowland Msiska and copied to Patriotic Front General Secretary Davies Chama, Mr Mwamba said he has withdrawn his application for adoption as Member of Parliament for Matero constituency on the PF ticket.

The development comes barely 24 hours after President Edgar Lungu advised civil servants aspiring for political office to choose between the civil service and politics.
President Lungu further warned that he will not hesitate to dismiss those aspiring for political office should they not resign.

During the weekend, President Lungu directed all public service workers who have applied to contest for political office in the August 11 general elections must immediately resign from the civil service.

President Lungu said his directive that all public service workers aspiring and have applied to contest for political offices to disengage from public service was intended to protect the integrity and impartiality of the civil service.

According to a statement by special assistant to the President for press and public relations Amos Chanda, President Lungu said the integrity of civil service should be protected as it was implementing Government programmes before, during and after the general elections. The President said his directive covered all public service workers employed directly in the civil service and those in parastatals.

The Head of State said it was his desire to see an impartial and professional civil service devoid of undue political pressures.

President Lungu emphasised that the current political season ahead of the general elections must not be used by anyone to bring confusion in the civil service.

A number of public service workers have filed in their nominations seeking to be adopted to contest for political office at parliamentary and local government level – among them are several diplomats and district commissioners.

    If you withdraw your application to contest in an election and declare that you are no longer a 'politician', is that sufficient and a good reason for you to keep your civil service job under our current governance structures? If one aspires for parliament or council office, are they to be looked at as politician?

    Ba Lungu nabo. You cant even call this guy a civil servant. He was a political appointee. Civil servants apply for jobs after an advert appears in the newspapers or media. They go through an interview by reps of the Public Service Commission. Mwamba didn't do this. He remains a politician who is always appointed by different presidents to a taxpayers' office. He is not a civil servant. The president should not have such silly powers as to appoint political party members to the civil service

    People that seem and appear confused can sometimes even come and rule you. Remember Michael Chilufya Sata affectionately known as MCS who was mostly perceived as mad for his often incoherent out bursts against everyone. In 1991 he reported to the then hot ticket Chiluba that Kaunda was expected to flee Zambia after the infamous first multi party after the restoration of pluralism, the next evident rants were about LPM, the cabbage followed by a few perhaps unfancied rants against RB then what happened he ruled. To be ruled by the a confused former Catholic priest or and erratic human being like Mwamba will be the lowest of lows for the country. This man will bring with him dynamics never imagined. FB for president and EM running mate. God forbid!!

    An application to be adopted by your party to contest a seat is not participating in politics at that stage, is it? I would have thought you only need to resign after you have actually been adopted. How do you resign before and then what happens when you don't get adopted? This has to be clarified. Otherwise you are restricting so many would be candidates. Only when your party states that you are the official candidate for this or that seat/position should you resign.

Go ahead and contest means coming back home, no more ambassadorial perks and slug it out as an ordinary citizen in this biting economy. Or stay on and continue enjoying, abate for a few more months. I'd argue and say smart move by ba Ema even though the damage may have already been done.

    @Harold Muna, your thoughts are upside down. It is not the adoption that makes you a politician but the intention. As it is we have all known that his allegiance is with the PF and not those who have divergent views from those if PF.

    Sometime it's better to stay where you are. There are State house criminals and wolves in wait for pray like you. You are very vulnerable Mwamba even if you think in your head that you put ECL in State house. Things have been changing on the hourly basis since you have been gone. You should know better than that after all you worked with Kafupi, the master and mother of all spins. Palibe chako boyi. Four to eight salaries, contacts in RSA and quietness in the ears is worth more than you can ask for mate. Premature death and Matero with reach is no worth it.

    I think the ambassador has done a good calculation and he is ahead of everyone on this one.Sinyangwe and Jere are being pushed by ECL and RB respectively, this means that only the two have a chance.At this point Mwamba noticed that if i resign and am not adopted then am finished and without any job.ECL would have celebrated for sure.Now Mwamba is heading back to SA, ECL has a slight sigh of relief. This means Mwamba will not be part of the campaign trail but participate on the sidelines.Well done Mwamba tho for the bold move.

    Ecl has really brought sanity in politics. I just like Ecl because he is making decisions which other presidents thought it was risky. He does not care if not voted for. His stance is what will win him a second term. He is now connecting directly with the voters not the voted. Mp can resign any time but that doesn't mean even the voters have resigned. HH will find it hard to believe when loses 5 times because defections are deceiving him.

    Mwamba is scared on Kaizer, Hapunda (the two, who we hardly hear of these days) and Amos, the deadly trio. They all lie in wait for his blood and he knows. The exchanges that we heard between EM and Kaizer/Hapunda on tapped phone calls on ZWD still remain the bone of contention). The trio re-enforced by ECL and others who have been co-opted while he has been gone will feast on the guy on the way back from the airport. All his skeletons have been out since he has been gone. I saw only bloodshed should EM have not withdrawn from this Matero fiasco. It's like gangs invading each other's territory. Matero is now a no-go area for EM because Kaizer, Hapunda (if he is not dead), Amos, RB and the almighty ECL (Kachakolwa).

    Or its simply that he has been told he won't be adopted in Matero. The others who have applied for nomination have done more work in the constituency than him. His appointment as High Commissioner did him no favours because those that remained behind continued working where they wanted to stand while he was in SA. He must be very bitter about this development.

    Just to remind everyone that 27000 votes separated PF from UPND. Lungu rode on theme of carrying on with Sata vision of more money in the pockets, more jobs and lower taxes. Reality: Lungu has now allowed arch enemies of Sata to take over PF like Kaingu, RB and Dora. He has allowed price rises everywhere including cooking oil, sugar and bread. He has caused massive job losses. Lungu has abandoned Sata vision.

    Ba UPND should not yet celebrate. Emmanuel Mwamba will soon be back to toment them during the campaigns and you will lose badly. Watch this space before you ululate. HH admitted that Emmanuel caused his embarrassing defeat in 2015. He will resurface in a bigger role.
