Higher Education Minister Michael Kaingu has stressed that those that are still questioning his Grade 12 certificate are malicious human beings.
Dr Kaingu said he is in fact over qualified for this job as Member of Parliament for Mwandi constituency and as Cabinet Minister.
He said he has several academic certificates such that he has even run out of space on his wall in his house to hang them on.
Dr Kaingu was speaking in an interview with Journalists after he conducted a guided tour of the Copperbelt School of Medicine in the company of his Namibian counterpart.
“I don’t understand why people are still making noise about my qualification even after that statement from the Examinations Council. They did confirm that in fact I don’t have a Grade 12 but that I have a full Form 5 obtained in 1972,” Dr Kaingu said.
“I have several vocational qualifications, in fact my wall is full now. In my family, we value education and we even compete on academic qualifications so it is malicious for people to continue doubting my qualifications,” Dr Kaingu said.
He added, “If you look at me, do you think I look like someone who is not educated? Have you ever seen a PHD holder who is not educated? If we are saying people without Grade 12 certificates, then we are segregating.”
Dr Kaingu said he is a firm believer that education is a lifelong activity which should not be capped at Grade 12.
He said people should allow the issue of his academic qualifications to rest because the ECZ has now offered guidance over the matter by releasing a matter confirming that he is dully qualified.
Just shut the hell up Kaingu & open up the two institutions you closed. You have 3 months to complete this last job, I hope you get to hang the “failed minister of higher education” on your wall too.

In Zambia we have wrong leaders and Kaingu is one such leader. How can he be over qualified for the people he claims to serve? Is this servant leadership? If he is over qualified to serve the Zambian people let him resign.
As a Canadian in this African country, I have noticed the potential this blessed land carries is far greater than the majority out there. Unfortunately, the citizens of this beautiful country are its worst enemy.
The call for a minimum Grade 12 was most likely to have educated people in the leadership… and rightfully so. But the wisdom behind the concept has obviously not been perceived.
For a man with a post-graduate degree to be questioned about a Grade 12 certificate makes obvious the lacking value given to education.

I had to submit a copy to get into my terminal degree program. Kaingu can tell us where he got his PhD from and that will give us an idea of where to go to confirm his claims. It’s that simple.

Mr. Kaingu just produce or show Form V certificate. Follow the instructions. The rule says applicants should have a Grade 12 or Form V the equivalent to grade 12. That is simple and straight forward for Dr. Kaingu to understand. The rule does not say a higher qualification can be used in place of grade 12 or equivalent by an applicant. A doctorate is not equivalent to Grade 12. No further interpretation is required. The language is plain English.
The rules say candidates should be in possession of a grade 12 or equivalent. The equivalent is not a letter from ECZ but a certificate confirming you did and passed form v or grade 12
Grade 12 or it is equivalent is the minimum. Hence all higher qualifications can equally be submitted.
No one can be overqualified for an appointment-secured job. Let Chagwa Lungu advertise the Ministry of education Minister job and see if Kaingu will even make the shortlist for aptitude tests

I really wonder who put in that clause in the new constitution and I further wonder why these MPs never debated on this issue when the whole constitution was presented in parliament. This simply shows the caliber of our so called honorable MPs. Kaingu definitely does not have a form five certificate or grade twelve period. He is the only who is too vocal about this issue because he does not have it and unfortunately people will not be convinced with words. I wonder what else is in the constitution that is contentious and waiting to surprise more people!
@Observer – that clause created a paradox of sorts. While it brought about implicit discrimination, the debaters fell short of exactly that capacity to live up to it because they had no Grade 12 capability (let alone paper qualification). I suspect in its mischievous form, that was the design of that clause. After its work is done, we can clear it with clearly enlightened minds once we get some quality into parliament for a change…

If Dr. Kaingu has lost his Form V certificate, he can contact Cambridge University (Overseas Dept.) for replacement. If he has a Form V certificate let him show Election Commission period. Dr. Kaingu has just opened a box of worms. The Election Commission is asking for a proof of Form V or Grade 12. As for Form V certificate either the Cambridge University or Associated Examining Board, or London University, issued Form V School Certificate or General Certificate of Education for the subjects passed. When Cambridge was phased out, Zambian Grade 12 came into force as Form V Equivalent. Some of the people who did not have full certificate to be admitted in college or university, addition special test were taken.

I do not support UNZA and CBU students destroying private/public property. But the root cause is us the Kaingu, president Lungu, us all parents and all older people, we have passed this behavior to our children, most of us have been through destroying property when our needs were not met during our university or college days. We have taught our children how to get things they want by destroying property. We need to blame ourselves, not students because in Zambia we have not taught our children how to respect property from nursery, grade 1 to grade 12 and college and university and from home. Ba Kaingu you should learn to humble yourself. There are so many better educated people than you here in Zambia with very enviable qualifications from prestigious universities such as our own UNZA, Harvard, Oxford, Cambridge. It is in the public domain that a few years ago (2006) you only had a Diploma in Electronic Engineering; Diploma in Computer Engineering and Certificate in Business Studies.
