Government to Sign SI to control Mealie Meal Prices-President Lungu

GOVERNMENT is today expected to sign a Statutory Instrument (SI) to regulate the prices of mealie meal which has gone high some parts of the country.

President Edgar Lungu said when he addressed a mammoth rally at Mpezeni Park Square in Chipata yesterday that Government has decided to move in by signing an SI in order to regulate and reduce the price of mealie-meal which was high in some parts of the country.

The President wondered why some retail shops were selling the commodity at higher price instead at cheaper.

Mr Lungu said it was sad that some business persons were exploiting the people by giving lame excuse about the dollar.

He said it was nonsense that despite the dollar appreciation, others wanted to find room by increasing the commodity.

“The price of mealie meal is very high despite the dollar appreciation so tomorrow (today), Government shall sign a Statutory Instrument (SI) to regulate the high price of mealie meal in the country,” he said.

He said most of the millers were being supplied with the Government subsided maize and wondered why the prices of mealie meal had not come down.

President Lungu has also asked the people of Zambia to give him a five years mandate in order to implement developmental projects which the Patriotic Front (PF) Government was currently implementing in the country.

He said for the last four years, the PF Government has done a number of developmental projects which included hospitals, roads, health posts, and schools.

“Iam asking you to give me a five years mandate in order to continue with the developmental projects and as you can see, PF has done developmental projects in four years as if it is 50 years so that we have been in power,” he said.

President Lungu said being a God fearing President he was happy that Zambia would have enough food adding that Agriculture Minister Given Lubinda would announce the 2016 maize floor price for marketing season.

He assured the people that his Government would not allow maize to be going beyond the borders without proper export permit.

He further warned the people the PF rank and file that he would not allow corruption in the adoption process.

He said it was unfortunate that some reports were merging that some party officials were involved in the corruption during the ongoing adoption processes warning that such trends would not be condoned.

He said he became party president without involving himself in corruption stating that such people who were involved in corruption were denting the name of the party.

President Lungu also thanked opposition Members of Parliament (MPs) for endorsing him ahead of the general elections.

He said he was happy that some MPs and others have endorsed him ahead of the general elections.

He said he decided to deal with the lower organs of MMD before moving to leaders like Dr Nevers Mumba, former republican president Rupiah Banda and Lunte MP Mutati.

About ten MMD MPS and an independent candidate endorsed the candidature of President Lungu ahead of the 2016 general elections.

Those who endorsed are Lumezi MMD MP Isaac Banda, Kapoche MMD MP, Nicholas Banda, Milanzi MMD MP Whiteson Banda, Mkaika MMD MP Peter Phiri, Chadiza MMD MP Allan Mbewe, Rufunsa MMD MP Kenneth Chipungu, Kasenengwa MMD MP Victoria Kalima and Chipata Central MMD MP Reuben Mtolo Phiri .

Others are Nyimba MMD MP Forrie Tembo,Chipangali MMD MP Vicent Mwale and Luangeni Independent MP Charles Zulu.

Mr Mtolo Phiri who represented said the MPs were happy with what the PF Government had done to implement various developmental projects.

And musicians such as Dandy Krazy, Mampi, Chester and MarkyII also joined the chorus in endorsing the candidature of President Lungu.

Speaking at the same meeting, MMD Provincial Chairperson Jacob Mwanza and Katuba UPND MP Jonas Shakafuswa asked the people of Eastern Province to rally behind President Lungu if meaningful development was to be realised.

The President who was accompanied by Justice Minister Dr Ngosa Simbyakula, PF Secretary General Davies Chama and Local Government Minister Stephen Kampyongo returned to Lusaka immediately after the rally

      Whilst this may sound good to consumers, it may be bad business; farmers and millers will be subsidized or else the supply side goes down upsetting the equilibrium on supply and demand.     • This is the waste decision that PF has made. If you are passing a SI for mealie meal control, please pass one for input costs as well. The cost of electricity has gone up for businesses and yet someone wants to decide the profits for millers. In a long run, millers may close their milling companies and invest their money in other business ventures and the govt will remain with their SI and people without anywhere to buy bunga from.

    • I disagree with the President on this move. The best solution would be to have abundance of Maize/Mealie meal and the retail price will automatically go down. First things, lets empower our farmers so that they can produce more. This can be done by reducing the farming inputs; fertilizers, diesel, seed, weed killers, farming equipment and whatever else farmers need to produce more grain. Then we need to minimize all maize exports until all our food reserves are full with sufficient for more than 2 years supply. In fact we should only export finished products such as maize meal or stock feeds and not raw corn. We should only export old stock so as to create room for fresh harvest. We cant force retailers to sell maize at a reduced price when they bought the corn stocks at a higher price.

The President should know that he is a lawyer and that not all problems require legal solutions. This is an economical problem where the prices follow the law of supply and demand and other factors with some multiplier effect. Please dont use law to solve an economical problem. Govt has failed to regulate transport fees. Inputs are expensive and a farmer should have been allowed to sell at the law of supply and demand and NOT SI!!!!!!

I advise you to buy some airtime and make a call to any ZNFU office to get confirmation on this or better still ministry of Agric (this was announced by Lubinda only a few days ago).We have over 100,000 hectares of maize being grown by commercial farmers alone and for your information these commercial farmers normally yield in the range of 8 to 10 tons per hectare. When you add the over 1 million hectares being grown by small scale farmers and the rain as a matter of fact in Zambia (as oppossed to the rest of Southern Africa) has been very good in the Copperbelt, Luapula, Northern and NW provinces with some areas of Central, Lusaka and Southern getting good rains late in the season.

One of the above pictures tells it all where a man knelt on the road as a gesture to show respect for the Presidential team that was on its way to the rally. The park was too small to accommodate the people who were in attendance. Those that are not happy with the rally, let them be. God is in control. When HE says ‘YES’, who are we to say ‘no’. So the people you see jogging were so motivated by the large number of people in attendance. Thanks for MMD MPs for supporting ECL. What can they do?, MMD is limping.

  4. We predicted Mealie- Meal Prices would drop, UPND/ ZWD commentators insulted us as usual but here we are..I expect once the 2 million tons of maize in the fields is harvested and offloaded we will see mealie meal prices drop by 50 percent or more.

    Already maize per kg has dropped from K2 to K1.1 on the open market.

    • We here in Eastern Province are expecting a bumper harvest. There are few areas that did not have enough rainfall. Me alone as a farmer I am expecting over two thousand 50kg bags of maize. In our farming block, we are more than two hundred farmers. You think we cannot feed ourselves?

  12. With Lungu as state President we are in trouble. Doesn’t Lungu know price controls were tried in the past but never worked? Price controls do not solve the supply problem. They instead create parallel market (black market) where the product will be in short supply and more expensive.The solution to high mealie meal prices is to flood the market with maize then the price will come down. ZFRA should increase the supply of maize to millers. KK during his rule failed to bring down prices thru price controls. Why is Lungu re-inventing the wheel? Hasn’t Lungu got advisers? History repeats itself in spite of Zambians living in the digital era. ECL has failed Zambia dismally. Its time to show him the exit door.

    • @ Basic economics, I sympathies with your basic knowledge in economics, the govt is not introducing price controls on all commodities, No they are simply controlling the price of a product which they have an interest and always subsidize thru FISP. The millers cartel have worked against govt for far too long since the Kaunda days. Its time to put this sarge to an stop by regulating the price of mealie meal. Mind your Govt is the buyer (Maize) of last resort at great cost to the nation, hence it must also ensure that regulation is promptly done. Just like they control the price of fuel and electricity! its that simple paw..

      You forgot to mention that in addition to KK controlling price, he went further and actually bought mealie meal (50kg) for each and every family in Zambia using coupons. But as usual it backfired, no, it didn’t achieve the intended objective because the same vultures in power took advantage of this coupons and pocketed all the mealie meal and zero for the suffering masses.

    • @Hatombwe. The correct way to “control” the price of Mealie Meal is not by a statutory instrument (SI), but increasing supply. This will ensure that farmers, who have already spent on in-puts, get a fair share for their labour.
      Introducing Price Controls will lead to shortages. Believe me, this “formula” was tried by KK in the 80’s. One result will be an increase in smuggling as an arificially low price (say K70), will be more profitable in Congo (at K150). Corruption will increase. And shortages will increase within the country. All Government needs to do is off-load more maize on the market, as they have done for the dollar!

This move confirms that FRA exported most of the maize intake for 2015. The only way to bring mealie meal prices down is to over supply millers with cheap maize. Price controls will only worsen the supply side and fail to meet current mealie meal demand.     What an out of touch Lazy Bum we have put in State House…isn’t ithim and his ministers who blame global issues when the Kwacha depreciates….where has he been when the price of crude on the market has dropped to an all time low to reduce the price at the pump.
    This is a sure sign of lamentable failure by a govt with no tangible consistent economic policies…these selfsame empty tins will tomorrow be reading speeches are liberating the economy; when they are introducing price controls in desperation.

    Are you on the ground? When was the last time you visited the open market for maize? Do you know how much a galon of maize is? Do you know that the price has reduced by almost 50 percent on account of the market forces alone?? Now if the Capitalist Millers with their Capitalist thinking like your Hungry Hyena (HH) of maximising profit are not instructed by Govt to reduce prices what do you think will happen? But you don’t care because you want people to suffer so they can vote for your HH. Very evil and selfish thinking which is why most Zambians won’t vote HH.

Price controls failed in the past and due to the nature of Zambia’s broders they will continue to fail – certain people in Lundazi will become rich via this SI because they will be buying at K65 and selling across the mountain at K150, more than doubling their money. Anyone who thinks you can close the border and deny basic economics is mentally unsound

  32. PF will win in Luapula, Northern, Muchinga, Easern, Copperbelt, Lusaka and half of Central province and that makes it 6 and half provinces. So where will UPND get numbers to win the election as they claim? Dreaming as usual! If GBM gets maize from FRA at a subsidised price and doesn’t want to reduce the price of mealie meal, then he needs to be price controlled period!

  34. President Lungu will win these elections without any doubt. The reasons are many and in favour of the PF. We told you tribalists that change your leadership because this bitter and jealous Kachema of yours is no match to seasoned and humble men like Edgar Chagwa Lungu.
    There is no way Zambians can vote for HH and GBM who insult Zambians at will, smuggles mealie meal and maize out of the country just for his own selfishness, does not believe in God, its just not possible! Moreover, UPND has been in opposition for 15 years now and no one knows what it stands for other than just boasting, SORRY!!!

  35. What is STATE FARM? Is there a direct translation in my/ your local language? These are English words which tell us that state farms are there even in developed countries. The reason for their being is to control demand and supply patterns inclusive of pricing. Imagine what it would ave been without the Zambia National Service and the Prison service involvement in Farming. A living example of ruthlessness in pricing was when cement was costing 80 kwacha but now is costing as low as 52 kwacha. So control is not bad but how you control matters. No wonder the state brought in solar mills to try and control in a small way. Next we want control in the phone services so that we break the cartels and improve the service.

  36. The govt is not introducing price controls on all commodities, No. They are simply controlling the price of a product which they have an interest and always subsidize thru FISP. The millers cartel have worked against govt for far too long since the Kaunda days. Its time to put this sarge to an stop by regulating the price of mealie meal. Mind your Govt is the buyer (Maize) of last resort at great cost to the nation, hence it must also ensure that regulation is promptly done. Just like they control the price of fuel and electricity! its that simple paw..

  37. An SI that will soon be revoked because it will only make mealie meal more scarce and expensive owing to the fact that businessmen will shun dealing in the commodity. Price controls never worked when Super Ken tried using them. The minions think they are wiser. LMAO
