UNITED National Independence Party (UNIP) Southern Province chairperson Robert Mukengami has condemned the alleged harassment and attack on former Agriculture Minister Given Lubinda in Livingstone by the suspected United Party for National Development (UPND) cadres.

Capt. Mukengami said in an interview in Livingstone that the behaviour of suspected UPND cadres was irresponsible.

“UPND cadres don’t own Livingstone and Southern province and Mr Lubinda or anybody else is free to move freely in this province without being harassed or intimidated.

“This lawlessness being exhibited by the UPND cadres should come to an end and its party leaders should take full responsibility,” he said.

Mr Lubinda, who is in Livingstone on holiday with his family and friends, said he was on Saturday afternoon allegedly harassed and attacked by suspected (UPND) cadres at Mukuni Park Curio market in Livingstone.

He said he was approached by UPND cadres at the curio market who demanded that leaves Livingstone and Southern province immediately or risk being dealt with.

The visibly angry Patriotic Front (PF) Kabwata lawmaker said no one had the right to deny him or any other person the right of freedom to movement in any part of the country.

“I would like to register my utmost shock and total dismay at the conduct of youths clad in UPND regalia this afternoon who think that they have the law onto themselves and that they can deny me or any other person our right of freedom to movement.

“I am not going to ask for a passport or a VISA from anybody for me to travel within the boundaries of the republic of Zambia.

Mr Lubinda castigated UPND leader Hakainde Hichilema (HH) for making false claims on MUVI TV last Friday that he (Mr Lubinda) was in Livingstone on a mission to dish out money to some unknown people.

But when contacted for a comment, UPND Livingstone district spokesperson Neto Halwabala claimed that his party had information that Mr Lubinda’s visit to Livingstone was not in good faith but politically motivated.

Mr Halwabala said his party had information that Mr Lubinda went to the Livingstone City Council to seek permission so that he could verify the ballot papers and wondered in which capacity former Minister was trying to achieve his mission.

“From the time Mr Lubinda came to Livingstone, he has been to the police and all what he is doing there it is very embarrassing because if he is on holiday, he cannot start interfering with what is going on at the council.

“So what Mr Lubinda is doing in Livingstone is something that is beyond the holiday he is claiming. He must be bold enough and be honest because he is a former minister. He cannot be driving a vehicle without registration and that raises more suspicions,” Mr Halwabala said.

We know that the cartel wants to take over.there will be cival war in Zambia if the court nulifies the elections.Those judges will be in trouble.Some UPND were saying we have a Tonga Chibomba,Sitali and Mulemba as our Judges.They know that Chibomba wants HH to be a president.They are determined to put the country on fire in order to send HH in state house by all powers.UPND has 4 Judges in constitution court.(Chibomba(Tonga),Sitali(Lozi),Mulembe(Northwestern),Mulonda(central-Kaseba’s relative).Cartel is now celebrating.Watch the space before Zambia goes on fire.Already Tongas are beating bemba and sengas in Namwala and other parts of the country.The will of the pipo should prevail.We want peace and not tribalist to take over Zambia by force.We warn the constitution to be very careful…

    • @OP-warning: Stop this kind of inciting people against the Tonga. Why are some of you people so tribal? Some of us have lived all our lives with the Tonga and I don’t know where you get your wild hallucinations about these people. It is really a shame. This is a deliberate attempt to justify raising violence. We don’t need these terror tactics. Stop it please.

    • Yes there are confirmed reports of people being bitten in southern province, their shop stands are being burned.
      Just yesterday they burned a government administrative block in Lukulu. These are confirmed reports.

    • They are doing what HH knows better, chasing other tribes with armagedon. Post Mazoka at HH’s instigations to be crowned in they chased Patrick Chisanga, Sakwiba, Bashinono, Lubinda and all none tongas. It is not new or shameful to HH here they are doing it again. Thousands are now internally displaced families at namwala secondary schoolm. HH is proud and calls this a trump card to be crowned Zambian President. Wrong chap.

    • @Op-I agree with you they know they have their judges in the Concourt that is the reason they brought the case to concourt, they were assured that once you bring the case then you will be the president. The Concourt is also not balanced why?

  2. The combination of the constitutional court is worrying…! Lungu should be very careful with his appointments..! The president wants to be fare and unifying in his appointments but tribalism is real in Zambia. Some of the constitutional court judgments so far leave much to be desired…! The current voting pattern clearly shows that most southerners, westerners, northwesters and half of central province support upnd…! My observation anyway..!

  3. From an academic point of view that is not tribal raises a few questions. Is it not an offence to drive a vehicle that is not registered? Are there no penalties due to road safety foroffenders including a former minister? I am sure there are fines associated with this and should not be tolerated. The police should clamp down on culprits who remove number plates and should impound their vehicles. This goes to say we should not take matters into our own hands and the cadres should have called the police. If indeed Lubinda was lurking where he should not have been instead of tour sights are questions the police need to ask Lubinda. Its quite fishy how the car issue and being found near where he’s not supposed to be play a key role in this mystery. Now under fire they are crying wolf. Yaba!!

  4. I hope one day we will reach a point where elections are won or lost in the ballot box not courts. Given L take care of yourself. Those peoples’ election wounds are fresh and arching give them sometime to join us in reality. I and my family were forced to drive all the way to kabwata just to vote for you and ELC so that you can beat eventual losers Mulenga Sata and HH respectively. We even had a one month old baby on board. We need you.

  5. Judges don’t rule based on tribe but law applied to evidence.

    A judge will jail you even if you are a relative if the case against you is proved beyond reasonable doubt (criminal) and rule against you if you fail to discharge your burden of proof on a balance of probabilities (civil).

    I have faith in the Constitutional Court and whatever they will rule will be based on the position of the law as provided in the Constitution, Articles 1,2,5,9,45,72,101,102,103,104,105.

    Judges are intelligent and experienced and they cannot easily be deceived let alone be bribed. All judgment must state reasons for the judgment based on the law and evidence adduced. Precedence is our guide being a common law jurisdiction and counsel on both divide will be relying heaving on this. The…

  6. Upnd specialize in denying and justifying their violence. We’re yet to hear their officials condemn violence let alone disown the perpetrators like the IS prides itself in terrorist attacks.

  7. There are two situations in which unregistered vehicle can move on Zambian roads. The first is where the vehicle is in a process of being registered either on entry or purchase from show room, with delivery note (permission) from ZRA. Already registered vehicle can move with same number plate even if the ownership is being changed. A second scenario is on security reasons for people who are declared to be at risk & this has to be allowed by the Zambia Police for them to hide their identity. One example is the Late Steve Jobs who never drove a registered vehicle for security reasons because of his popularity. Though Lubinda is PF & is in hostile UPND stronghold, I don’t think he qualifies because the Police haven’t declared anyone yet. May be Lubinda now after crying foul play??
