All the 58 Members of Parliament from the opposition UPND have stayed away from the ceremonial state opening of Parliament.

President Edgar Lungu who arrived at 10:25 Hours is due to give a state of the nation address to mark the first session of the 12th National Assembly.

Only PF MPs, one from FDD and those from the Independent Parliamentary were present in the House.

The Zambian Parliament has 167 members.

29 female MPs and 138 males and the PF dominates the house with 88 MPs and there are 14 Independents with one FDD MP.

After it became visible that the UPND MPs would not attend the session, some PF MPs moved from their traditional right to occupy the seats on the left which were to be held by UPND MPs.

Speaker of the National Assembly Patrick Matibini made one announcement before commencement of the session that President Lungu had appointed Richard Musukwa as Government Chief whip while Roan MP Steven Chungu is the Deputy Chief whip.

In his speech, President Lungu is expected to spell out his vision for Zambia for the next five years and observers are keen to see details of his economic recovery plan after the domestic revenue slumped to 3 percent, the lowest in over a decade.

    • Is it not foolish that these UPND MPs were able to accept to be sworn in by a Speaker who was nominated and sworn by a President they do not recognise.It is like saying one does not eat goat’s meat by drinks soup made from the same meat.These MPs SOME OF WHOM ARE very educated even more educated and experienced than GBM and his boss HH,should not blindly follow the over ambitions of HH to become President of this country without the majority approval of the Zambian electorate.They wil sadly find themselves irrelevant in the political dispensation of Zambia.

  1. Let them boycott as much as they want, at least sufficient to warrant expulsion from parliament. Then people can vote for more serious representatives.

    • They did well. At least the government has saved a bit of money for the sitting money the UPND jokers were supposed to be paid for the sitting. I wish they can continue doing the same for the next five years since we have the numbers in parliament to always make a quorum.

    • The Zambian national treasury or national assembly must immediately freeze their emoluments. No Salary, no loans, vehicles or Gratuity allocation. The treasury must instead plan to direct constituency development funds in their constituencies to the people through Provincial Ministers and or District Commissioners. Let’s help them grow on this self-imposed move of irrelevance to the people as much as possible. A culture of rewarding none performers who run away from their jobs only to expect payment must stop.

    • Where did UPND get all that number of 58? I thought UPND only won 3 Provinces
      -SP = 17
      -WP = 16 out of 19 (3 with independents)
      -NWP = 12
      Total = 45

      So where did HH ‘steal’ the extra 13 MPs from? Now I see, after all, HH has not run down Mazoka’s UPND of 49 MPs. He has in fact grown it beyond the traditional ‘3 Provinces’ i.e. with MPS/Councillors now in CB where Great Andy never won even a Councillor!
      HH is not a failure but an overachiever!

      Somebody give a breakdown of the 58 MPs!

  4. since without UPND a two thirds.majority is still attainable, the constitution should be ammended to ensure that all losers who boycot for a maximum of three times should have their seats nullified and given to the person who came out second.     • Very good suggestion. I also add that MPs be paid based on the number of days the are present in parliament doing their work. e.g. 20000 divide by 20 sitting =1000 per sitting.

    • @MMD Chief Bootlicker, I thought you were smart enough to know that the ‘pay, salary and gratuity’ MPs get paid are not government or PF money but the people’s, it’tax payers money that belongs to the people of Zambia. The government are merely custodians tasked with the responsibility to protect and take care of it. It’s like the tellers working in the bank who look after people savings.

      It’s this kind of thinking that makes this country still stuck in the stone age period because govt think they own public resources.

      I commend the principle stance taken by the UPND MPs. I know to these thieving unprincipled lot, it means nothing but in other progressive countries this would have been a big deal.

  23. @26 Mwiinga, no you are wrong. The correct position is that most tongas rejected Lungu. Now that does not matter because the other tribes (and some tongas with a head on their shoulders) who are in the majority were able to meet the threshold of 50%+1. I am one of those in the 50%+1.
    As for the boycott, please don’t debate the presidential speech too, boycott forever including the budget soeech to be given by the minister of finance appointed by President Lungu. Let’s how the people who voted for you will get a share of the national cake for the next five years.

    You see what don’t realise is that they cannot even participate in ministerial questions because all ministers are appointed by President Lungu. They cannot ask the vice president because if they do they will be admitting that President Lungu’s election with his RM was legitimate. So why the need for this Ministry? And the Housing and Infrastructure department from local government should have been taken to Works and Supply.Housing and Infrastructure are “works”. The Buildings department under the Ministry works and supply is now called “department of public infrastructure”. A bit confusing at times. Wonders just never cease in this country!!

    As things stand, the boycott by upnd is not a factor. PF has a more than 2/3 working majority in parliament.
    As for the boycott, if thy stay away for three consecutive sittings, they will automatically be expelled and by elections will be held in 55 constituencies. not all of them will come back as some will loose to PF.

  49. Check ECZ results. Central province was won by UPND. That makes 4 provinces. C/B rural was won by UPND both parliamentary and Presidential. Analyse this. THE BOYCOTT OF PARLIAMENT WAS JUST NOT TO BE ADDRESSED BY AN ILLEGITIMATE PRESIDENT. This will happen every time he goes to parliament.

  54. Tiff, Tiff, Thief; who is a thief/tiff. When campaigning, PF was smart by enganging Independent MPs who campaigned for themselves and PF Presidential candidate. Equally, MMD Parliamentary candidates were campaigning for their parliamentary seats and PF Presidential candidate, then PF Parliamentary Candidates were campaigning for themselves and PF Presidential candidate. Therefore, PF Presidential candidate had more participants campaigning for him and this included the current Minister of Finance who tirelessly campaigned for PF. Whereas, UPND only had individuals like Guy Scott, Nevers Mumba, Miles Sampa, Venon Mwaanga, etc. Therefore, who had stolen the votes between PF and UPND.   58. The UPND are in the proverbial horns of a dilemma. If they attend parliamentary sessions, this will signify their tacit acceptance of the legitimacy of the PF government (which to them is taboo). On the other hand, if they continually boycott these sessions they are likely to face serious sanctions, including expulsion and forfeiture of allowances and gratuities. In the next 1 to 2 weeks as ww wait for presentation of the Budget, MPs will be debating the President’s speach, I wonder if the UPND MPs will be in the house by then.     When Members of Parliament (MPs) take oath before the Speaker of the National Assembly they swear to uphold and protect the constitution but they also swear allegiance to the President, to be loyal and faithful to him/her. Why swear allegiance to someone you are claiming to be illegitimate? This is the highest level of dishonesty and being double tongued.

Leaders we elect seem to be more interested in what party they belong to than the country at large. Zambians are being divisive without shame as if they are making sense.   66. It takes two weeks to debate the Presidential speech and then he sends the Minister of Finance to present the Budget which takes until December to pass.
