Bwalya accuses Tonga Chiefs of stopping farmers from growing maize to create food crisis

The ruling PF has launched a sensational attack on some Chiefs from the Southern Province over reports that they are discouraging farmers in their areas from planting Maize.

PF Deputy Spokesperson Frank Bwalya said the party has verified reports from Southern Province that some Chiefs and Headmen and women are telling peasant farmers not to collect and plant seed distributed by Government saying that the government was late in delivering the inputs.

Mr Bwalya claimed that the traditional leaders are misleading unsuspecting farmers that it is too late to plant hence they should not collect the inputs.

He said two chiefs and one headwoman have been quoted saying disparaging remarks against the leadership of President Edgar Lungu and accusing him of knowing nothing about agriculture hence the delay in delivering farming inputs.

“Therefore, we strongly believe that the traditional leaders who are discouraging peasant farmers in Southern province from planting on grounds that it is late are not only compromising food security but endangering national security as well,” Mr Bwalya said.

He added, “Last year the rains started late and then disappeared creating a drought that caused the destruction of crops mainly maize in Eastern province and other parts of our country. After 15th January 2015 rains drastically improved and farmers were advised to replant.”

“Many farmers replanted and the result is known to everyone namely the bumper harvest mainly of maize that we recorded even in areas where farmers had to plant late. It is therefore strange that a chief or headman or woman can discourage poor peasant farmers from collecting seed provided by GRZ under FISP arguing that it would be a waste of time because the inputs arrived late.”

He said every Zambian should be afraid that if the farmers in Southern province, mainly peasant farmers listen to these powerful traditional leaders and decide not to plant there will be hunger in the area which produces a lot of maize when the weather is good.

“Should that happen, the same traditional leaders will turn round and convince the people that the cause of hunger in their area is the PF. Against this background, we believe that what these traditional leaders are doing is unacceptable. It is a recipe for hunger and associated suffering,” Mr Bwalya said.

He said the PF is investigating the real motive for the action of these traditional leaders whom he said are clearly trying to create a national food crisis.

Mr Bwalya added, “Our government has a responsibility to feed our people in the case of hunger. This is the rationale behind the Food Reserve Agency (FRA) buying crops such as rice and maize for strategic reserves. However, it is an act of sabotage to cause hunger by discouraging peasant farmers from planting.”

“We are passionately appealing to the culprits to stop discouraging farmers from collecting their seed and going ahead to plant. We are also appealing to other traditional leaders in Southern province to rise to the occasion and stop the trend.”

  1. There’s no cure for stoopidity! It’s after Xmas for goodness sake. Unless you are distributing VERY VERY EARLY MATURING maize varieties, it is utterly pointlessness planting any maize now. It is truly too late for this farming season. PF just admit that you have failed.

    • PF have been too busy politicking to realise that there’s a country to run. The incompetence of PF is astounding. Lungu and his minions spent the whole of 2015 and 2016 insulting the bakachema and now they are horrified that they will not grow maize for their lazy and thieving kaponyas. I want maize to reach K250 per 50kg bag next year so that these maggots learn that every citizen counts, especially the farmers.

    • If they don’t want to collect free seed so be it! They will starve next year…! Why bother father B? A warning is enough to the chiefs and headwomen…HH will feed them…Enough is enough!!If someone wants to committee suicide why stop them?

    • Let the 1diots listern to their traditional leaders after all hunger will deal with them more than anyone else. If I remember well these are the same people who were eating sand in 90’s when they were hit with a spell of hunger. Let them shun farming.

    • It’s sad for the Govt to allow people like Frank Bwalya to continue treading on tribal lines. Govt has a ministry of Agriculture headed by a Cabinet Minister. Is Mr Bwalya telling us that the Minister has failed to do her job so he has to intervene? If we went round the entire Zambia, won’t we find similar problems elsewhere other than Southern Province? Can’t we avoid divisive politics so that we can unite the country?

    • Someone can’t just have so much hatred for a tribe, i think sometime, somewhere a tonga bull deflowered some dear to him.

    • Southerners are agricultural by nature. If they are doing that they must know better than Frank & his Edward. After all FISP is not for free.

How do you pick on a single tribe and blame them for your failure to feed the nation? now when tongas vote enmasse for upnd,you will call it tribalism?? Bwalya you are the biggest pillock in africa.   3. Bwalya…if indeed there is any iota of truth in what you are saying and if I were you, I would have asked the technocrats at Ministry of Agric to issue a statement, reassuring farmers that it’s not too late to plant maize, after all. Since when did you become an authority on farming matters?

  6. The question Frank Bwalya should answer is: why were the inputs delayed? why should those in charge wait for a directive from Lungu? I condemn and blame Lungu for the delay. Had Lungu given the directive way back in September, there would not have been delays.

    Every year it is the same story of late input arrival – come dont we all know exactly when the rain season begins in Zambia? Put in place a rolling five year plan which should trigger distribution of of these inputs every year in a particular month, period!!

  11. President Lungu need to quickly further by replace all Sata clan and ‘Ntolelefyes’ with MMD before PF cadres like Frank Bwalya disgrace him and make him more unpopular with Zambians. The recently created two factions in PF is dangerous for Lungu’s rule. There is a clique that wants him replaced and the best way to deal with this threat is to make quick replacements with MMD cadres who will be loyal to him.

Just a few days ago one chief from the north was complaining why government distributes farming inputs and build hydro power plants areas which have been experiencing poor rainfall patterns, maybe the south chiefs are just responding to that north chief that they don’t need bwafwilisho, but ingenuity runs in their veins, they will still produce in abundance.

  19. Even if it may be true that some headmen and women is southern province are discouraging farmers, it is wrong for a PF member to comment of that. It should be the responsibility of the ministry of agriculture. What’s wrong with all these political parties? Do they think all Zambians are fools.

  23. Truly, Frank Bwalya is a wrong person to talk about agriculture. Assuming the Tonga are diversifying according to govt desired programme , who is he to question their action. Does Frank know the objective of e vouchers that has been introduced in Southern province and other provinces?
    Zambians , truly some person needs to be heard that they exist. otherwise , what Frank says most of the times is never pleasant.
    He either talks tribal or uses innuendoes to demean others.
    I feel sorry for him. Some ministry are very technical and talking of their operations requires technical advice. Do you hear SILIYA talk much more now that she is Minister of Agriculture than before he had other ministerial post. Ministry of Agriculture has its dynamics.

    • Tonga elders don’t depend on handouts, visit the so called chiefs in tongaland you will be amazed how business minded they are, same way you won’t find tongas crawling on the ground and singing praises for them, read your history tonga communities before a white man came to Africa were only led by village elders, this chief stuff was just imported into tongaland from other tribes by Europeans for them to have some people to oversee these territories.

  25. No matter what you do for people in Northwestern, western and southern provinces as long as you don’t originate from these provinces they naturally don’t like you! They are very divisive as they are taught in their homes to grow with natural hatred. Lets keep our PF team in order by adding method and not substracting. Lets settle the minor rangles in the party by putting the interest of the party first and not witch-huntung. People like Lusambo should not disturbilize our party. He come from northwestern province meaning whether PF wins or lose the 2021 elections he will still be in cabinet!
