MMD calls for demolishing of alleged cartels in civil service

The Movement for Multipary Democracy (MMD) says there is need to demolish cartels that have been formed within the Civil service so as to enhance service delivery to the people.

Speaking when he featured on Pan African Radio, MMD National Secretary Raphael Nakacinda alleged the country’s Civil service is riddled with cartels formed within it for the purpose of enriching themselves.

Mr Nakacinda said government workers have developed systems which they are using to enrich themselves when their job as civil servants should be to better the lives of the Zambians.

“Along the way people have even devised a system through which they use their positions in government which they use to enrich themselves. We need to demolish cartels that have been created with the civil service,” he said.

He explained that those who are in the civil service to enrich themselves should live their government jobs and start businesses.

“Each one of us has a choice either to go and do business in the private  sector, if you desire to get rich and wealthy you go to the private sector, we have liberalised the economy, of course this one of the hall marks of the MMD government therefore anybody can start a business but if you chose to to join the Civil service in principal you have committed yourself to service  the public because it is not by force.

“These days simple things like procurement for example, why is it that when it comes to procuring goods for government there are always three to four times higher than the market price? The inflating of prices is because there has been developed within the system,” he said.

He further suggested that government considers a shakeup at departmental level so as to make individuals more productive.

“Maybe we need to transfer certain individuals, maybe they have over stayed in one office so they are doing the same things over and over, maybe you take them somewhere else so that they shakeup and become more productive.”

Recently the FDD said government should get rid of non productive Civil servants as they a were drain to government resources.

  1. It is the bembas. The rest of zambia should Sue the British for lumping us with these theives. Why were they Not grouped together with their usless mines with their brothers and fellow theives in Congo??

    Instead these people are stealing in every GRZ department and in every province they go the bring stealing like a disease.

    God help the rest of zambians tribes from this evil.

YOU ARE ONLY EMPLOYED IF YOU HAIL FROM SOUTHERN AND SPEAK THE LANGUAGE. THIS IS IN BLACK AND WHITE IN ALL PARASTATAL AND GOVT DEPTS. THIS MUST BE BROKEN TO ENABLE DEVELOPMENT REACH ALL FOUR CORNERS OF ZAMBIA. AND ALL THESE HAVE BEEN FIGHTING GOVT SO THAT THEY CONTINUE DIRECTING THE GOVT INSTITUTIONS AND LOOTING AND EMPLOY THEIR INCOMPETENT TRIBES MEN!

    • It is the bembas who are the biggest tribalists employing relatives. Even kambwili as broadcasting minister is on record urging manegers of goverment companies to employ relatives.
      On stealing, the record don’t lie. Go to any prison in any corner of zambia and you will find jails full of bembas.

    • When PF grabbed Power from MMD declared that government business will go to their cadres as empowerment and we all knew that PF is bemba in all aspects including communication,if you are non bemba and PF and cant speak bemba chances are you will be accused of being a UPND supporter and there is nothing you can do about it.Look at poor lungu even in eastern province has to speak in bemba to please his sponsors.

    • If a you are a farmer and monkeys keep raiding your fields will you say “it is wild animals” or will you say “it is monkeys ” Stealing my crops ?
      Let’s call a spoon a spoon. It is bembas who are doing 98% of stealing and looting.and maybe they need counciling as a tribe on the horrors of stealing.

    • @Mana from hell. The Irony is that 98% of dangerous criminals are Tongas and Lozis- go to Mukobeko prison, you will find them.
      -Tongas and Lozis are terrorists.
      -Even the the junior prison(Katombola) is based in Tonga land.
      -Just last week, Tonga thieves escaped from Sinazongwe cells in Tonga land.
      -Check Zambia’s crime rate- province by province- Southern province has the highest record of criminals in Zambia’s rural provinces- even during the election period.
      -Bembaland has the lowest social problems in the country.
      – Bembaland has the lowest HIV/AIDS rate in the country.
      -Bembaland does not depend on relief food.
      -Bembas live in clean villages. There is no cholera outbreak in Bemba land.
      -Bembas are proactive, social, innovative, they live in harmony.

  4. Business cartels have nothing to do with tribe but selfishness of individuals and lack of Patriotism to our mother Zambia. A buyer is a buyer and a supplier is a supplier regardless of the tribe. Who ever talks of tribe during Globalization time has locked him to innovation.

  5. This Statement from Nakacinda raises a lot of issues. Is MMD in the PF Govt as a Partner or a Critic? If forming cartes in the Civil Service is PF Govt Policy how can an invited guest criticise such a Policy? PF has policies to implement in govt and if our invited guests,MMD do not agree with PF Policies in govt then their Ministers in our govt should resign. If MMD Minister are in a PF govt to implement MMD policies then Lungu and PF Ministers must resign for betraying people who voted for PF Policies. The Role of MMD Ministers need to be clarified and re-defined urgently for the sake of good order. These are the issues which are causing disharmony in govt and PF Party.

  6. IN AS MUCH AS NAKACHINDA HAS A POINT, I STILL FEEL WE ARE GOING ABOUT THE WRONG WAY IN DEALING WITH NATIONAL ISSUES. THE SO CALLED CLEANSING IN GOVT IS ONE SERIOUS PROBLEM THAT WILL CREATE MORE DIVISIONS IN THIS COUNTRY. EVERY PERSON DESERVES TO HAVE A DECENT JOB. ONE FACTOR THAT MOTIVATES PEOPLE TO WORK HARD IS SECURITY OF TENURE. WHEN AN EMPLOYEE BECOMES UNCERTAIN OF WHETHER OR NOT HE / SHE WILL HAVE THE JOB TOMORROW, IT CREATES A LOT OF DISCOMFORT AND SUCH AN EMPLOYEE WILL NOT CONTRIBUTE TO HIS FULL CAPACITY. IN THE PROCESS OF CLEANSING, INNOCENT BROTHERS & SISTERS WILL SUFFER. BY THE WAY, WHY SEE A TRIBE IN EVERYTHING, ARE WE THAT RETARDED?

    Ki ki ki ki ki ki ki ki…, you have reminded me when on line news published who were heading govt ministerial posts and para statal institutions under Sata. With the exception of Wilbur Simusa even him was in Chingola. The rest were Bembas, even clerks in diplomatic services were speaking Bemba as a qualification ki ki ki ki, monkeys in the maize field to date PF govt is dominated by Bembas therefore, likely to be thieves.

  8. It may true many civil servants really fit into Nakachinda, but what about Politicians. They should also stop doing business using their positions especially ministers whose huge accounts are offshore.

  9. Voted for change so that Zambia could cleanup its civil service. It is just too rotten for Zambia to make any serious development achievements.
