Government losses millions through tax avoidance scum in Kawambwa

Government has expressed concern over the continued loss of revenue in Kawambwa district through tax avoidance by some contractors and business community.

And District Commissioner, Ivo Mpasa has with immediate effect directed government institutions to stop awarding contracts to contractors whose tax clearance certificates are not cleared by ZRA in Mansa.

ZANIS reports that Mr. Mpasa said government has continued to lose revenue in form tax avoidance in the district because some contractors and the business men are not sincere in their dealings.

He observed that some contractors whose tax certificates are cleared in Lusaka owe government huge amounts of money because they do not remit the revenue to the province

Mr. Mpasa said the district administration has put some measures of only awarding contracts to contractors whose tax certificates are cleared in Mansa in order to curb cheating and corruption.

The District Commissioner said this when he addressed head of government institutions and organizations awarding contracts to procure goods and services in the district to adhere to the directive.

  3. You can avoid petty taxes legally. There is a difference between tax evasion and tax avoidance, which the rich use to their advantage legally!

District Commissioner, Ivo Mpasa are you telling us that the country should come to stand still, no emergency contract should be awarded in the absence of Tax Clearance which no one has control over it except ZRA officials? If most businesses in Lusaka don’t have Tax Clearance Certificates to today, how about those in Kawambwa? Whether you pay tax or not, ZRA officials have a say whether they issue it to you or not but not the ZRA system itself. In this era paper certificate shouldn’t be an issue but System which can enable procurement staff to access ZRA & confirm status of tax payer.   6. Can someone please explain if you are cleared by ZRA in Lusaka Head Office why aren’t you cleared for the whole Country. So Mansa is more responsible than Head Office

  7. If tax is being avoided why not same action as against Post News paper. The LAW is the LAW. Same as a TAX clearance is a Tax clearance. Am confused.

  8. Tax avoidance is legal. There’s a big difference between “tax avoidance” and “tax evasion”. The District Commissioner, Ivo Mpasa should have done his research before making this statement. The government should be more concerned about tax evaders instead. These are the ones that are robbing this nation of millions of kwacha.

  9. There is no single and sane person under the earth that enjoys paying taxes! If per adventure the President was such a one that enjoys paying taxes, there is no way he would have allowed the law to be crafted exempting him from paying taxes. The driving factor is that he enjoys seeing his gross salary equall to net salary! Kwata! This being the case, companies employ great thinkers in planning the company’s overall tax position so they pay as less tax as is practically permissible with the confines of the law by structuring transactions in such a way that this is achieved!
