UPND to Punish the MP who attended Lungu’s Parliament address

President Edgar Lungu shake hands with the Vice President Inonge Wina after the Nation address on the application of Constitutional Values and Principles whilst other Ministers looks onUnited Party for National Development (UPND) today issued the letter saying that the party will take disciplinary measures against any MP that participates in the seating addressed by President Edgar Lungu.

Chilanga Member of Parliament Keith Mukata attended the session addressed by President Lungu.

In a leaked letter signed by UPND Secreatary general Mr Stephen Katuka, the party said that they did not recognize President Lungu as the president of Zambia. The letter further said that the petition to resolve the theft of votes and declaration of Mr Hakainde Hichilema as elected president is still in courts.

Today UPND Members of Parliament again boycotted President Lungu’s address to Parliament. The seats where the UPND MPs normally sit were unoccupied with only Chilanga Keith Mukata attending the sessions.

As Mr Mukata walked into the House, PF MPs cheered him on and celebrated his entrance.

Meanwhile, Patriotic Front-PF Secretary General Davies Mwila says the action taken by the United Party for National Development (UPND) to shun the State of the Nation Address on the Application of the Constitutional Values and Principles by President Edgar Lungu to parliament should be condemned by all well-meaning Zambians.

Mr. Mwila said the opposition UPND has once again disappointed the people they represent in parliament by shunning the important national address by the Head of State.

He said opposition Members of Parliament should not forget that they represent their constituencies in parliament and not their own interest hence the need for them to participate in all national events on behalf of their electorates.

He said Zambians should condemn the behavior of the opposition members who shunned the state of the nation address as they did the same during the official opening of parliament following the resumption of the house after the general elections.

President Edgar Lungu today delivered his first state of the nation address on the application of the constitutional values and principles as provided for by the amended republican constitution.

The UPND which is the main opposition political party in Zambia with 58 members of parliament shunned the event except Chilanga Members of Parliament Keith Mukata.

The Chilanga parliamentarian was applauded by members of the ruling party and the Head of State shook hands with him after delivering the speech.

The Zambian constitution under articles 9 clause 2 provides that the President shall once in every year, report to the National Assembly the progress made in the application of the values and principles specified under articles 8, 9 and 89 sub article (1).

  1. He obviously recognises that he represents the people of Chilanga first and foremost. Good for him. I hope he is prepared for the hellfire that will fall on him from UPND though. It will be good if the Speaker takes action against the boycotting MPs because that was a State of the nation address as mandated by the new constitution.

    • UPND and its leaderships are simply misleading you because they are so frustrated at losing the past and future elections. They also know deep in their terrible hearts that their petitions are just a waste of time to give its blind members a false sense of hope when they very well they are not achieving anything out of it.

    • Neither here nor there for attending a speech delivered by the president in parliament has nothing to do with the MP representing his/her constituents! After such speeches do MP’s rush back to their constituencies to address the people on what the president said? After all it is the duty of the malfunctioning ZNBC to air such an address by the president as it is also of national interest!

      The very last paragraph of the article justifies the staying away of those who did as the president in no way gave a report but got busy with lamentations! The reporter should have said some UPND MP’s boycotted than putting it as though UPND had no one in parliament when Mukata was there! Cheap photo shopping that Lungu actually acknowledged as to go over and give Keith a handshake!

    • I feel sorry for you to belong and support such a backward party that will never stop licking its wounds of defeat. HH and UPND MPs have not removed Lungu from being President by staying away. They only showing out how childish and useless they are to Parliamentary business. It means they are rendered useless for the rest of the term. Only PF MPs are working. UPND are only thieves, getting allowances for doing nothing. They are eating our money for doing nothing!!!!

      Why not boycott forever if you are so annoyed at being beaten. It means your MPs are only there for money and not to represent their people.

      The constitution in article 279 states as follows:

      (b)if the last day of the period is a Saturday, Sunday or public holiday (“excluded day”), the period shall include the next day;

      (c) where an act or a proceeding is directed or allowed to be done or taken on a specified day and that day is an excluded day, the act or proceeding shall be considered as done or taken in due time if it is done or taken the
      next day; and

      (d) where an act or a proceeding is directed or allowed to be done or taken within a time not exceeding six days, an excluded day shall not be counted in the computation of
      the time.

    • Now, anyone who does not understand this basic article cannot defend a case.

      The commencement of the case was on Friday when the petition was filed because the filing-in day was not an excluded day.

      Where the timeframe does not exceed 6 days, the excluded days are not counted in the computation of time.

      Otherwise the excluded day form part of the count – and in the case of the expired petition 14 days is clearly more than 6 days – thus all the excluded days ( weekends and holidays) were countable.

    • Even the discredited ECZ website has lungu ahead of HH by a controversial 100, 000 votes. That is equivalent to only 3 lusaka townships.

      At first the kaponyas as we trying to convince us that lungu won 6 provinces ??? 100, 000 votes only and you claim 6 provinces.

      That is why lungu is afraid of the petition.

      In fact if a proper verification of votes in Lusaka were done Lungu would add 200,000 to that gap of 100,000.

      HH has successfully deceived his supporters by using the tactic of petition to create an impression that he is still needed at the helm.

      It is amazing because his supporters are so convinced that they totally believe him, that they don’t want to even hear what am telling them here.

    • All governance matters hinge around the institution called the Presidency and is currently occupied by one ECL. If HH and his fellow bas.tards don’t want to accept that, then they should relocate to another country whose governance needs they will recognize.   6. am not just sure what parliament would look like if it were HH addressing the parliament and PF mps had boycotted the address since they are the majority. would it not look like a grade 12 classroom attendance as they are only 57 since keith would have, most likely, boycotted too.

    • I am sure If HH were addressing parliment there would be no need for PF to boycott as it would have been willingly proven in courts , to the nation who won elections with out fear of petitions and the use of 14 day technicalities to avoid people hearing the truth.

  9. Every organisation has rules and regulations. When one does not follow them you do not expect to be given a cookie. We donot recongise lungu until the fair legal system is used to confirm the legality of his presidency. Till then continue dreaming he is your president

    • A fair system already exists in Zambia. This was attested by all the stakeholders and international observers in the last elections.

      7 provinces in Zambia recognise Lungu as President. You attempts will not work against the majority. You need to wake and understand this simple fact. You cannot force the 7 provinces to rules by someone who has won in only 3. Zambians in the 7 provinces will not and never accept this nonsense. just boycott the rest of the Parliamentary sittings and see if you will have any impact. Zero my friend. Alot of irregularities were witnessed with legal documents which are required by the ecz not been made available. You cannot legitimise an illegal process . If you are so confident about winning those provinces but with a few percentage difference in votes between hh and lungu then let the petition be heard in fair way. T

    • I asked my 6 year old son who our President was, and he said Edgar Lungu.Then I asked , who the Vice President was , without hesitation he answered Inonge Wina. Then lastly I asked who the First Lady was and he said Esther Lungu.So my boy is more intelligent than NEZ!!

  13. The current Bill of Rights administered by the High Court of Zambia gives the MPs the Right to boycott Parliament especially if its being addressed by an illegitimate President like Lungu. These MPs have petitioned thru their Party UPND the election of Lungu as President. That Petition is still in Court and there is no valid and legal reason to recognise a person whom u accuse of having stolen your votes. Why is Lungu blocking the Petition?     • Lungu has not been proven as illegitimate by the Courts. This means unless proved otherwise, Lungu is the legitimate President of Zambia as declared and sworn-in. Therefore, you argument holds no water. The Bill of Right you are referring, does not apply here and this shows how dull you are.

      The Speaker will be correct to met punishment as he promised to do last time. You fighting a no win battle. No one is behind HH and UPND apart from you guys in or from Southern Province.

  27. I don’t think boycotting presidential address will make our president popular. Infact our behaviour in upnd will cost us at the next election because we cannot learn from the time we wasted during presidential petition and we have continued in the same path wasting time instead of getting organised for 2021. If president Sata (MHSRIP) was doing things like Hichilema he was not going to win presidential election convincingly. President Sata could lose today tomorrow he gets back to the drawing board not crying for spilled milk. Better I defect than supporting the failed party. Maybe GBM does not pump any sense but only brings useless suggestion but its them to lose. Boycotting parliament address did not remove even a fraction of president Lungu’s powers and nothing was added to Hichilema…

    • Boycotting was for future of free and fair elections in zambia. It is not for HH or lungu.

      Election results if disputed should be heard in Court, not the 14 day dodging nonsense we see.

Actually, I had a very good friend of mine in Riversides, Kitwe in the 1970s. Probably that friend of mine came from Chilanga. You know what when I was growing up in Kitwe in the 70’s we were all speaking bemba, for me I did not even know that they where other people who spoke something different. We played together as one.   36. We have seen time and again the DA,EFF and other Opposition Parties in South Africa demonstrating year after year in Parliament during Zuma’s SONA. Why is it that these Parties and their MPs have not been banned from Parliament in RSA? Boycotting an injustice is a Constitutional , and Universal Fundamental Human Right by the UPND MPs. This Right to boycott Parliament by these MPs is enshrined in the Bill of Rights administered by the High Court of Zambia. No Parliamentary Rule or Code can supercede the Constitution of Zambia. If such Parliamentary Rules and Procudures exist then they are Unconstitutional and should be struck down.
