A 32 year old man arrested for impersonation in Nkeyema district

Police in Kaoma have arrested a 32-year-old man for impersonating Nkeyema District Commissioner (DC)  Albertinah Mwanamwalye.

Wamupu Masilokwa Lubasi of Munkuye area in Western province’s Nkeyema district was arrested at the civic centre  following a spate of fraudulent activities he has allegedly been engaged in.

Both police sources in Kaoma and Mrs Mwanamwalye confirmed the arrest of Lubasi who is alleged to have been collecting money from unsuspecting employment seekers in Mongu in the name of the Nkeyema DC.

Mrs Mwanamwalye said that Lubasi had travelled to Mongu where he checked-in at a named guest house after presenting himself as the DC  for Nkeyema and was offered accommodation on the understanding that government would pay the bill later.

The Nkeyema DC said that under the guise of being a DC , Lubasi then started collecting money from people whom he promised to employ as office assistants and cleaners.

She said that after five days of lodging at the guest house, Lubasi suddenly disappeared without paying his accommodation bill after which a worker who offered him accommodation sought intervention from the office of the Western Province permanent secretary.

Mrs Mwanamwalye said that at the office of the provincial permanent secretary the worker from the guest house was told that the DC for Nkeyema was female and not male and that is when she knew that she had been duped.

She said that after she was given her number at the provincial office the worker sent her a text message and they later had a conversation during which she confirmed that she was the DC for Nkeyema and that she had never been at that guest house.

Mrs Mwanamwalye said that this was not the first time Lubasi was engaging in such deceitful activities as in November last year he was collecting money from people on the pretext that he was going to deliver fertilizer that was coming from the vice president’s office.

She said Lubasi has also been collecting money and NRCs from villagers pretending that he was going to help them to be admitted to the list of beneficiaries of the Social Cash Transfer scheme which is a government programme aimed at mitigating poverty.

Lubasi was arrested in Nkeyema district as he was waiting to attend a meeting on the upscale of the Social Cash Transfer scheme and he is currently detained at Kaoma Central Police awaiting court appearance.

    Lack of honest plus bitterness is the middle name for their leader, YES you know him.

    • He acted in that manner knowing it was a normal mode of acting under this govt. And people bought his story because that is what they have come to be accustomed to under ..

  2. The man should be caged for a long time. It appears Zambian youth are bow creating their own fake jobs and fraudulent jobs. We are slowly becoming a Nigeria with degrees all over but no real jobs. Lets EDUCATE AND CREATE employment for people instead of minting CLEVER criminals from our learning institutions.

  3. This is the fault of the DC, she is not known in the area. She should have gone round the district to introduce herself as the new District Commissioner. The only sad part for me is that Lubasi stole from very poor people, the villagers.

    • The frauds are happening in Mongu while Nkeyema is beyond Kaoma. The two districts are about 200km apart. There is no reason for the Nkeyema DC to be well known in Mongu.

The guest house worker’s knowledge of government officials is equivalent to majority Zambians.At least in my time we had civic education where we learnt names of government officials.This time even an average Treason Banda in Eastern province can only name one person and that is the president.The rest like who the minister of religious affairs is,Treason Banda would not even know what the ministry is about.For your information the ministry is run by a woman and it’s main function is to deport prophets.

  5. The man is smart and must be awarded ON 24TH OCTOBER for using survival skills to pay for 75% hike in malaiti. @4 you are right we dont know our leaders but do you think knowing our leaders would help zambia develop?

  6. Thank you @3.1 for educating me on this one. I have visited most areas of Western Province, but Nkeyema district, never heard of it and I had no idea where in Western Province it situated. I last visited the Province exactly 20 years ago this month, maybe a new district.
