The Zambia Police Service has warned Zambians to desist from making comments and careless talk that may cause alarm and generate instability in the country.

Deputy Inspector General of Police in Charge of Operations Malcom Mulenga in a statement to QFM News says the Police service is concerned with on-going statements and remarks regarding the arrest of the UPND leader, Hakainde Hichilema in which certain quotas of society are advocating for solidarity marches, protests and above all issuing alarming statements that have potential to instill fear, insecurity and cause anarchy in the country.

Mr. Mulenga says the role of the Police is to maintain law and order, peace and stability, therefore statements aimed at bringing disunity and division shall not be condoned at all cost.

He says the nation has seen some countries where the clergy have mismanaged national issues that brought about atrocities and as Zambia Police they shall not allow that.

Mr. Mulenga has urged members of the public to let the due process of the law take its course as the matter is before competent courts.

He says Zambians ought to know that it is contempt of Court to make use of any speech, writing or misrepresenting proceedings before courts.

He adds that such acts are deemed to be capable of prejudicing the process and lowering the authority of any person before whom such proceedings are being held.

Mr. Mulenga says this is contrary to section 116 (1) (d) of the Penal Code, Chapter 87 of the Laws of Zambia.

  1. We will not stop commenting on this fake case: Release HH and we will stop maybe…this is not 1970…

    • So we should jus zip our mouths even if what they are doing in nonsense? This is not a kingdom but a democratic state.
This is why we are saying its dictatorship. How can stop people from commenting on a national figure honestly?
So are going to arrest the churches also?

    • Obviously the police do not understand what freedom of speech means. You cannot stop people from expressing their views, as that would be a violation of their rights. People are free to discuss any issue taking place in the country, including writing about it. Unless you’re now saying Zambia is a totalitarian state, or police state, people shouldn’t fear that if they talk about current issues affecting their country, they’ll be arrested . Zambians should be free to discuss national issues, and that should in no way prejudice the case that’s in the court. The court is presented with FACTS and not what’s being said on the streets, or online. What’s being said on the streets and online are OPINIONS and people are free to express their opinions. Only dictatorships forbid people…

    • (Continued)… from expressing their opinions. It’s this same attitude that makes it hard for democracy to succeed in Africa. People shouldn’t live in constant fear that if they say something about the government or the president or anyone else, they will be arrested. Only if they’re inciting violence can you stop them, or arrest them. Otherwise, let the people speak.

    • GIVE US A BREAK. YOU CREATED THIS PROBLEM BY BURSTING INTO AN INNOCENT FAMILIES HOME, STOP BULLYING US. JUST SUPPORT PEACEFUL PROTEST AND RETRAIN ALL YOUR OFFICERS ON HOW TO BE PROFESSIONAL THE ISSUES AT HAND AFFECT THEM TOO.

    • Too many warnings being issued in the nation and soon these will be warnings directed at self! As for Zambia Police issuing warnings to Zambians and likening other countries where there have been atrocities committed what Mr Mulenga forgets is that discontent does not arise from nowhere and bottled up frustration is like a time bomb thus police to maintain law and order effectively they should reassess their professionalism by redefining their character!

    • Which due process of the law are you referring to? Breaking down someone’s home at midnight at the orders of a Chands packed with tribal hate and ivy… Arrest Chanda as every week he comments on the case. Mumbi decides which judge and when the case is to be heard.

    • The Freedom of Expression does NOT belong to PF Police.
The Freedom to Protest does NOT belong to PF Police.
The Freedom of movement does NOT belong to PF Police.

So please STOP trying to steal our God-given rights.

      FREE HH
      FREE MWALITETA
      FREE ALL POLITICAL PRISONERS

    • I thought it was the responsibility of the courts to cite someone for contempt of court and not the police. Anyway, in this country anything is possible.

  2. The bible say a silent mouth is a symbol of wisdom. What ever we call ourselves this is how police is proving to be in conflict with it self.
It is ok for Mumbi Phiri,Frank Bwalya,Sunday Chanda and others to comment on HH case but others it is becoming a crime.
Is it not true that Policemen are now dressing in Masks like criminals?
Is it not true that the Police are using dogs on its citizen they are suppose to protect?
is it not true that Police are breaking private property which they are suppose to protect?
It is ok for Sakala to divide the nation and Chanda Sunday to accuse others falsely but you are watching and no comment from Police.
Can Police improve otherwise threatening people will not make them stop talking over HH arrest.
Wait what will happen in South Africa on…

  3. Iwe kapokola “He says the nation has seen some countries where the clergy have mismanaged national issues that brought about atrocities” Which countries are these? Tell us

  4. We will not stop commenting on this matter because the Police were used by PF to humiliate HH. Zambians should not seat and watch while state institutions are being abused by a few people. Further the Police should not exaggerate their power, they are less than 20, 000 countrywide. Those of us who voted for HH and are extremely offended by the NONSENSE that is going on are over 2 million. Please release HH NOW! Please do not push beyond a point you will fail to handle! We are almost there!

  5. What? The Police expect to do NONSENSE AND CITIZENS SHOULD JUST WATCH? It will not happen. Oppression in all its forms should be faught.

  6. Njimbu, terrible , zambian citizen and 2020vision where are you ?

Are the citizens not allowed to talk now ??

  7. Citizens basic human rights in the constitution over ride section 116 (1) (d) of the Penal Code, Chapter 87 of the Laws of Zambia. If the people of Zambia can not exercise their basic rights such as freedom of speech hold peaceful demonstrations etc without breaking the law, then we have a big problem in the country. The country is not free.I quote Montesquieu “things that depend on principles of civil right must not be ruled by principles of political right”.

  8. Policemen and women have the right not to obey unlawful orders. Remember the embarrasesment your friend Mbita had to endure even to the point of risking jail telling lies under oath. The love of money has destroyed our police service! Politicians come and go and you have a family to look after. Do the right thing. Refuse to be used as a tool of oppression for innocent citizens who mean well for their country. Don’t worry about PF. These are last kicks of a dying horse!

  9. It’s not always contempt to comment on a case in court. Secondly to whom is Mr Mulenga directing his threats? He shud start just arresting if he has a case than threatening citizens. Politics is our bread n butter so he can’t deny us breakfast. And as a Bemba he shud know better that UBUSHIKU INSOFU IFWILE NALYASHI MU MUSUMBA LYA NSOFU

  10. Very shocking statement from Mulenga. Anarchy and injustice is already in existence. Good policing eould not allow cadres, police, and others to loot HH’s house and issue contradicting statements in court when defending the case. The problem is that he has ignored professional policing and is treating Zambians like labourers at his house. I hope this demonic hatred will come to an end you are tormenting innocent Zambians to satisfy your greed and injustice.

  11. Zambia stupid Police.
Incompetent and not fit for purpose. Foolish Lungu stop intimidating the judiciary and release HH immediately. There you go, I have commented. Come and arrest me then. *****s

  12. Police must be professional in handling matters. As long as police will be supporting everything PF says, then they are irrelevant and not worth respecting. Can they show Zambians courage by arresting Kaiser Zulu for all the cases he committed which have since gone silent. The treason charge against HH is fake and just a way of persecuting an innocent person. We will not keep quiet until we see true justice prevail in our country.

  13. Police, do you really think that you can get a message across to Donkeys? Just lock them up, that they understand as you can see from the weeping and crying and ukusabaila regarding an underfive remandee.

    • You sir don’t know what you’re talking about. We are protesting the police’s violation of people’s rights to FREEDOM OF SPEECH. Do you even know what that means? Because if you don’t, you should not be surprised if they come after you or your relatives for making comments on issues they think should not be commented on. The police have no right to tell you or anyone else what you can or cannot comment on. Comprende? But then I forgot that your name is Terrible. Go figure.

  14. Molcam Mulenga is another fellow Bemba PF stooge under the police uniform. Where there is no freedom of expression, assemble, movement ; these are the hallmark of dictatorship. I’m pure Bemba the level at which Bembas are being used is reaching a climax point to spread hatred, insults and false information. HH is not an ordinary person besides he is a Zambian citizen and above all he is a political leader of the biggest political party with millions of followers. Is the police going to arrest millions of his followers and those who are sympathing with him.? Using force or intimidation will harden people and resolve to other means which the police will not have the power to control. HH ‘s detention is a big story within and across the borders. No amount of intimidation will silence the…

  15. The police have no power over the right of free speech. If someone yells fire in a crowded theatre that is something else.
Trying to scare people into accepting injustice requires people to stand up against that evil stupidity.Free countries and free people resist tyranny in all its forms.
