Former President Rupiah Bwezani Banda has refuted claims that the country is sliding into dictatorship.

Mr. Banda noted that the country is still enjoying a democratic governance and applauded late President Frederick Chiluba for the introduction of democracy.

He instead advised the Church to counsel the incarcerated leader Hakainde Hichilema to concede defeat.

Mr Banda said Mr Hichilema’s refusal to accept losing an election was the source of all the assertions of that the country was in dictatorship.

He was answering questions from Journalists after he laid wreaths on late second Republican President Chiluba’s grave on the occasion to commemorate the seventh anniversary of his death.

President Banda observed that the re-election of President Edgar Chagwa Lungu is one that has been accepted by the international community, the church itself and most importantly Zambians.

He observed that even leaders such as first Republican President Kenneth Kaunda had accepted defeat when the people had spoken and it is this decision that makes him a role model.

“When we have had an election and it has been declared we are supposed to accept… Dr Kaunda did it, I did it and I hope the others will learn to do that,” he said.

“Let’s assume he wins the election in five years and the current government loses and he wins, our brother who is in prison we will expect that people should accept. If he does not accept now why would he expect people to accept when he wins.”

President Banda repeatedly refused assertions that the country was a dictatorship or sliding into a dictatorship.

He observed that he did belong to the party and ruled from the party crowned as mother of democracy and thus knew what a democratic government was.

    • It’s not a dictatorship, but we need reconciliation. Leader’s, Political Party’s, Church organizations, NGO’s etc., we need to stop acting like children and start talking to each other to effect reconciliation, peace and tranquillity.

      How come only the First Lady, Esther Lungu seem to be the only one blessed with the wisdom to see that the ruling party need to start talking to opposition party’s? She gave an example of how the Ugandan’s are talking to each other.

      10) Fearmongering: Stoking public fears about safety and well-being is a DICTATORSHIP tactic, designed to convince a frightened population to look to the Supreme Leader for protection. A frightened population tends to think first about its own safety, and forget about fundamental liberties, and would be more likely to look the other way as a president amassed greater power.

      The worst case, of course, would be an Erdogan-like attempt to use a terrorist attack or some other equally dramatic event as an excuse to declare a “State of Emergency” and to assume unprecedented executive authority. Similarly lungu wants to use any excuse to declare state of emergency so he can detain without trial anyone with a divergent view, change constitution to remove 3rd term clause etc.

    • With due respect Mr. Rupiah B Banda, I do not agree with you on the need for HH and his Party to accept the results of the 11th August, 2016 elections, as well as recognising Mr Lungu as President. Why don’t i agree with you? I don’t agree with you because the examples you have cited do not hold any water. They are very weak. (1) Dr Kaunda lost miserably in 1991and he had no choice but to concede defeat. (2) You, yourself lost equally miserably in 2011 and you had no choice but to concede. Further, in all the 4 occasions that HH lost, he has been confusing without any problem. But for the 2016 elections, you saw what happened to the counting of ballot papers.

The piece of wisdom coming from RB is that if HH does not accept that he lost the elections in 2016 and goes on to win in 2021, why should he expect the loser (s) in 2021 to accept defeat. HH and his unwise supporters are indeed setting a very bad precedent for this country of not accepting defeat when one loses. I remember when Trump said before the election he was not going to accept defeat if Hilary won, Americans got worried as this was seen to be undermining the very basis of American democracy where losers concede defeat no matter how difficult it may be in order to facilitate a smooth transition. Unfortunately, UPND seems to lack the wisdom to see the significance of this aspect.

  13. Accepting an election outcome is different from accepting political outcome. Election defeat is temporary whereas political defeat endures forever. The starting point is strengthening democratic institutions in the country, including statutory bodies, business community, civil society, religious bodies, professional bodies, intellectual giants, etc. Once an election outcome is announced by ECZ, then Court challenges remain the only democratic option. During the Court challenges, there is need to respect legal procedure and state institutions. This can take years but Good Governance is inherently a slow motion picture.

    • If the losing candidate stands again for the same position, then the loss was essentially electoral and not political. The struggle for political power is comparable to war. In war, one battle follows another until the victor can emerge. After defeat, the vanquished will remain subdued for relatively long time. Similarly, in a sports championship the loss of one game is not the same thing as losing the championship. What matters is the full picture. What matters is the essence. In the Kenyan scenario, Raila’s denial did not change the status quo. Even now, Uhuru is leading the country. It is two sides of the same coin. Only time will tell . . .

    Make your own conclusions but its abundantly clear that the traffic charge has nothing to do with why that man is in prison. And for all dull PF cadres …its not illegal to not recognize the president!

    • It’s illegal to attempt to topple the government or cause civil unrest just because you as an individual refuses to recognize the government. The traffic charge is one of the many charges slapped on HH and it’s this kind of attitude that lands people in problems. There are better and civil ways to approach things but someone probably whispered in HH’s ear that he needed to be a bit bolder in his approach.

How do you keep an innocent person in maximum prison and claim all is well and there is no dictatorship in Zambia?       What regard has a dictatorship for empirical evidence? If president Lungu was not a dictator, UPND’s petition case would long have been given a hearing by the courts. While the Judiciary and the Legislature were created to exist separately and independent from the Executive branch, that is hardly the case in Zambia right now. Both the Judiciary and the Legislature, are subservient to president Lungu’s regime. They do what he tells them to do. Do I need to provide empirical evidence for that? Probably not. It’s either you see it or you don’t. The fact that Kaunda was a dictator does not mean that Lungu is not one. The two are not mutually exclusive.

RB is a beneficiary of the rigged election and further Lungu has dropped RB’s Corruption cases from the Court.     Every person has rights. Eg my rights would allow me to make noise and the other person rights would be to live in a quiet place. Human rights have limits and comes with responsibility. Don’t break the laws or infringe upon others rights while you are enjoying your so called rights.

I strongly say the country is not in a dictatorship.To call Zambia a dictatorship is simply wrong.What is at fault or wrong in the country today is that the democratic process and procedures are being abused to the extent that basic human rights are not respected.This is what many citizens see as a dictatorship.Perhaps, and what I feel should happen is for organisations such as LAZ, the church bodies, human rights organisation the opposition parties to constantly engage and work with the government to correct the wrongs.Without having to be confrontational to the extent that the country becomes ungovernable. The judiciary should at all times be seen to be strong and independent in the eyes of the public.

      A dictatorship, such as president Lungu’s regime has no regard for empirical evidence. Were that not the case, UPND’s petition case would long have been given a hearing by the courts.   50. What is worrying and disheartening most people and the electorate in Zambia is the continued presence of and being in the limelight by two Former Presidents Kaunda and RB Banda.
    Both became very unpopular and the electorate rejected them.
    RB Banda refused to concede defeat for fear that Sata would lock him up.RB Banda went to an extent of telling the Military and OP to do “Something” to stop Sata getting into State House. Thanks to General Wisdom Lopa, as Army Commander who refused, for it would have culminated in blood shade in Zambia. General Lopa should be honored for the Patriotic Stance he took on behalf of the people of Zambia.
    It took KK and former American Ambassador to Zambia,to convince RB to concede defeat, after assuring him that Sata wouldn’t lock him up.RB unwillingly…
