A combined team of officers from the Zambia Police Service and Kitwe City Council on Wednesday raided and closed Chiller’s Corner, a popular club owned by expelled PF founder member and Former Copperbelt Minister Mwenya Musenge.

Some PF supporters on the Copperbelt have been accusing Mr. Musenge of using his club to mobilise support for his soon-to-be launched political party following his expulsion from the party last month.

But Kitwe City Council Public Relations Manager Roy Kuseka denied allegations that the closure of Chiller’s Corner had something to do with Mr Musenge’s political standing.

Mr Kuseka said the club had been shut after it violated certain provisions of its operating licence.

He said the local authority had embarked on an extensive regulation compliance and of the 40 liquor premises visited on Tuesday and Wednesday, 27 were closed for violating various provisions of the law.

Mr. Kuseka said during the operation, the council confiscated 70 cases of beer and 100 bottles of spirits.

CLOSURE OF LIQUOR PREMISES FOR NON COMPLIANCE
WITH REGULATIONS

KITWE City Council has embarked on an extensive regulation compliance inspection within the city and of the 40 liquor premises visited on Tuesday and Wednesday, 27 were closed for violating various provisions of the law. In the process 70 cases of beer and 100 bottles of spirits have been confiscated.

The objective of the inspection is to monitor compliance levels with the Liquor License Act Cap 20 of 2011, the Public Health Act Cap 295, fire certificate and curb unrestricted sell of cheap but high potent spirits especially to the youths below 18 years old (underage patronage).

Apart from having their premises shut, defaulters are being levied various penalty fees. Failure to display a license is also a punishable offence.
The closed premises include Black Gate, Keg and Coppersmith, Chiller’s Corner, Muluka Bar, and Elelemwa. The operation is ongoing and has since covered Parklands, Nkana East, Riverside, Kwacha and Bulangililo.

    The Policw are fair and square between PF, UPND and anything else.

    They are there to make sure me and order is maintained in the country.

    Suggesting this is a directive from PF is absurd, suggesting it is from Lungu is wishful thinking and suggesting it is from the Govenmebt is foolhardy.

    This is simply the Police and musebge has abrogated the same law you and anyone else abide by.

    • PF leaders are childish. Guess they think they will be in power for life. What goes around comes around. Time will come for them also..

    • This is so childish by the president and his machinery. They need to act wise even when they are abusing the law. The problem is that the President and his PF have sunk themselves in the cloud of power that they can act without shame and sense.
      There is a better way of fixing your enemies with wisdom. There is no shame in the way PF are acting.

    • There is really nothing wrong with this but everyone knows that while he was a member of PF and a minister he carried on in the same way without any sanctions. A former PF Defence Minister owns a hotel in Lusaka which is used as a brothel. As long as he is PF, he is ok, but it will be raided by police and Lusaka City Council on the day he is found on the other side of politics.

    • I am just wondering if all the pubs closed belong to musenge. I don’t know why comments are only showing support to musenges pub. If musenge was acting within the stipulated regulations his pub would have been spared like many which are still operating.

    • There is nothing wrong to close a pub if it’s not compliant with the regulation.
      But unfortunately, this article is to blame, since it has political aspect attached to it. Why put out such a heading focused on one person? So I am not surprised, there will be tit for tat here between UPND and PF cadres. The article doesn’t even mention which regulation for which those pubs were not compliant, but very quick to mention how many cases of beer and bottles of spirit were confiscated. Which is irrelevant.
      Who is this article trying to serve? Is it PF cadres on the fact that Musenge was using his premise for political agitation to his to be new party OR UPND cadres to show how ECL machinery is trying to silence its opponents? Blind cadres will fight it out.

    • Other Pubs may just be collateral in an otherwise well Orchestrated move. Such tactics are know even some Murderers use this tactic … they will seemingly kill other people and in the process the real target to throw off investigators who may believe its a trend in an area.. so the person is never suspected since you cannot directly establish motive.

      We have too many bars, councils should swing in and close all of them if possible. And they should ensure no one sells alcohol on Sundays and before 5 pm on other days.The late President MCS, may his soul rest in peace, despite being of low education understood this very well. I don’t think Mr Pombe sees a problem with a citizenry that is preoccupied with being constantly intoxicated.

      More libraries and cafe’s are required. That is where useful ideas are generated.

    • Why was the pub not closed a long time ago? This is just PF under Lungu trying to clamp down on it’s major opponents using the police and other law enforcement agencies . As saying goes ,’politics always end up in failure at some point. ‘ Lungu will end up running away from his shadows in future .

    • Musenge like many politicians was taking advantage of been in the ruling party to get away from complying with many regulations and now time has caught up with him. Chingola council started this exercise two months ago and if Musenge was found wanting, he should face the consequences just like the other businessmen.

  4. Nothing unusual. Sone pubs have been warned to stick to stipulated hours up to 22hrs for example and not operate like night clubs. And are UPNDonkeys saying that illigality should be condoned if it is Mwenya Mysenge or underfive’s bar? In fact some of the affected residents both party or partless near some pubs are the ones who complained. Musenge is simply caught up in that illegality. And if the threatened emergency police powers is helpibg bring sanity to our townships then it is good. Keep it up!

  16. The real question is just how far Edgar Lungu and the New PF will go to silence others. Frankly, mess with each others’ dreams but not each others’ livelihoods. As for the Police, there is a fundamental misunderstanding of their duties and seem to align politically. The Police should not be abused such that they lose independence. If both parties or rather all parties follow the provisions of the constitution, the Police is likelier to be neutral. Here we have an abusive and intrusive, authoritarian regime and a self- absorbed and incensed opposition. Let us realize that power corrupts good morals and remember that tables surely turn.

    For your information, the council first carries out inspections before closing any place for lack of compliance.
    Confiscating items and using this brutality is the very last resort.
    I dont know why anybody should be worried about a guy who cant even win an election at constituency level making his own party!

Councils too must realize, grabbing of belongings is not the best solution. We just need to suspend operations pending compliance review. The act of grabbing capital resource is just killing SMEs.

      I am not UPND, but objectively looking at this case there could be politics behind this, the timing is suspect.
      As I indicated before above, there is nothing wrong to close the bar if it’s not compliant, i think even the dumbest UPND cadre should understand that. I don’t think this is orchestrated from higher PF, but there is a motive by those lower down. Now that Musenge is no longer PF, it’s easy for any cadre to implicate Musenge, and this is what is happening. Why was his bar not closed a year ago? Why now? Non-compliance wouldn’t just come up within a day. This is not incidental. And if you look around the lockup that is going on, it can only be PF who would not see through any politics being played here. Do not pretend to be blind.

Principled people don’t condone lawlessness just because someone has become an enemy of your enemy. I condemned Musenge for being implicated in maize meal smuggling even though he was a minister. My opinion about hasn’t changed.

  30. I am amazed that a number of bloggers cannot ‘see’ the ‘coincidence’. This has absolutely nothing to do with compliance rules. He is dismissed from the PF and suddenly his bar doesn’t comply? The other closures are smoke screens. When did the council last carry out such an exercise and what was the result? And evidently Musenge’s bar had nothing wrong with it then.   34. Good move. The councils through out the country should also regulate the operating time of bars. We can not have bars opening as early as 08:00 every day. What time will be productive. There should also be restriction regarding trading in alcoholic beverages. In Zambia people sell alcohol everywhere any how including filling stations, groceries shops and tu temba’s. This should end. Its no wonder people even consume alcohol and other intoxicating substances on public transport resulting into unruly behavior and littering of empty bottles of cheap alcohol.
