Government will this year present a Political Parties Bill to parliament that will allow the state to start funding Political parties.

Minister of Justice Given Lubinda says the bill will be tabled in Parliament between September and December this year.

Mr. Lubinda says before tabling it in Parliament a consultative process with Political Parties, faith base organizations and Civil society organizations will be held to discuss the content of the proposed bill.

He says government has decided to engage the public so that the process of coming up with this law is transparent.

Mr. Lubinda says citizens are free to make submissions to the ministry.

He said the public to access the Bill on the Ministry of Justice, Home Affairs and Ministry of Broadcasting and Information Website.

Among the objectives of the bill is to provide regulations on sources of funding for parties, establishment of the Board of Political parties and Registration and regulation of political parties.

Meanwhile, Mr. Lubinda has expressed sadness that people have not made submission on revision of the public order Act.

  1. It looks we have alot of money in this country and I wonder why going to IMF for more. What we seem to lack are brains. It’s better to increase funding for bursaries at both state and private owned universities and colleges than this. Why is it that politicians want everything for themselves? There are many institutions and govt depts struggling for lack of funding all bo lubinda n team can only think about themselves. Anathema Maranatha!

    • Kikikiikiki. Kuti waseka. the Commonwealth SG is causing too much diarrhoea of the mouth from PF. Now they want to show that they are democrats and love the opposition so much when they have been working very hard to form a one party state. What else are they going to pledge to please the madam from the commonwealth? Anyway PF is on its way out of power soon once the petition is heard very soon.

      Why? For what purpose? I oppose to the proposal. The law would put unnecessary pressure on the already tight and constrained budget for Zambia. That will also put a lot of undue pressure on the tax payers money seeing that the current constitutions provides for a rerun in an event a 50% +1 threshold is not attained.

    • This is really s.tupid. We are one of the poorest nations on earth and the government has the audacity to think we can spare more for political parties? Why not invest that money in agriculture or pay down the debt? Shear lunancy and incompetence.

  2. I feel if this bill will pass, then we will see in one family, the father, mother and each child will form each a political party…
    I think it’s not a good move.

  3. Bad idea. Government means tax payers. Please politicians it is time you realised that workers who actually carry your burden and finance your extravagant life styles want good pensions and a good life too.

    What is going on with trying to find more avenues to increase expenditure?

  4. This looks like a bad and unnecessary law. So if you fail to get a job you just register a political party, and bingo you are in cash. Hope it fails to go through.

  5. Political parties are akin social clubs and should thus have strategies on how to raise financing for party activities. I see no justification for initiating this bill when accessing CDF still remains a very big challenge! This kind of bill must not even see light of day. @ Alfredigo what you say must not be taken lightly for its truth! As at now is it not true that over 15 political parties are registered some with a membership of only the founder?

  6. Bad reading culture in Zambia. The ammended constitution provides for parties to be funded. What is remaining is the details of how. It is already law. Only parties with representation in parliament will be funded proportionaly. Not Cosmo Mumba and Muliokela.

  7. This is somewhat good because the likes of hh will stop promising their funders mines once elected. He failed to accept defeat because his financiers will be on his neck.

  8. This is law but what we need is a regulatory frame work to prevent the Mulongotis Muliokelas the Mpombos of this world who are political jokers from takng advantage of the Law

  9. Publicly funding politicians and elections is really the same as having a democracy. If they’re funded by the taxpayer, they will be much more responsive to their electorate. At the same time, it should be a major crime for any politician to take funding from anyone other than the taxpayer. Take one dinner from GBM or anyone, and go to jail for 10 years.

  10. What a waste of time and resources. Surely Zambia does not have such kinda money to waste. Can we channel such funds if the country has the money, to let say get rid of shanty compound and build amenities for the people instead.
