South Africa’s opposition Democratic Alliance leader Mmusi Maimane has refused to meet President Edgar Lungu saying he will only do so if the Zambian President commits to a programme that works to restore Zambia’s democracy.

Zambian High Commissioner to South Africa Emmanuel Mwamba had earlier issued a statement that President Lungu has summoned Mr Maimane and EFF leader Julius Malema to a meeting in Johannesburg over their statements regarding Zambia’s governance.

In a statement, Mr Mwamba had said that President Lungu was eager to meet the two opposition leaders because they have appeared to disrespect Zambia’s sovereignty and have interfered in its domestic affairs with their statements.

“I wish to confirm that we contacted the political parties telephonically and proceeded to make formal written requests. The two leaders have in principle accepted to meet His Excellency President Edgar Lungu in Pretoria or Lusaka even at short notice or day suitable when the President is available to meet them,” said Ambassador Mwamba.

But in a statement, Mr Maimane conformed that a formal invitation had been sent to his office but said he would not meet President Lungu unless he lifted the threatened state of emergency among other things.

“I have noted Zambian President Edgar Lungu’s public appeal to schedule a meeting with me this weekend while he is in South Africa attending the Southern African Development Community (SADC) Summit in Pretoria. The Zambian High Commission has also made contact with my office to formally request such a meeting,” Mr Maimane said.

He added, “I will only agree to meet with President Lungu if he publicly commits to a programme that works to restore Zambia’s democracy.”

“This must include lifting the 90-day state of emergency; reconvening Parliament; restoring the independence of the justice system; ensuring the media is free from suppression and intimidation; and ending the oppressive treatment of the opposition in Zambia. Furthermore, an apology must be made to Mr Hakainde Hichilema, the Leader of the Opposition, who was arrested on trumped up treason charges and detained for almost four months in the most inhumane conditions – only for the charges to dropped as baseless,” he said.

“Under President Lungu, Zambia is fast heading towards a dictatorship. The country is still under a state of emergency, characterised by “increased security measures” and the suppression of free speech and press freedom. Opposition party members have been arrested en masse, and opposition members are still not present in Parliament.”

He said, “Part of my work as Leader of the Democratic Alliance (DA) and Chairperson of the Southern African Platform for Democratic Change (SAPDC) is to work constructively with leaders, form both governing and opposition parties of democratic states in the SADC region.

That said, we must ensure that those who we work with are committed to democratic practices such as human rights, constitutionalism, and the rule of law.”

“Having consulted with Mr Hichilema and the United Party for National Development (UNPD), I am well aware of the deteriorating state of democracy in Zambia, and I will constructively engage with all sides who are genuinely committed to reversing this trend.”

Mr Maimane said, “The SADC Summit, which is being hosted in South Africa, presents an opportune moment for the South African Government to condemn and act against leaders in the region – and across the continent – who continue to undermine democracy and commit human rights violations.”

“Africa’s prosperity will only be fully realised when ‘big men’ humble themselves by submitting to the institutions and laws of democracy, and work towards building for their people and future generations.”

Giving them an audience would be a terrible precedence for regional Governments. Its even strategic and much befitting to meet Zambians intellectuals on foreign and domestic soils who are patriotic and capable of driving unparalleled Think Tank ideas with value to the national state than these self seeking empty headed gongs.

    • PF minions should understand why these two SA opposition leaders are condemning the rise of dictatorship in Zambia, Zim and other countries while Zuma is quiet.

      The two leader are not happy that people have to run away from their countries to live SA because of dictatorships in their countries. So to avoid an influx of refugees in SA they are putting pressure on the leadership of these countries to change their ways and let true democracy to prevail. Their approach to solving the refugee crisis in SA is a sensible one unlike Zuma’s butcher the foreigner principle endorsed by dictators of those countries from which huge numbers of refugees are coming from.

Rather it is the continuous exposure of the PRESIDENCY to embarrassing situations by Mwamba and other overzealous, attention-seeking carders. That worries me because the stain they leave behind is permanent. Is Mwamba not the same carder who misled our president into not only pardoning kanene from prison but making him a GBV ambassador, only for him to repay the favour by beating up a woman 24hrs later. My advice to H.E. ECL is please get rid of these carders and surround yourself with professionals, they are plenty in MMD and PF.   4. The opinion of Democratic Alliance leader Mr Maimane is constructive and progressive. This emanates from the freedom of expression the South African government upholds. There is nothing treasonous, abusive or disrespect in that opinion. The Zambian president Mr EC Lungu can learn something from that statement even though Mr Maimane is not yet president of South Africa. African leaders must learn to respect constructive opinions expressed by those opposing them as wisdom is not the preserve of heads of states and president Lungu is a candidate to such lecture.

  6. When this man came on the political scene I thought South Africa finally have a future president to take over from Zuma. I was so convinced that DA will win elections. I thought he was sincere when he wanted to attend HH court cases. But just this statement he has made shows that he is just an arrogant man who thinks too highly of himself. Maimane if you don’t talk with people you think are doing things in a wrong way. How do you hope to correct what you think is not right in African leadership? I disappointed in you maimane. I think south africa is better off with ANC than this man.

  7. An opportunity lost by Maimane. His source of information about the situation in Zambia has been from the opposition and the media. Scotland and Obasanje had to get more facts on the situation in Zambia for them to understand the reallity. Zambia is the first country late President Mandela visited upon his release from prison. The people of Zambia have voted for President Lungu with or without Maimane’s endorsement, consent or approval. It was, is and will never be required. The ruling party in Zambia is well capable of making very sound and informed decisions about how to run the country. That is not up to Maimane and his puppeteers. Zambia will never allow itself to become an expansionist playground for colonial adventures or misadventures. Maimane and Malema have never ever come out to speak out against the Mugabe regime that everyone knows is a real dictatorship and why is that? There is obviously some games being played to paint the PF govt in Zambia in a bad light- these games have failed because the international community know that Zambia is a true democratic nation regardless of whatever lies are being told by the likes of Maimane and Malema.

This is a lost opportunity for Mmusi to hear the other side of the coin, but as cursed the African continent is, even those who claim to be chamioning a new “world order”(Democracy) do not seem to have the kind of wisdom required to acheive their pupported mission. Honestly Mmusi would have been wiser by hearing the other side too. A head of state requests to meet you a minority leader and all you do is make noise, it is unbelievable. It does appear that the hypothesis of those saying DA is there to serve the interest of the minority and their wealthy paymasters has a higher probability. What Mmusi does not seem to understand is that H.E Edgar Lungu is a popular leader in Zambia and has more value to the Zambian people than the minority leader Mmusi whose interest is to serve the wallet…

    It is a well known fact that if you claim to be a democrat then you must have open mind especially on things you have very little knowlledge about. Unless ofcourse you have a predetermined agenda as appears in the case of Mmusi. Obasanjo went to zambia and had the open mind to meet both sides. What he said there after is an open secrete which Mmusi would not like to hear because his fananciers know it all and have told him not to listen. In that case he makes the work of H.E Edgar Chagwa Lungu easier to concentrate on more important issues that have a bearing on national issues and not battles to fight for presidency because he (ECL) is already one not once but twice.

  28. For God’s sake Maimane and Malema have both failed to remove their own President Zuma in their no confidence vote. President Zuma is one man still standing. Our Excellency ECL should just forget about such leaders who are trouble rousers. But are failing to become Presidents of South Africa.His Exc. ECL is a President recognised worldwide. Lets not waste our Pres. ECL time for such characters. I rest my case.

    The few donkeys who may be an immediate threat to peace we can lock up in prison…..
    UPNDonkeys, ask underfive how it is in Zambian prisons, I don’t think that he can recommend that any of his Donkeys ever do something which could land them in those facilities, but problem with UPNDonkeys is that they don’t care about each other and so cannot advise each other. Just look at underfive, he could have obtained this dialogue many moons ago, but because of bad advice, he had to take the route of prison in order to arrive at the same destination: dialogue.

If it is true that Maimane has refused to meet President Lungu in Johannesburg, then Maimane’s reactions speak volumes of a black African politician having been hired to discredit the integrity of African leaders and their legally instituted Governments. In this regard, Maimane MUST stop commenting on the affairs of Zambia because Zambia is not a District nor a province of South Africa. However, he is welcome to view the Victoria Falls but with his mouth SHUT UP. Should Maimane de-campaign Zambia’s trade links with South Africa let him advise his employers to pull out Shoprite, Pick & Pay or Spar supermarkets from Zambia and we will see how unemployment will resonate in S.Africa.

  33. Inviting Maimane for a discussion was a very clever by the Presidency. I think they knew that the boy did not have the guts to meet HE ECL – so in his own backyard they threw it to him and the coward went cowering under the bushes – really funny. You have really put the boy in his place guys and now forget about him. But if he continues insulting Zambians, put him on the spot again.

Read between the line bane….Maimane is a chairperson for a subgroup that looks into democratic issues under SADC. on this occasion, Maimane has responded with a great sense of maturity than that presented by one Chishimba Kambwili . I hope Zambian politicians including the incumbent president, learns from this good lesson..Bravo Maimane!!!!

The President presents them with an opportunity to present their grievances – what do you get instead — the fools go cowering!! Really funny – the Zambian team really put these amateurs on the spot.

    • @kwangala It is because he still commands respect in RSA, that is why he won the no confidence vote over his critics. Imagine if it was lungu in RSA, in zuma’s shoes, we would be talking about Presidential elections by now to replace him – lungu could make a worst chase play, bad moves like always.
