ACC should summon those making corruption allegations-Lubinda

Justice Minister Given Lubinda has asked the Anti Corruption Commission (ACC) to summon those that are accusing others of corruption.

Mr. Lubinda said ACC should not only wait for people to report matters to them but should also summon those that had been accusing others in public to swear under oath about their allegations.

Speaking during a parliamentary debate on the ratification of the appointment of Mrs. Cecilia Mbewe as Clerk of the National Assembly and Mr. Kapetwa Phiri as ACC Director General, Mr. Lubinda said the fight against corruption was for everyone and that MPs were at liberty to bring in bills that could help improve operations of the ACC.

He added that MPs should enact laws that would help the new ACC Director General excute his duties diligently.

During the same debate, Eastern Province Minister Makebi Zulu wondered why some politicians were accusing the President and some ministers of being corrupt when they were not involved in any government procurement process.

” Mr speaker the procurement act is very clear, politicians are not involved in the procurement processes. So I am wondering were ministers come in on this matter.” he said.
The Malambo law maker explained that procurement teams consisted of technocrats and law enforcement agencies including the ACC.

“Politicians are not there during these processes. The security wings such as DEC, OP and ACC are there during these processes, that is why people should understand when ACC says there was nothing wrong with this or that procurement process, because they are there from the start.”

Meanwhile, Mr. Zulu wondered why some politicians were questioning ACC for taking long in investigating some cases.

He said investigations were complex and investigative wings should be given enough time to conduct the process.

The Eastern Province Minister urged MPs to take time to read and understand the issues pertaining to public procurement and corrupt acts.

He said MPs had the power to enact laws that can help give power to institutions like the ACC and Public Procurement Authority- PPA.

  1. Buffoonery of the waste kind. These misfits thinks they can get away with this. Imagine the whole of an MP talking nonsense in parliament. What are we paying these goons for? No matter how hard you try to defend the indefensible one fire truck can not cost 1mill dollars. Someone will go to jail for it.

    • Lubinda your comments are disappointing. This is a plot to scare and silence the population so that looting carries in the background.

      Do you really think ACC can do their job? They are al in your pockets, we all know that.

      And as another blogger said….start building nice jails coz you will all end up there.

      Any minister that says there is no corruption is corrupt themselves. There are very few that have kept quiet, and not defended this scourge in our beautiful country.

    • Lubinda, you have really disappointed me with your statement or suggest. I used to take you and your colleague Harry Kalaba as the only two decent PF Ministers who should even take over from LUNGU come 2021 but alas, you are also a moron. What you are suggesting is in itself amounts to total DICTATORSHIP and nothing more.

    • Appointments by one region for wako ni wako. For Lubinda what kind of justice are u promoting. The alleged should be investigated. Getting rich without paying tax.

  2. The fact is Zambians do not have any confidence in the ACC. There is corruption everywhere, why has the ACC found it so difficult to arrest ,prosecute and get convictions.Zambians also know that when there has been political will the ACC has had some success,like under Presidents Sata and Mwanawasa. There is simply no political will in the present regime and in fact it detests anyone talking about corruption.In the present circumstances the ACC is totally irrelevant and the Zambian public will resolve this issue at the polls.

    • The fact is you don’t just stand up and announce that so and so or mitimiti is corrupt or a thief and demand that the ACC immediately arrest them, do you??? The problem with Zambian whistleblowers is they rush to the media, expect the ACC or ZP to harass and arrest that person. The normal method should be, gather evidence, scritinise it, ask yourself or seek legal advice if that evidence can hold water in a court of law, then present it to ACC or ZP. After a successful arrest, either you the accuser or the authority themselves will make a media statement. That way a conviction is more guaranteed. Not these personal vendettas you hold against your “enemies”!!!!

  3. Why is this moron of a minister directing the ACC on how they should proceed with their investigations? Is that not criminal in itself . The onus is on the accused to take the people making” false accusations ” to court for defamation and not the ACC ( to read as Already Corrupted Commission).

    With bar on leadership so low in the present government, Even Mrs Mumbi sounds more reasonable than Lubinda. The ACC has never been this irrelevant in recent times. The heat is on and prison is calling for most ministers in the present government.

    Lets keep the pressure on – STOP LOOTING STATE COFFERS!

  5. Since the south opposition can not take the evidence to the ACC,why don’t they just bring it here on LT to end the debate?
    As long as HH is still free after raping govt assets NO ONE IN THIS COUNTRY SHOULD BE CONVICTED OF CORRUPTION.

  6. I VOTED FOR PF BUT AM NOT HAPPY WITH THE WAY THY ARE ABUSING OUR SMALL RESOURCES,REGARDLESS OF OUR POLITICAL AFFILIATION ON THIS ONE THY SHOULD BE CONDEMNED.

  7. GRZ paid $1 million for trucks that cost $300 k per unit , surely this is not right and there is a breakdown in the system somewhere ??

    We know this is bussiness but making a profit of $700 k per unit against mother zambia is not right.

    Our grandchildren will still be paying for this stealing….

Lungu and his gang are like monkies in a maize field….they have the mentality that stealing and looting from money that government borrows is not hurting anyone………zambia has no one to watch over what is being borrowed and stolen in her name because lungu has corrupted the whole system…..people are too afraid or are actively participating in the legal looting via over inflated prices.

    The next looting frenzy by lungu and his gang will be in overseas countries where PF have resolved to buy houses for diplomats……houses that cost $2 million will be sold to Zambia for $8 million.

  10. Tell the ACC to go and see the house under your ministry the professional nomad’s family are occupying free of charge and abusing the police service to provide security to them which they are not entitled to
