Reacting to reports that the Independent Broadcasting Authority had summoned Prime TV to appear before its licensing committee over alleged abrogation of broadcasting laws, Mr Hichilema advised the IBA to stay away from being used by the PF.adding that the IBA must distance itself from the PF and it’s suffocation of the media by allowing the fourth estate (Media) to operate independently.
Mr Hichilema insisted that media houses must be allowed to operate freely as part of the democratic process that ensures checks and balances in any country.
“In the instance of summoning Prime TV owners, we have no doubt the reasons that have led to such, and as UPND, we shall issue our findings and demand for answers on certain revelations that have been made recently. But the intimidation of media houses and whistle-blowers must come to an end immediately,” read the statement.
The UPND Leader urged the IBA, established to be an independent institution, not to fall prey to being used as a tool of intimidation and corruption in the country.
According to the summon dated October 06, 2017, IBA Director General Josephine Mapoma asked Shawa to present himself before the licensing and compliance committee at the IBA offices for abrogating the conditions of section 29 (2) of the IBA Act.
“Section 29 (2) of the Independent Broadcasting Authority (IBA) provides, ‘where a broadcasting lisence does not comply with this Act or with the conditions of the broadcasting license, the Authority shall notify the broadcasting licensee of the measures that the broadcasting licensee should undertake, within a specified period, to comply with the conditions of this Act or broadcasting license,” stated Mapoma.
“In view of the above provision, you are hereby summoned to appear before the licensing and compliance committee of the board on Monday, 9th October, 2017at 10:30 hours in the IBA boardroom for non compliance in your broadcasting.”
It is alleged that Prime TV aired a story quoting a source who claimed that Information Minister Kampamba Mulenga paid him K21,000 in order to steal 12,996 votes from UPND president Hakainde Hichilema.
The said source claimed that he also worked with lawyer KBF and former president Rupiah Banda to rig the 2016 elections and further challenged them to sue him if they thought he was lying.
If the truth be said, every private citizen of this beautiful country is being intimidated. Unfortunately this will not work.

Let’s not be alarmist in the name of ‘checks and balances,’ made through the press. If UPND is serious about their duty as such they must start to work through Parliament. Debate this matter there with your Political peers, not repeating allegations in the press and call that a balance check.

That is a correct way where allegations arise. It is not intimidation to be called before it. If the Media House Head had been arrested, bundled before the IBA. One could argue intimidation had occurred.
The irony in the matter, is that the Media head had published unfounded claims challenging a Legal Battle! Why had they not raised complaints to correct bodies for investigations? Furthermore it is wrong to say that UPND will publish IT’s own findings! There us no authority for that. The role belongs to IBA.
