President Lungu describes the stalled projects as a scandal

President Edgar Lungu ha said that it is a scandal that a number of infrastructure projects in Muchinga province have stalled. President Lungu said that almost all projects stalled ten months ago reportedly due to lack of funding.

The President has questioned why it should take so long to complete development projects in some areas when he wants to see equitable distribution of resources. President Lungu said that opposition strongholds as well as PF strongholds must share resources equally.

He said it is time people stopped playing the blame game and work hard.

President Lungu took a swipe at Muchinga Province Administration for the slow pace at which developmental projects are being done. Mr. Lungu who toured and inspected the Police Station, 50 housing units and a Secondary School sites expressed sadness that the projects had stalled.

Speaking during a tour of Shiwangandu district, the Head of State has challenged Provincial Minister Malozo Sichone, Permanent Secretary Jobbicks Kalumba, PF Shiwangandu Member of Parliament Stephen Kampyongo and area District Commissioner Evelyn Kangwa to work extra hard and ensure that the projects are expedited.

Mr. Lungu vehemently said he will not desist ‘sucking’ lazy government officials because people are eager to see projects being completed and commissioned.

President Lungu acknowledged that the people in Muchinga Province voted massively for him and the PF leadership therefore, government should reward the electorates with the much needed infrastructure.

Mr. Lungu said he will not relent in conducting and supervising developmental projects his administration has embarked on because he has a noble duty to monitor the progress of projects.

In response, Muchinga Province Minister Malozo Sichone said he will summon the district government officials as well as the contractor for a meeting at his office on Friday this week.

The Head of State later meet chief Chibesakuuda, Mukwikile and Kabanda.

He also held private talks with the traditional leaders at the Shiwangandu District Administration Block.

    • Humbly Dumbly is a joker. Period ! He makes it sound like this government is financially sound and the issue is only with the contractors as funds are flowing smoothly. Seriously? Please continue deceiving your clueless cadres that often cannot in a strange way connect your begging bowl on one hand and the over commitment your government has made on projects !

    • I know one minister will lose a job. I suspect Dr Chilufya because of the way he carried himself during Cholera. Dr Chilufya showed leadership and that I am afraid will cost him because for Mr Lungu and the minions, he (Dr Chilufya) is positioning for the job.

    • The clueless chap recently told those opposing further borrowing to “get out” because he WILL continue to borrow! What an embarrassment to have such a creature at the helm of a nation! The job is so obviously beyond his depth.

    • How can this be a scandal, when projects are in your so called stronghold, pf mps, pf councillors, contractors probably with pf connections, and the treasury controlled by a pf minister, supervised by a pf president, how would that happen, who is sleeping on the job?

    • Projects have stalled because money is being stolen Mr President. It’s as Simple as that. Thieves need money to still, so if there is project money somewhere they will pounce sir.

    • Truly, my co concern is; where is Bo Mukwae Inonge Wina? Is she still in the PF government? Why doesnt she advise the President to visit Western Province not only for Kuomboka but to inspect government projects like he often visits other areas including Dundumwezi? Or there are no projects to inspect in Western Province initiated by the PF government? Or Bo Mukwae Inonge following her predessors in the Kaunda regime (Mr Mundia, Mr Lisulo, Gen. Masheke) who decided to keep mute even when things were going wrong including the Barotse Agreement of 1964?

  2. The president has a moral duty to supervise projects & so he is. Imagine if he does not even bother going to check process? This is very good leadership. This is a caring presido!!!

    • Hehehehe he should still be worried that he cannot have a true picture of what is happening with key projects given how many report to him and various government levels. Yes he needs to travel around the country to see what is going on but it should not be a surprise to him when he gets there he should by then be giving the way forward….its is scary to imagine how he is managing the country. He was claiming after the so called quarterly reports that he was happy how his Ministers where performing and they were on track. So what has changed now ??? What is the work of perm secs and ministers ??

    • @ Shameless, where has the president been in the 10 months? is he deaf or cannot read about the corruption going on? On top of it he is shielding the same criminals. What did he expect? Another thing instead of using a chopper he should drive so he can see for himself the deplorable state of the road that was given to contractors

  3. When it comes to underperforming workers, civil servants rank among the first. Even a Presidential visit entails cancellation of all programs and documents remain unsigned for longer periods. When you ask they answer that they were busy attending to the President! Some are even struggling to spend CDF, they’re only good at demanding for nchekelako

    • Spaka, you strike me as someone who fails to use his brain. Isn’t what the president doing part of checking on progress?? He made a 3 day visit to Muchinga because he got wind of this situation. He calls it a scandal because someone didn’t tell him the truth and heads will roll. There are ministers, PSs, Directors, other senior govt officials who are suppose to be handling this matter before the president gets involved, WHERE ARE THEY????

While he was busy globetrotting and fattening his pockets, his minions at home at minions were busy looting the allocated funds. So Mulusa wasn’t updating him on the progress all along? The problem of the state of Lusaka, be it bigger or smaller than Rwanda, is actually your problem as a Zambian. The cholera issue has been there since the UNIP days, in case you do not know. There has been no comprehensive program to deal with this problem – it has not come with ECL. Accept that a Zambian like you is a dirty creature by inclination – that is why you had to wait for the president to come and clean your garbage. ECL’s predecessor worsened the problem by encouraging the nonsense of unregulated street vending due to his insatiable appetite for populist politics. It was not ECL.

    Performance and project evaluation processes are non existant, that alone makes him move around “adabwa dabwa” little does he know that their is a smart approach to management unlike moving with a crowd at high cost paiting a picture to the gullible that he is a hard worker.
    Smart minds are at the Davos summit in Switzerland currently and not in places like Muchinga doing cheap politics blaming everyone else but himself.

  9. From my year long slumber I can tell you that the triple constraint of project management has been neglected in most of Zambia’s projects. Remember that scope, time and cost are critical to any project. Politicians who say one thing and do something else; policemen who pretend to apply laws when all they are doing is embarrassing themselves by using archaic laws (stickers on cars my foot)… Mr President, stop embrassing yourself by pretending not to know what is on your dashboard… the rot must STOP. NOW.

  10. Let Lungu visit Barotseland as well, to visit development projects. He should use the road from Lusaka to Kaoma. He should then travel to Lukulu from Kaoma, by road. He should be driven frm Kaoma to Sisheke. He should be driven from Kalabo to Nalolo district, then from Nalolo to Shangombo. He must see the track between Shangombo and Kalabo, and travel from Kalabo to Lukulu. Along the way he must inspect projects as well!

  11. If it takes you 10months to realise that projects are stalling, then God help this country. I can’t Imagine a CEO who is so out of touch with the goings on in his company would last long. Why do you have ministers? Why do you have PS? This only goes to show that you do nothing. Becaus if you did any work, you would be having regular meetings with you underlings and demanding for progress reports. But if you only find out that nothing is happening after ten months…..What do you do? I know. You drink and steal

  12. Mr president please desist from speaking like one of us. Its us to be surprised not you! You have got a very large labour force across the country to provide data you need. If they are not doing that then please they are your employees deal with them. Unfortunately this exposes you as much as your people because as the CEO of this nation you should be on top of everything and leave surprises to us. If your management skills are lacking listen closely bwana president, get a very large white board in your office and have that Amos write down all the projects across the country at whichever stage then monitor from there by updating your board. You will find that its not even necessary to physically be in Muchinga to dabwa!

  13. The tone of stalled projects as opposed to completion will not send good signals for Zambia’s economic gains Complete those initiated and stall those in the making and not critical

    If a project has been mobilised and the contractors are on site and have done close to at most 40% of work towards commercial handover chances are than it would be completed Rationalising and ranking as all are completed will be helpful for Zambia

My president, what has happened to those quarterly reports you receive from ministers?The best thing to do is to get reports from provincial ministers specifically for developmental projects(roads,schools clicnics etc)and this should be done by district.Otherwise ba president abantu nabamisula and can’t trust you.ngani ba metero MP bena tefintu with his councillor saulosi.I visisted lilanda estate too much leakages of water and sewage.Tell your cadres in each area also to be making reports so that MPs and concellors can start performing.People are cheating you.u have lost popularity from us Zambia especially in PF strongholds.Chiengi road is not yet started in luapula mind you but you promised the people of chiengi.Mazabuka road is pathetic but nothing RDA is doing.wake up with people…

    My advise is this RDA knows all the projects they have contracted and awarded and they too must be taken to task for not updating the key stakeholders on the status. If they have been lying to the Head of State, they disciplinary action needs to be applied.
    I also want o believe that there is a Ministry specifically in charge of project planning, implementation and monitoring, what have they been doing all along. I mean we important infrastructure projects like Universities, Roads, Hospitals, bridges that have stalled and abandoned even when the contractors have been paid, why?
    Just look at the good roads in…

    Just look at the good roads in Lusaka under L400, when where they last receive road markings? Its time to take the people sabotaging Government efforts to task and now! Look at the economic importance of the roads and universities in Palabana which have stalled? These areas which have the potential to transform the surroundings of Lusaka and must therefore be well planned, given attention to expand the growth of Lusaka.

  20. What happened to the much publicised ministerial presentations to the President on a quarterly basis? What does the weekly cabinet meetings discuss? Surely there should be no surprises unless nobody takes their responsibilities seriously. This calls to question again, what is the use of District Commissioners?

At this time most of Chinese contractors you contracted and engaged are on holiday eating garlic in the LABA GARLIC tradition You expect some scaling down as normal Completion of projects in the running and commercial commissioning is in the interest of Zambia’s new founded solid Economic Sub Sahara Power House

    But if for any reasons they stall forever the gains recorded will be eroded and the costs to start up and am start those projects and the economy very costly Its not in the interest of Zambians better completed and Financing plans repriotised

  23. Several times when Lungu has gone on these ‘tours’ I have asked the question about reports and what all those officials do. Lungu doesn’t even have to be up and about (accumulating further allowances and wasting more resources with all the logistical arrangements needed) It should already be clear what projects are going on where, who is responsible and how far they have gone. This can be discussed in Lusaka (with pictures, if need be) If there are no funds anymore, the Ministry of Finance should be aware.
    My theory though, is this; It all stems from the current culture of ‘sangwapo’. For the most, Lungu turned a blind eye because he has had his hand in the pot as well. The ZRA, toll gates etc. have been releasing figures of billions collected. Your guess is as good as mine how…

  24. … these monies are being spent. Check the auditor generals reports over the years. Relate this to the fact that even existing structures are not maintained. People still have to pay loads towards education and health. Where is the revenue? Look around – unnecessary purchases of expensive ‘official’ vehicles, ‘sitting’ allowances, ‘travel’ allowances, inflated contracts. Then you ask what all these ministers and other government officials are doing in terms of the real work – agriculture, environment issues, educational infrastructure, economic diversification, import substitution through creation of local industries etc. Everyday we hear the sing-song about the ‘development agenda’. What IS Zambia’s development agenda? Economic blueprint, policy, ideology?

    You always say you will fire non-performers but you have never fired anyone. They resign, but no minister is fired.

    Apart from non payment being claimed by many bloggers above, many contractors took the 60% advance payment and absconded. You are forever saying people will end up in jail, you give lip service to the fight against corruption, but nobody ever in your Government has ever been charged ?
