Mwila warns District Commissioners

Patriotic Front (PF) Secretary General Davies Mwila has warned District Commissioners (DC) that are not willing to work with the PF administration that they risk losing their jobs.

Speaking when he officially launched the Central Province PF party mobilization in Kapiri Mposhi yesterday, Mr. Mwila said District Commissioners are appointed at the recommendation of district and provincial party officials, adding that the top leadership reserves the right to terminate contracts for DCs that were not willing to work with the ruling party.

Mr. Mwila noted that DCs are appointed at the discretion of the Head of State, hence, the need for them to pay allegiance to the appointing authority and his party.

The PF Secretary General called for intensified party mobilization at all party ranks and file to enable the party sustain its popularity in the country.

Meanwhile, Mr. Mwila has donated 120 bicycles to each constituency in central province to enhance the party’s mobilization exercise at grassroots level.

And speaking earlier, PF Central Province Chairman Chanda Mutale charged that District Commissioners in the region are not contributing to the growth of the party.

And, Mr. Mutale called for PF members to maintain high levels of discipline in discharging their duties adding that, discipline is important in any political organization.

PF Central Province Information and Publicity Secretary Davies Chisopa called for unity of purpose among party members.

    Does this make DC’s civil servants? Someone clarify please. If not, should they be drawing a government salary? If yes, shouldn’t the posts be open to everyone?

    • The danger of appointing cadres as District Commissioners you have a situation where the likes it f Davies Mwile, a mere cadre to warn them for not singing long live PF. Such offices should be occupied by non cadres so that Mwila cannot have guts to threaten people.

  2. Mwila confirms that DCs are PF party cadres! They should then all be removed from Government payroll, to start drawing salaries from their employer, PF.

  3. We have stopped talking about developments in Zambia.All we hear is about Party mobilization that has now been disclosed that they are party cadets not civil servants.What has happened to our beautiful country.

  4. This drive to bribe people with bicycles and mealie meal….FTJ tried it, RB tried it. Where did that take them? Politicians never learn. Just do an honest job and you won’t have to go round bribing people.

  6. I don’t blame Mwila. He’s just doing his job over things he found. The problem is with everyone who drafted the constitution. What is the function of a DC??? Why are they party functionaries??? Can we all address this matter with the Justice Ministry as they spearhead the addressing the lacunas in the constitution!!

  8. I quote, “district commissioners are appointed at the recommendation of the district and provincial party officials”. This position is the senior most at district level and should be occupied by a technocrat who has experience in public service. Alas in Zambia even people with just a grade 12 certificate are given this position at the expense of well qualified and educated people at the district level. The end result are serious quarrells and passive resistance and no development.
