Miles Sampa unveils an ambitious 100 days plan for Lusaka, promises free Wifi

The ruling Patriotic Front (PF) Mayoral candidate for Lusaka Miles Sampa has unveiled his plan of action for the transformation of the city of Lusaka in the first 100 days upon being elected into office.

Speaking at the Party’s interactive Forum at Crismar Hotel in Lusaka this morning, Mr. Sampa stated that the first thing he would do would be to enhance communication between the Council and Lusaka residents by establishing a call centre at the council.

“The way the police have a call centre, that’s how the council will operate to carter for inquiries 24/7. It shall be a full fledged and operational call centre. Not when one is calling, one is greeted with no response. If you find a dead dog on the road, you should be able to call the centre and inform us and we should immediately respond and send someone to clear up the dog,” he said.

Mr. Sampa stated that the second aspect would be to de-congest the roads in Lusaka because the congestion was making business suffer in the CBD because it was increasingly difficult to move from one point to another and that within the 100 day framework, he would come up with a realistic solution to the problem.

Mr. Sampa also announced that the third thing would be to introduce free WiFi in bus stops, at train stations, at the airport and other public places to make electronic communication channels easier for the residents of Lusaka in line with the Smart Zambia that is being encouraged by government.

“When one arrives in Zambia at the airport, there will be free WiFi and one can immediately log in to ones preferred services. Similarly, when one goes to Intercity, there will be free WiFi, so that when one is travelling and one is delayed, it should be possible to log in to free Internet and inform ones relatives of the predicament. There will also be free WiFi at the council premises and many other public places,” he said.

Mr Sampa stated that within the first 100 days, he would also ensure that there is improved health services which should fall under the council. He stated that he would ensure the council health posts are fully functional to carter for the health needs of the residents. Mr. Sampa stated that within the 100 day framework, he would also introduce town hall meetings.

“Every six months, as Mayor, I will be meeting all residents under the town hall meeting scheme, to have one on one meetings. And, we will agree with the councillors that they too have town hall meetings every three months within their wards,” he said.

Within 100 days, Mr Sampa said that he would ensure that the process of issuing of tittle deeds to all houses in Lusaka is done, stating that that a house is a major asset which should enable the owner to access bank loans as houses could be used as collateral for a bank loan, adding that computerisation and valuation of houses would be done

“If your house is not valued, you won’t know its worth and so when you go to a bank seeking a loan using your house as collateral and the bank asks how much your house is worth, and you don’t know, they won’t give you a loan,” he said.

Mr. Sampa also stated that he would look into the improvement and upgrading of markets to allow marketeers to trade in a conducive environment. He stated that he would also move the council from being a red council to a black one which he stated meant taking the council from being a broke council to one that was financially viable through stoppage of revenue leakages.

“I will ensure that all revenues that are due to the council, are collected. And also the correct rates for that matter,” he said.

I foresee problem in Lusaka should people make a mistake to vote Miles with empty promises. Of all the things he has talked about he will only achieve digging new graves on top others not all that trash. A genuine person wouldn’t just wake up and say within three months I will decongest Lusaka without explaining how you will do that. He has also used 100 days slogan that we have heared before. The 90 days of his patriotic front todate has failed to do a tangeable thing. The champion of 90 days hallucination even went further to publicly declare that he had no vision but follows Sata vision. Who the hell is Miles Sampa to change Lusaka and offer free wifi…

    • There is no such thing as free wifi even at JKIA ..it was only available to transit passengers for a maximum of 2 hours then pay after…remember these costs are incorporated in the air fare ticket cost.

  14. I have no problem with Miles’ dreams except when he starts dreaming that the KKIA is within the jurisdiction of the City of Lusaka. My last check was that the airport is in Chongwe and I stand to be corrected if this is to the contrary. If it is in Chongwe, then Miles is NOT FIT TO BE THE MAYOR, lest tomorrow he will end up directing LCC employees to collect rates from Lafarge Cement.

  19. In Denmark there is free WIFI in public places that is provided by the Councils. Though the idea is okay, the big question is as follows; Is the provision of WIFI and a call center the first priority, on the scale of preference for the Lusaka Residents at the moment? We just had a Cholera outbreak and we may have it once more. Further more there are other serious issues than WIFI and Call centers, that are affecting the Lusaka residents generally and that is what you should look at iwe Sampa.

  24. Great plans but he should also address the poor living conditions in the slums of Lusaka. For starters, this can’t be achieved within 100 days because of over half of the population in Lusaka and other urban cities where citizens still live in slums. What about the declining educational standards in government schools in Lusaka where credible and good teachers are no longer interested in their jobs? Whichever party wins, they have a lot to think about, I don’t envy the prospective mayors.

    • Osward spot on you are and this guy should ensure that all Zambians regardless of their political inclinations will be allowed to trade in the markets without victimization. The removal of PF cadres (there no cadres from other political parties in public markets and bus stations) is the first priority. Council revenue lands in pockets of cadres. One wonders what is so difficult in removing these cadres from such places

  28. Hon. Sampa, you deserve to be supported but stop giving unrealistic time frames. You sound ambitious and could run the council profitably as a business. Collect revenue from the mushrooming casinos. The gamblers have invaded the city and have money to throw around. I like the decentralization idea of LCC. Work Breakdown Structure (WBS) approach is achievable.

Lusaka development is shopping malls and the millions are pushed in neglect. When will it be day light for Zambians? Politics is about service delivery, good living conditions for the citizens. 50 years on, people cant access clean water, sanitation still use indrai. Who is to blame? Not politicians but docile Zambians.
