World Bank Report that 75 % of the Zambian Cabinet decisions are never implemented worries Andyford Banda

People’s Alliance for Change (PAC) President, Andyford Banda says revelations by the World Bank that 75 percent of the Zambian Cabinet decisions are never implemented is concerning.

In its “Zambia Systematic Country Diagnosis” report of March 2018, the World Bank has noted that weak capacity to manage public expenditure and implement policy programs is undermining service delivery effectiveness.

Mr. Banda says this report is an eye opener to the government and to be precise, cabinet, to ensure that it implements all its pronouncements and decisions.

He says this report is de-motivating as it is shows that those in cabinet are failing to stick to what they promise and assure the people.

  1. Lungu leads a GRZ of corrupt theives who are hard coded to borrow money and dishout over inflated tenders to each other. They can not work without borrowed money. To them hard work is borrowing and grabbing tenders.

    At the helm of this GRZ is someone who will be proven to be the most corrupt president ever. We will be vindicated.

    • We are not surprised. This is a group of incompeten and lazy people who know nothing about how to govern. As we say where i come from “a fish starts rotting from the head”. The head of this cabinet is rotten. You cant expect any good from a rotting fish. They are very good at talking and making “resolutions”. But they do nothing – except cut shady deals to advantage themselves. The only resolutions that matter to PF are those that will keep them in power and help them get rich.

      Chinese, Lebanese, Somalians, Glencore have seen the lack of a functional Govt and carry on business without paying taxes whilst abusing our weak immigration laws, exploiting our poor people & looting our natural resources.

      As long as our so-called leaders drive big cars & receive “sitting allowances” then everything is fine. What a bunch of losers.

    • If that is true, then it is unfortunate. However, the way forward could be to open a dialogue platform where ideas can be sought from well meaning Zambians. Zambia is for us all. We need to work towards improving it and its operations. Not only to fault locate, no! Those capable of making constructive submissions, please do so for a better Zambia. God bless Zambia.

  3. Implementation depends on competent technocrats. Civil servants, public service workers, local government workers, security officers. The technocrat bears the responsibility for any inaction, omission, error, fault and indecision. On that basis, it is necessary for Government to conduct a tracer project for the purpose of pin-pointing the source of non implementation of Government directives. The identified loopholes must then be sealed immediately. This may call for retrain, redeploy, demote, promote or any other appropriate measures.

    • baba this PF has been in power for quite a few years. if it take the world bank to show that cabinet resolutions are not implemented, then there is an unbelievable amount of incompetence in this cabinet.
      It is ridiculous to blame technocrats. Isn’t it the job of the cabinet to ensure that theirvresoltions are implemented? If a man sets rules in his home, who will be blamed when the rules are not followed? His children? His servants? No! the blame rests squarely on the man for failing to enforce the rules. Similarly it is just ludicrous to suggest that technocrats are to blame for cabinet failure.

    • Why do people want to defend the indefensible? It’s usually because they benefit from the wrongdoing. We must learn to be objective and call a spade a spade. We must not try to shield wrongdoers from bearing the blame for their wrong actions. We can never progress if we can’t see beyond our bellies and don’t care about the greater good of our country.

      What we should really be worried about is the fact that this PF usually come up with useless decisions,now as though being incompetent and coming up with useless decisions is not bad enough,the World Bank is actually saying 75% of their decisions which offcourse are useless are never even implimented.Now that is scary but not suprising,if you ask the likes of Kampyongo,Chitotela,Kapata and the like they dont know whether they are capitalists,socialists,communists,they call themselves pro poor and they have no idea how to make the lives of the poor better,they actually specialise in looting the little that we should be giving to the poor.

    • That is in theory the reality baba is freedom sikazwe bowman Kampyongo at ministerial level are just bootlickers and just incompetent.
      At implementation level youbhave people like bishop chomba a fake and fraudulent individual the list is long even in parastetals and you expected the nation to move?

  4. Colonialism ended too soon. This will be very unpopular but it is true. Once Africa was thoroughly colonized the correct path was a gradual decolonization. Colonists invested money in Africa and built infrastructure. Colonial governments provided stability. As soon as you let the various ethnic groups in Africa the chance to squabble they will but the Colonial governments kept them in check. Colonialism would’ve ended naturally as people become more tolerant and as the natives were seen as more “civilized” they would’ve gradually earned more responsibilities and power. While many of the former colonizers would now be Africans (much like white South Africans) and remained they would’ve shared power with the natives.

  5. @******* ****; I agree with you; have been saying the same thing about African independence; we need autonomy first before independence; have you seen a place gets transformed when whites are there; go to Lusaka; you find Indians in shops just sitted and looking on the shoulders of Zambian ladies who’re selling their goods; and our governments accepts this behaviour as ok; instead of asking the Indians to instead install security cameras;

  6. Roland msiska – the ball is firmly in your court and you should be looking at Perm Secs closely.
    Don’t you sit in the cabinet meetings? Or get their action list thereoff?
    How often do you hold meetings with your Perm Secs for follow ups?
    Zambia needs to move!

      Are you sure you are directing the issue to the right person?Roland Msiska sure?In my view the way forward is that as soon as PF is out of power all those who came with it including Msiska himself should leave with them,they are part and parcel of the problem their only participation in post PF era should be limited to accountability for surely we have seen enough to judge.What good can com e from Sata,for me as a person who knew Sata what he left behind is consistent with him,these are the people who couldnt see what all sane people where clearly seeing.

  7. That is exactly what I said last week when the Cabinet passed a new policy on Trade or something like that. I lamented the number of policies that are being passed without following up on previous policies whether they are being implemented. I stated that shelves in government offices at all levels (including State House) are filled up with files gathering thick layers of dust.
    I am also on record pointing out that much of the implementation is derailed by upnd aligned civil servants, who mistakenly think that it is the correct way to campaign for their god h.h by decampaigning the government – cow dung type of mentality which in fact is working against h.h and his directionless upnd.

    • If lungu won elections by way of majority that means the majority of civil servants must be PF , how can a minority UPND civil servants derail GRZ works ? Are they they the upnd only ones that actually do work ?

  8. But a lot of the failure rests squarely on Cabinet itself for passing too many policies instead of first making sure that the few outstanding are implemented. But it could also be that the Cabinet policies are too theoretical or impractical and unrealistic to implement, or do not match the financial resources or human capacity, or commitment to implement. Whichever way you look at it, it is a bad indictment on the whole Cabinet.
    But I am not in any way suggesting that h.h is a more viable option, we know that anything even a frog is better than directionless upnd and its unelected tribal “leader” h.h.

      The manager gets the sack first instead of blaming the players.
