The Anti-Corruption Commission (ACC) has arrested and charged Zambia Law Development Commission (ZLDC) director Hope Ndhlovu Chanda for corrupt practices involving over K120,000.

In a statement, ACC Public Relations Manager Timothy Moono disclosed that Chanda had been charged with two counts of corrupt acquisition of public property, which is contrary to the Anti-Corruption Act Number 3 of 2012 of the Laws of Zambia.

Moono stated that Chanda, who had since been released from police custody on bond, would appear in the Lusaka Magistrates Court on July 30, 2018.

“Ms Chanda, aged 42, of plot number 7144/m, Lusaka West in Lusaka has been charged with two counts of Corrupt Acquisition of Public Property contrary to Section 34 sub section (2) paragraph (b) as read with Section 41 of the Anti-Corruption Act Number 3 of 2012 of the Laws of Zambia. In count one, details are that on unknown dates but between 1st June, 2016, and 30 June 2017, Ms Chanda, as director of Zambia Law Development Commission, jointly and whilst acting together with other unknown persons, wilfully failed to comply with the laid down procedures by awarding a contract in the sum of K60,000 to Chipo Nkhata for consultancy work in the Law Reform Audit,” stated Moono.

“In count two, details are that Ms Chanda, jointly and whilst acting together with other unknown persons, failed to comply with the laid down procedures in awarding a contract in the sum of K61,306 to Vinnid Innovations Limited to provide catering services for the launch of the Gender-Based Violence Fast Track Court, a matter concerning the Zambia Law Development Commission, a public body. Ms Chanda has since been released on bond and will appear in the Lusaka Magistrate Court on 30 July, 2018.”

  1. Did companies awarded tenders deliver as per Purchase Orders? Is there a tendering committee? I think she has no case to answer! Deal with the real corruption going on guys please.. not this. This is just a witch hunt to tarnish her image.

    • Corruption is at all levels, even in the private sector. To say it only exists in grz is being naive. That method is being used against opponents for political populism. Good work ACC.

    • ACC should go for PF president Lungu who signed a loan for ZESCO and awarded a contract in exchange for land in Swaziland.

      Billions of public money is missing and yet ACC is busy concentrating on the petty thieves instead of going for chakolwa Lungu and Kaiser the biggest thieves in the history of Zambia.

    • This is no more than a publicity stunt. The ACC trying to put on a show that they are effective. More blatant corruption involving billions of dollars goes ignored. Going after a small kapenta in a pond filled with big breams.
      Not saying she shouldn’t be prosecuted if she’s done the crime, but it’s unfortunate how the big players in the corruption field are untouchable

    • ACC has the detailed FIC report which shows bank transfers of funds to individual accounts of ministers like Chitotela but up to now ..they are quiet.

    • ACC is not serious at all. Why does the ACC like to go after small fish, but won’t go after the big fish? Some crooks wasted $42 million on firetrucks, and yet you don’t do anything about it. And then you don’t hesitate to go after this woman over $15 thousand dollars. Come on now. Lungu is currently the most corrupt guy in Zambia. Go after him first and his minions, if you’re really serious. Investigate him and everyone around him. Otherwise no one will take you seriously. Why are you scared to go after him? Does he privately intimidate you or what? The Zambian people are behind you and in full support of your efforts. Don’t be scared of him. Come on, go get him first. When you do that, it will deter smaller crooks from being corrupt.

  2. So the moribund ACC has decided to look away from the major league BILLION DOLLAR corruption involving AVIC, Lamasat, inyati and numerous others to focus on the small fry HUNDRED DOLLAR corruption involving Ms Ndhlovu? Because she is a soft target?

    • @ zedoc, she has no case here. Let her Board of Directors ascertain that the laid down procedures exist in the organization. If they don’t let them formulate. If they exist, let the Code of Conduct be followed, the matter can be regularized. The amounts may be within limit of her jurisdiction. Sounds like sour grapes from within her organization. There are much more serious corruption cases in this country that Timothy Moono should focus on. But he is scared…intimidated to the core….tryn to prove his relevance using trivial matters.

  4. A lawyer I engaged, connived with the person I had sued. I just dropped the case because I felt unprotected.

    • The ethics and code if conduct in our judiciary are rotten when you have president who is supposed to be a lawyer ????

    • @Spaka the case I am referring to took place in 2003, and if my memory serves me right Edgar Lungu wasn’t president that time. I don’t know if you’re able to remember that.

      If useless judges are afraid of convicting PF killer criminals who killed Mapenzi on kaiser ‘s instruction, what balls do they suddenly have to convict Kaiser and Lungu.

Big bucks corruption seem to be ignored or glossed over by the ACC either that some ACC elements are complicit or because the ACC applies selective “persecution” for the smaller civil service targets investigated who have no way of easily laundering the spoils due to paper trails! Here someone is a sacrificial lamb to justify that ACC is working!

  12. If she didn’t follow tender procedures, dismissal should be enough punishment. Why should taxpayer’s money be wasted on such a low routine activity?

If such low Contract amounts are put to tender, we, the tax payers, are again footing the cost of the procurement process. It probably outweighs the Contract amount.

I agree, not following tender procedures is an administrative issue – and she likely has a horde of paper trials where by she will justify the circumventing of the procedure ( like the Ministry of agriculture always does , year-in, year-out, ati , ‘ emergency procurement of fertilizer, therefore we are not following cumbersome and time consuming tender procedures” !

Do not insult Zambians’ intelligence. Start the arrests and prosecutions with the senior government officials who are still serving and we will accept the prosecutions of these other people serving in other organizations. No double standards .Apply the law equally

    Information has it that lungu got $5 million from 42/42….otherwise he was not going to sanction that deal.

  17. Corruption starts with small amounts then the money starts to get sweeter and sweeter. Better to stop it before it generates. The woman could either have been receiving kickbacks or the companies awarded the contracts are hers or for relatives. This is common in the mines where almost every buyer owns a company.

    They will use you and if you refuse they will find something against and fire you. Ask the Auditor General who recently resigned. Protect yourself from these gangsters. My question is What did you refuse to do for them Bana Chanda kanshi? for them to send their rapid DOGS. For we know ACC is toothless against the injustices of corruption we have suffered under PF.
