ZBPI survey ranks Zambia Police as the most corrupt

The Zambia Bribe Payers Index (ZBPI) survey has ranked the Zambia Police Service particularly the traffic department as the most corrupt among public institutions in the country.

According to the report of the survey which is jointly conducted by the Anti Corruption Commission and Transparency International Zambia, between 2014 and 2017, the likelihood of one paying a bribe to the Zambia Police traffic department increased form 50.1 percent in 2014 to 63.9 percent in 2017.

Speaking during the launch of the report in Lusaka,ACC Director General,Kapetwa Phiri says trends in the 2017 ZBPI report show that incidences of bribery have increased in some public institutions and reduced in others.

Mr Phiri says the report findings show an increase in the overall aggregate bribery index from 8.5 percent in 2014 to 10.0 percent in 2017.

He has expressed concern about the increase in the overall aggregate bribery index in the 2017 findings.

The ACC Director General said this calls for more concerted efforts among stakeholders to ensure that opportunities for bribery in both public and private institutions are curtailed.

Speaking at the same event, TIZ Chapter president Reuben Lifuka said corruption has become a beast running out of control thus the urgent need by all stakeholders to take action towards eradicating the scourge.

Officiating at the same launch, Secretary to the Cabinet, Roland Msiska said the release of the Zambia Bribe Payers Index report compliments government efforts and commitment to the fight against corruption.

In a speech read on his behalf by his deputy Patrick Kangwa, Dr Msiska said the increase in the overall aggregate bribery index from 8.8 percent in 2014 to 10 percent in 2017 is a clear indication that a lot still needs to be done to combat corruption and other related vices in public service institutions.

    What about State House, at what position with AVIC and land given to abena Amos ku Iswatini and rest. If not on list then ZBPI is 2nd corrupt.

    • ZBPI is lying .Talk of procurement/purchasing/accountants officers @ public institutions.There we go on list ; RATSA, Passports,RDA,FRA, NRCs, Ministry of works & supply, Council plots, State house, ZRA, Zesco, PARCRA, banks (loans) and you name it.These are the big fishes who have built mansions at Chalala, Ibex , Kabangwe Area, Makeni,Meanwood, Silverest, and Chamba Valley not ba kapokola who just but to ma Spacio, VVTI and buy pints and nite clubs.What probability sampling/survey methods was ZBPI using? I don’t buy that survey bcoz its not representative.

      Most bribes are not reported anyway.

    • Just bring proof iwe ! That is what we are always told by PF ….otherwise PF supporters and sympathisers are soooo adamant that there is no corruption to be concerned about in Zambia. Any expectations should be with the next serious Leader not this one we have ….otherwise I will be asked fro proof as well

  2. Who have you arrested so far? ACC always asks for proof of corruption, so tell us the details and the people involved in corruption.

  4. I agree. Traffic Police take advantage of the fact that the majority of motorists are not willing to pay the exorbitant fines. So they are left to go at a ”fee.” The fee finds it’s way into their pockets and this practice is countrywide.

Corruption has permeated in every spheres of life.It is a cancer which is difficult to eradicated because it has roots which are difficult to uproot.Right from hospitals,when a child is born,we pay for papers whose money we do not know where it goes.This results in our children inheriting corrupt traits.
    Many are the reports that the Auditors Report produce but no action is taken.It is business as usual.The energy and resources which are spent in producing those reports are frivolous.
    It has become a norm and way of living.Without corrupting any person nothing moves in ones life.The exorbitant traffic fees is a recipe of corruption.If one follows a normal channel he or she will pay a lot.One has no option but to bribe a traffic police.

One example is that the law forbids a policeman from confiscating a drivers license but the IDEOTS continue doing it so that they can extract cash from you. Very sad that even police stations don’t give you any hope at all.

On your privatization you failed to highlight to show the nation how HH who was not in govt could probably be corrupt on public resources. We all listened to the news item on Radio Phoenix at 1300hrs they reported that both public and private institutions were culprits and they condemned members of the public by abetting the scourge and it’s like LT have now become subjective in their reporting insteady of being objective by reporting the whole context in which it was done.

  14. Those are just tuma 100 kwachas that those traffic officers get as bribes. There’s much bigger corruption that goes on in other institutions involving colossal sums of money. Instead of paying a real fine of K650 of course am more than willing to give a police officer a paltry K100.That police officer is a poor civil servant and I also want to save some cash or I do not have the K650.So we work out what satisfies both parties at the end of the day.

  18. Whatever we can say about Zambia Police Service and their corruption tag, Just remember they are a reflection of society. It’s an indictment on us that we’re equally corrupt in same measure. Police don’t do corruption amongst themselves but with ordinary individuals, u and me. Sometimes it’s individuals who are first to suggest bribe as quickest and easiest way to get out of trouble.

  19. Nice to see it on paper, though the traffic police report is highly under rated. The majority of corruption on our roads goes unreported. You will find the same traffic officers, in 5 different locations, at different times of one single morning, grabbing licences from at least 15 drivers at each spot, but none given a ticket… if we consider those stats, traffic officers would top 95%

    Our traffic officers would make it to the top 5 most corrupt traffic officers in the world.

  20. Is the frequency of occurrence or the amounts involved that was used as determinant? The total peanuts the Buju collect daily from motorists can’t be compared to what to the kickback the minister gets for signing a Chinese contract. Alexander Chikwanda warned us about the level of Chinese corruption. I haven’t heard about any Buju building lodges, not even Mwami 1. They just make enough for Castle Lite, how did Kambwili acquire all those properties?
