Why are you reporting at this time? Mr Lusambo seems to asking a named IT Director at ZESCO on Thursday.

Management at state run power utility ZESCO has admitted that late coming late for work is costing the company.

In a memo to staff following an impromptu visit by Lusaka Province Minister Bowman Lusambo to ZESCO Headquarters last Thursday, company Human Resources Director Rhoda Mwale said workers who report late and leave early will be disciplined.

Ms Mwale said the habit of reporting late for work and leaving early is costing ZESCO due to low productivity and poor service delivery.

She wrote, “desperate several reminders, some employees are still reporting late for work and leaving their places of work as they please.”

“This has resulted in low productivity and poor service delivery to our customers. To ensure all employees will be held accountable for adhering to their workplace timetables.

She has since implored supervisors to ensure that they remain vigilant and that late coming and early departures are not tolerated.

On Thursday, Mr Lusambo stormed ZESCO Headquarters in Lusaka to check on reports that majority of ZESCO employees report late for work.

Mr Lusambo warned that government will not tolerate a culture of late coming from workers in the public service including those in quasi-government institutions.

Ba Mwale you had to wait for the minister to pay you a surprise visit to notice that late coming has been costing the company. I think you're in a wrong place.

Such Human resource managers are a disgrace. Whats wrong with HRs in government? They also wait for a minister or a president to do a surprise visit for them to do correct things. Even the issue of Cholera it was the same, it had to take the president to stoop down and clean for everyone to wake up...what a sick attitude.

No need of disciplinary action against anyone. Just introduce hourly pay and you will see how people will be sticking to their jobs and never want to knock off.

Over employing of PF cadres by zesco is the biggest problem causing late coming. How do you expect a grade 9 PF cadre to report on time? Zesco should stop importing expensive emergency power from Mozambique.

How can a company like ZESCO not have fobs for checking-in and out? I mean in all properly run companies the CEO to the cleaner have fobs and anyone who leaves 5 minutes before knock off time without authorization it docks an hour off...this is a sign of serious inefficiencies and waste of taxpayers funds. I hear they are alot of cadres and relatives of politicians at Zamtel and Zesco.

Half of the workforce at Zesco are cadres and you expect them to report early? That is asking too much from them! We have come to know that the standards at ZESCO are very low and this is because they have recruited cadres who support the ruling party! No wonder when there is a change of government, the first to get pruned is the MD then others follow due to witch hut.

That's not a HR Manager he is just a cadre to bloat the expenditure with staff...all he has to do is simply pull up the log-in and see who came in at what time...clear incompetence from top to bottom under Lazy Lungu's watch and Bowman has again exposed what everyone thought afterall. This is the work of the Minister of Energy.

The HR profession has been dead in Zambia for sometime now. In most companies you have to push HR to do what they are supposed to do. If you go to any institution and you see indiscipline, it is normally HR not doing its work. Even at national level a special assistant to somebody is issuing statements that are not in his jurisdiction and the government HR is quiet like all is well.

Dont say HR profession is dead ...its only dead in govt run companies ..go to the private Mobile Network providers and see how efficient they are compared to Zamtel.

Of course ZESCO is the worst institution in the country. And of course Lusaka water which has followed suit, in PHI water comes anytime the guy who is on duty that day feels like. The inconsistence in timings of supply is just annoying. Water comes at 7 when you are supposed to be on the road going to 37.5% PAYE tax work.

ZESCO is a disaster. some of the people working there have no clue what their jobs are. The joint is overstaffed with many lazy, dumb and underqualified people. ZESCO probably just only needs 35% of the people who work there. The only way to fix ZESCO is to fire everyone including Victor Mundende and start afresh

This is why they never hire from outside I mean the MD its always from within ...because they want the mediocrity to carry on and use the company as a gravy train.

There is total indiscipline in government and its institutions. The same Bowman fought with Kambwili in parliament yard ..isnt this indiscipline of the worst kind? Special assistant for press Amos Chanda, who is a civil servant, insulting Kambwili who is an MP? Isabi litampila kumutwe uku bola. How does one expect the rest of the body to behave? You the leaders clean yourselves first. Doesnt the minister of energy know that ZESCO employees are always late? Not only in Lusaka but every where in Zambia and worse still in Rural areas. Much as you Bowman are working hard you have plenty black spots too.

Rhoda you are in a wrong place, one wonders how characters of your level manage to get these jobs awe mwe. Ba Minister have these people with big titles disciplined first then you will correct the situation..

There is technology out there to manage employees time at work - has been available for time immemorial , why ZESCO has not caught up with time is amazing. The director sounds like she not sure what she be doing in her job. Looks like the tail is wagging the dog.

Office of the Auditor General is one of the worst when it comes to late coming. Officers pretend to be doing audits in other Ministries when in actual fact they are conducting their own business activities or just at home sleeping. Bowman, please conduct an impromptu visit at OAG and you will be shocked.
